Applicants shall have a Master’s Degree or corresponding in Computer 
Science, Computer Engineering, or in a related discipline. A genuine 
interest and curiosity in the subject matter and excellent analytical 
and communication skills, orally as well as literally, are needed.

The employment is expected to start early 2013 (deviations are 
negotiable). As a Ph.D. student you are employed by Chalmers and will 
receive a salary according to current salary agreements (starting salary 
at present: approx. 25000SEK before taxes). A maximum of 20% of your 
time will be devoted to other duties at the department, mainly teaching. 
The remaining time will be devoted to your own courses and research 
within the project and you are expected to obtain a Ph.D. within a 
maximum of 5 years. You may apply even though you might not have 
completed your degree yet, but expect to do so before the position 
starts.

Knowledge of Swedish is not a prerequisite for application. English is 
our working language for research and education at Master level. Both 
Swedish and English are used in undergraduate courses. Half of our 
researchers and PhD students are native Swedes; the rest come from more 
than 30 different countries.

KASHFA mpya imeibuka ndani ya Shirika la Umeme Tanzania (Tanesco), baada ya kubainika kuwa vikombe vya kufungia nyaya za umeme vyenye thamani ya mamilioni ya fedha vimetelekezwa kutokana na baadhi ya vigogo wa shirika hilo kushindwa kunufaika na mradi huo.

Habari kutoka ndani ya shirika hilo zinaeleza kuwa vigogo hao wanadaiwa kuvikataa vikombe hivyo kwa maelezo kuwa ni vibovu, baada ya mzabuni kushindwa kuwaona vigogo hao.

Wakati vigogo hao wakivikataa vikombe hivyo kwa madai kuwa ni vibovu, taarifa zinaeleza kuwa wataalamu wa Chuo Kikuu cha Dar es Salaam wamethibitisha kuwa vikombe hivyo ni vizuri na havina matatizo yoyote.

Hatua ya Tanesco kupeleka vikombe hivyo kuthibitishwa na wataalamu wa Chuo Kikuu, Kitengo cha Uhandisi ilitokana na mvutano uliokuwapo baada ya vigogo walioshindwa kunufaika na mradi huo kutoa maelezo kuwa vikombe hivyo havina viwango bora.

Hata hivyo, uchunguzi unaonyesha kuwa licha ya vigogo hao kuvikataa vikombe hivyo zaidi ya 40,000 vyenye thamani ya Sh900 milioni kwa madai kuwa vibovu, tayari shirika hilo limekuwa likivitumia katika nguzo zake zenye umeme mkubwa kwa miaka mingi.

Mvutano wa viongozi hao ndani ya shirika hilo, umesababisha mradi wa kukarabati njia za umeme mkubwa bila ya kuzima umeme kwa kuondoa vikombe vilivyochakaa uliokuwa ukifanyika katika mikoa ya Arusha na Kilimanjaro kusimamishwa mapema mwaka huu.

Baadhi ya wataalamu wa Tanesco wanaeleza kuwa vikombe hivyo kama vitatumika vina uwezo wa kutosheleza mahitaji ya kufunga vikombe vipya katika njia ya umeme mkubwa wa kutoka kwenye mtambo wa kuzalishia umeme wa Kidatu mkoani Morogoro hadi Ubungo jijini Dar es Salaam.

Pia, kumalizia ukarabati wa njia ya umeme ya Arusha hadi Moshi mkoani Kilimanjaro iliyositishwa. 

Chanzo chetu kutoka ndani ya Tanesco kinaeleza kuwa vikombe vilivyopo katika njia ya umeme ya Kidatu hadi Ubungo  havijabadilishwa kwa miaka mingi hali ambayo inafanya umeme kupotea njiani kwa asilimia nyingi.

Kaimu Mkurugenzi Mkuu Mtendaji wa Tanesco, Felschami Mramba alisema kuwa mikataba ndani ya shirika hilo ni mingi na kusisitiza kuwa hawezi kulijibu suala hilo mpaka atakapowasiliana na kitengo cha ununuzi cha shirika hilo.

“Kwa sasa sina maelezo ya kina ya mikataba, hasa kuhusu suala hilo unaloniuliza, lakini mpaka wiki ijayo nitakuwa nimefuatilia na kupata jibu sahihi,” alisema Mramba.

Kwa upande wake Naibu Waziri wa Nishati na Madini anayeshughulika Nishati, George  Simbachawene alisema suala hilo halijafika kwake.

Simbachawene alisisitiza: “Mambo yanayofika katika ofisi yangu huwa kama malalamiko yanayoletwa na watu kutoka Tanesco na sehemu nyingine. Nikiyapata naanza kufuatilia ili kujua nini kinaendelea.”

Alisema kuwa Tanesco ni shirika linalojitegemea katika utendaji wake wa kazi na ndiyo maana lina bodi yake, ambayo hukaa na kupanga mambo mbalimbali ya kufanya.

“Wakati mwingine wizara inaingilia utendaji wa Tanesco kama tunaona kuna mambo hayaendi sawa, ila hili la ununuzi kwa kweli sijui kwa sababu halijafika ofisini kwangu kama lalamiko,” alisema Simbachawene na kushauri kuwa atafutwe Mramba.

Hoja ya kuvikataa vikombe hivyo ambayo imekuwa ikitolewa na baadhi ya vigogo hao wa Tanesco ni kwamba vikombe hivyo ni vizito na nguzo haziwezi kuvibeba, vibovu na kwamba havifai katika ule utaratibu wa kufanya matengenezo bila kuzima umeme.

Tanesco imekuwa ikikumbwa na kashfa mbalimbali zikiwamo matumizi mabaya ya fedha za shirika kwa baadhi ya maofisa kutumia zabuni kujinufaisha.

Hivi karibuni Mkurugenzi Mkuu Mtendaji wa Shirika hilo, Mhandisi William Mhando alisimamishwa kazi na Bodi ya Wakurugenzi ya shirika hilo.

Taarifa iliyotolewa na Bodi ya Wakurugenzi ilieleza kuwa Mhando alisimamishwa kazi pamoja na watendaji wakuu wengine wa Tanesco ili kupisha uchunguzi wa tuhuma za ubadhirifu na matumizi mabaya ya madaraka.


Viongozi wengine wa Tanesco waliosimamishwa kazi ni Naibu Mkurugenzi Mtendaji Huduma za Shirika, Robert Shemhilu, Ofisa Mkuu wa Fedha, Lusekelo Kassanga na Meneja Mwandamizi wa Ununuzi, Haruni Mattambo.

Matatizo mengine ambayo yanadaiwa kuikumba Tanesco ni pamoja na uchakavu wa mitambo ya Tanesco, hujuma za miundombinu na kuingiwa kwa mikataba mibovu.

Speaking to reporters in a news conference in Dar es Salaam at the weekend during the Family Walkathon to mark World Heart Day in which Tanzania is celebrating for the first time, African Medical Investment (AMI) Hospital, Internal Medicine Consultant Dr. Jesus Ochoa that it is important for the people’s to adopt physical exercise in the daily life to improve their health status.
 
Dr. Ochoa said that the type of food, life style and traditional ways of life in Tanzania is accelerating high blood pressure and chronic heart diseases to majority of citizens across the country.“Majority of people who are fat are at the high risk of being infected with heart diseases because of the high quantity of cholesterol within their bodies,” he said.
He further said that the heart diseases in Africa have taken lives of thousands of people in the continent due to lack awareness in the public.
 
 Dr. Ochoa said that AMI hospital has decided to come up with the family walkathon to sensitize the public the important of having regular check-up and physical exercise.
On his part AMI Hospital Director of Medicine Dr Humberto Jaine said that the family walkathon is part of the hospital efforts to conduct free check-up and treatment to heart patience in the country.
 
High blood pressure is a major risk factor for hypertensive heart disease
 
 
 
He said that Tanzanians should avoid the habit of having pretty of food with much cholesterol because they will generate heart diseases in the long run.
‘It is not healthy to gain weight while you don’t have regular check-ups and exercise in your daily activities,” he noted.
 
Jaine underscored that Tanzanians should adopt healthy eating habits to reduce the risk for heart diseases if they want to live longer.On World Heart Day, 29th September, the World Heart Federation is calling for people – specifically mothers who are gatekeepers to the home – to take action now to protect their own heart health, as well as that of their children and families to safeguard future generations.
 
World Heart Day was created by the World Heart Federation in 2000 to inform people around the globe that heart disease and stroke are the world’s leading cause of death, claiming 17.3 million lives each year.On 29 September each year, together with its members, the World Heart Federation aims to drive action to educate people that by controlling risk factors such as tobacco use, unhealthy diet and physical inactivity, at least 80 percent of premature deaths from heart disease and stroke could be avoided.
World Heart Day unites people from all countries and backgrounds in the fight against the CVD burden, and inspires and drives international action to encourage heart-healthy living across the world. 
 
The focus for this year’s World Heart Day is the prevention of CVD among women and children, which is a continuation of the 2011 theme; One World, One Home, One Heart. 
 
The main aim is to educate people that the threat of heart disease can begin even before birth and those children’s risk increases during childhood with their exposure to risk factors such as unhealthy diet or exposure to tobacco smoke.

Qualifications : Good written and oral communication skills, as well as excellent organisational skills are essential, as is the ability to work under pressure, both as part of a team and as an individual. You should hold a postgraduate degree in economics, political science, international public policy, development economics or in a field related to international development. Qualifications : Vous possédez une expérience pertinente d’environ dix ans dans les métiers de la logistique, avec des compétences avérées dans le transit et les techniques douanières. Autonome et rigoureux, vous faites preuve d’excellentes capacités relationnelles et un sens de l’organisation développé. Vous êtes bilingue anglais.

Key Responsibilities

Objective 1 - Mapping Oxfam's justice and law work
  • To build a clear picture of Oxfam affiliates' recent and current access to justice projects and programmes, and the links between partner organisations, to inform the future development of this work. To the extent practical, evaluate what has had most impact, and the kind of projects that communities have found most empowering. These projects will include gender, land, intellectual property and access to information.
  • To map the work of other affiliates and international organisations working on similar projects.
Objective 2 - Strategy development
To lead/assist the development of a legal 'One Programme' approach strategy for Oxfam, and to coordinate this approach with the work of other potential allies like ActionAid (on access to information). This will include support for the GROW campaign on water and land rights, identifying opportunities for public interest litigation, and may include work with legal volunteers to produce guidelines to guide programme managers on management of risk to communities, partners and Oxfam. The strategy will address access to justice in relation both to governments and private sector, formal and informal institutions. This will involve liaison with and support to the regional governance change leads, the Research Team, and other relevant teams.
Objective 3 - Gender Justice
Identify how a legal approach and use of legal volunteers can support Raising Her Voice (global programme on political empowerment of women in 17 countries), in particular work on the African Women's Protocol and women's property rights. This will spell out 4 components: Advocacy, implementation, communication, litigation. In particular, test the possibilities of litigation to enforce women's rights, eg on the principle of non-discrimination under human rights law.
Objective 4 - Access to Information
Network with allies (like Article 19, Transparency International, International Budget Partnership) on right to information, to identify scope for Oxfam partners to use legal avenues to promote access to information; support programme staff in advocacy in relation to law reform, in promoting communication and rights to information and in promoting the take up and use of information rights through legal and quasi-legal mechanisms by partners and communities, especially in marginalised communities. At international level support the embedding of participation, transparency and accountability in institutional processes, such as intergovernmental forums (as for example through ATT Legal in supporting civil society participation in the Rules of Procedure for the UN Arms Trade Treaty Conference, or supporting the implementation of Prior and Informed Consent'(FPIC)law.
Objective 5 - Capacity Building and training of lawyers
Develop opportunities for Oxfam to leverage its contacts with the legal community, in particular the pro bono community, for them to enhance the capacity of lawyers and paralegals in countries where access to justice is rendered more difficult by a relative paucity of access to legal services. This will include working with others on basic research into the asymmetry of legal resources, particularly in those countries with Oxfam programmes but few legal resources, through networking with other groups working on legal capacity building
Objective 6 - Public Interest Litigation 
  • Advise programme staff on approaches to public interest litigation. Scope out options for human rights dimensions, eg further work on land rights and gender rights, and OxfamNovib's right to food project. Other work on social and economic rights may include Essential Services, such as right to health and right to education, and promotion of the Maastricht Principles on extra-territorial obligations under economic and social rights in the ETO Consortium.
  • Support programme and campaign staff in liaising with pro bono supporters, eg the international law firm working with our partners on land rights in Tanzania
  • Work with Richard Lord QC (Editor of our Climate Liability book) and international group of experts to identify and scope priorities for a website to support public interest litigation, focused on practical guidance and enforcement through strategic litigation or through the use of paralegals to empower people living in poverty to secure their own rights. Connect with PPCT and Research team to explore options for further publications like our Climate Liability Book, but on GROW and other programme and policy areas (eg Land and Water litigation).
Objective 7 - Funding and support
Work with the various funding teams (mostly PFD) to prepare Concept Notes/funding bids for legal strategy, (a) to obtain funds to support legal partners and (b) to establish a scheme, whether for Fellows or otherwise, that will enable the recruitment of Programme Officers in Oxfam affiliates and countries and/or our partners. Network with potential funders for access to justice work, including foundations and governmental donors. Collaborate with allies on potential joint bids. Help coordinate the approaches of all affiliates seeking funding for access to justice work.
Objective 8 - Influence international legal framework
  • Work with Public Policy team to influence international laws that disadvantage developing countries: enable equitable participation in international policy making on issues of gender, women's rights, social and economic rights, intellectual property and trade, climate change.
  • Leverage our networks in pro bono and academic legal communities. For example, in relation to international investment arbitration this could build on Oxfam International's 2011 Sleeping Lions paper.
  • Work with a volunteer and team of academics and practitioners to map international investment arbitrations in Africa, work with arbitrators on human rights dimensions of arbitration, and influence commercial arbitrators to be more aware of poverty and human rights issues.
  • Support legal capacity building in international law: continue to network with allies in Legal Response Initiative and Arms Trade Treaty work

SIKU moja baada ya Halmashauri Kuu ya CCM (Nec), kutangaza majina ya wagombea, baadhi ya vigogo walioachwa kwenye uteuzi huo wameeleza ya moyoni, huku Mbunge wa Ludewa, Deo Filikunjombe akisema anaamini ametoswa kwa sababu alitia saini ya kutokuwa na imani na Waziri Mkuu, Mizengo Pinda.

Katika Bunge la 10 lililoketi Aprili mwaka huu, baadhi ya Wabunge wa CCM akiwamo Filikunjombe, Mbunge wa Musoma Vijijini, Nimrod Mkono na Mbunge wa Mwibara, Kangi Lugola, waliunga mkono hoja ya kutokuwa na imani na Pinda iliyokuwa imeanzishwa bungeni na Mbunge wa Kigoma Kaskazini, Zitto Kabwe wa CHADEMA.

Wabunge hao wa chama tawala, waliungana na wenzao wa upinzani kutaka kupiga kura za kutokuwa na imani na Pinda kutokana na kile kilichoelezwa kuwa ameshindwa kuisimamia Serikali kwa kuwawajibisha mawaziri wazembe.

Hata hivyo, mpango huo haukufanikiwa baada ya Spika wa Bunge Anne Makinda kueleza kuwa haukufuata taratibu zinazotakiwa.

Filikunjombe 

Filikunjombe alipotakiwa jana kuzungumzia kuenguliwa kwake kwenye kinyang'anyiro cha uchaguzi wa ndani ya chama, alisema anaamini yeye na wenzake hao wa CCM, wametoswa kwa sababu ya kushiriki mpango wa kumng'oa Waziri Mkuu Pinda.

Hata hivyo, alisema amelazimika kukubali hali hiyo na kupokea matokeo, kwa kuwa hatua yake ya kusaini kitabu hicho ilitokana na nia njema kutaka Waziri Mkuu ajiuzulu ili mambo fulani muhimu katika jamii yafanyike. Filikunjombe alibainisha kuwa alisaini kitabu hicho cha kutokuwa na imani na Pinda akiwa na akili timamu na alikuwa anajua kinachoweza kutokea kutokana na hatua yake hiyo.

"Nimesaini kitabu kile kwa nia njema, nikiwa na akili timamu na sijutii uamuzi wangu huo, ila siwezi kuwasemea Kigwangalla (Khamis mbunge wa Nzega) na Bashe (Hussein). Lakini sisi watatu (yeye, Lugola, Mkono) tumeenguliwa kwa sababu hiyo (ya kutokuwa na imani na Pinda)." Aliendelea: "Nashangaa leo naonekana adui wa chama wakati nilikuwa nakinusuru na kusema kweli adui wa CCM ni Wabunge wa chama hicho ambao hawakusaini kitabu hicho cha kutokuwa na imani na Waziri Mkuu, " alisema Filikunjombe.

Mkono
Mbunge wa Musomo Vijijini, Nimrod Mkono alisema kutoswa kwake ni uamuzi wa watu aliowaita wenye chama.
"Walikata jina langu nikakata rufaa, likarudishwa Dodoma, lakini walipokutana wakaona sifai. Wakaamua kunifukuza sasa hapo mimi nifanye nini?" alihoji Mkono.

Mkono alisema huu ni utaratibu wa chama chao cha CCM ambao umewapa baadhi ya watu haki ya kuwafukuza wengine bila kuwapa fursa ya kujitetea, "Kama ilivyotokea kwangu wamekaa na kuona Mkono hafai, fukuza basi wakafanya hivyo na hiyo haijalishi kama nilisaini kutokuwa na imani na Waziri Mkuu au la.  Suala la msingi ni kuwa Mkono amefukuzwa na atarudi kama ilivyokuwa kwa mwana mpotevu." alisema bila kufafanua.

Mbunge wa Nzega, Dkt. Hamis Kigwangalla alisema anaheshimu uamuzi wa vikao vilivyokaa na kufikia uamuzi uliochukuliwa na kwamba, ataendelea kuwa mwanachama na kukitumikia chama pamoja na wananchi kwa nguvu zote bila kinyongo, “Nitaendelea kuheshimu vikao vya chama changu na kuwa mwanachama hai ingawa sijajua wametumia vigezo gani kuteua majina hayo,” alisema Dkt. Kigwangalla.

Bashe

Kwa upande wake Bashe alisema kilichotokea ni uamuzi wa chama na vikao halali vilivyokaa na kuchukua uamuazi huo, “Sijui kwa nini jina langu halikupitishwa, lakini nitaendela kuwa mwanachama na kuwatumikia wananchi wenzangu wa Nzega,” alisema Bashe. Katika kuhakikisha hilo, Bashe alisema leo anakwenda Nzega kupeleka mifuko ya saruji tani 18 kwa ajili ya ujenzi wa ofisi za kata za chama hicho wilayani humo.

Wakizungumzia uteuzi huo wasomi na wanasiasa walitoa maoni tofauti huku baadhi wakisema chama kinatakiwa kuwa na sera na mtizamo wa kuliletea maendeleo taifa bila kujali kama chama kinaongozwa na wazee au vijana.

Mhadhiri wa Chuo Kikuu cha Dar es Salaam, Dkt. Benson Bana alisema uamuzi huo wa CCM umeonyesha kuwa, ndani ya chama hicho hakuna aliye juu kuliko mwenzake, “Wapo waliosema wakitoswa patachimbika, lakini wametoswa na hapajachimbika, uamuzi wa kuwatosa watu wa aina hii utarejesha nidhamu ndani ya chama hicho licha ya kuwa kazi bado ni kubwa,” alisema Dk Bana.

Profesa Gaudence Mpangala alisema vijana kupewa nafasi kubwa ya kugombea nafasi mbalimbali ndani ya CCM, hakuna maana kuwa sera na mtizamo wa chama hicho utabadilika, “Kuwa na wanachama au wagombea wenye umri wa wastani(vijana) sio kigezo cha chama kufanya vyema kwa sababu hawawezi kubadili sera na mtizamo wa chama husika,” alisema Mpangala.

Dkt. Kitila Mkumbo alisema kuingiza vijana wengi katika mpambano huo ni hatua ya ukomavu wa kisiasa kwa kuwa chama hicho awali hakikuwa na utaratibu mzuri wa kuwapa nafasi ya uongozi vijana, “Awali CHADEMA ndio kilionekana chama kinachowapa nafasi zaidi vijana, lakini kwa hatua hii ya CCM ni nzuri, sasa tunasubiri utendaji wao kama utakuwa na manufaa kwa taifa,” alisema Mkumbo.

Bashiru Ally alisema kama kigezo cha kuweka vijana wengi kitazingatia msimamo, fikra na ufanisi katika utendaji kazi wao basi taifa lina kila sababu ya kuunga mkono hatua hiyo. Alisema kwa kuwa vijana ndio chachu ya maendeleo kwa mataifa mbalimbali duniani, hatua ya CCM kuwapa nafasi vijana ni nzuri kama wakiifanya kazi hiyo kwa manufaa ya taifa kwanza.

STUDENTS at the Higher learning institutions in Tanzania are starving, suffering and they are living in a desperate life at the hill while many and most of them are force to attend classrooms from morning to evening without having even a single meal due to inadequate loans provided by the Higher Learning Students Loan Board (HELSB), Mirror Digest has revealed.

Since the HELSB laid down procedures of getting loan to higher learning students in the country, most of the students who are not in the science subjects are staying almost eight hours without food but funny enough it is for the students who are coming from upcountry especially in the villages in some parts of the country.
Loan board which is responsible for funding students for Higher learning institutions has been faulted for what has been mentioned as its tendency of providing a hundred percent loans to students from wealth families and undermining most of the poor families’ like Zakaria Kilomole a second year student pursuing B.A with Education at the University.
Speaking in an exclusive interview at the University compound in Dar es Salaam on Tuesday this week, Kilomole said that the situation at the university for the arts students is completely worse because majority of arts students have been undermined by the loan criteria’s which fueled many students into economic hardship.
“last time they told us that they will evaluate every applicant from the education background and family status but surprisingly many students comes from the poor families were skipped to hundreds percent loan while their family status are poor,” he said.
He said that students who got a hundred percent sponsorship although are pursuing science subjects but many of them are from wealth families whom they can afford tuition fees and accommodation for four years at the university.
Kilomole said that he obtained 60 percent loan from the board which covers only a tuition fees and he is suppose to meet his accommodation daily during his three years at the university while he is coming from the poor family because his father is poor farmer and his mother is a wife house at Kibondo, Kigoma western part of Tanzania.
“it is because we are not taking science subjects the life at the university is hullabaloo some of the female students have decided to get into commercial sex around the city to win their daily bread,” he stress
Edwin Fred is a third student at the faculty of law at the university said that the procedures introduced by the board is inappropriate and create unnecessary confusions to the students at the college and at the secondary level which also will led them to abandon their educational ambitious.
 “We cannot force all students to study science subjects what about other professionals such as teachers, journalists, lawyers and social scientists are they not useful for the country’s social and economic development? He asked while astonishing.
He said that the evaluation done by the loan board during loan seeking procedures was wrong by identifying properties as one of the criteria’s.
He said that some families built their house in the most credible way which cannot justify their wealth whatsoever.
“They are looking on the structural and kind of the house that the applicant family owns and any other property,” he said.
Fred advised the government to review the whole loans’ board system in order to find the best way which will avoid all grievances and ongoing demonstrations in Universities for the best education.
“The loans board has been the main source of different demonstrations. Students do not get their loans on time. Students from most of high class families like government officials are the ones who get loans while poor Tanzanians remain with zero means testing.” He said.
Josephat Charles who is taking B.A in Literature said that for quite sometimes HELSB has been under the public criticism that the board is skipping students from the poor families in which majority of them are from upcountry most from the villages who started their primary and secondary level in intricate situations.
He said loans board has been the source of most of demonstrations taking place in Universities because students do not get their loans on time. Also not all students from poor families get loans resulting into demonstrations for loans.
Charles added that new process which was introduced by the loan board to send fund from the university account is create delays to all the faculties at the university and disturbances to students which they cannot get the funds in time again.
He said that the country’s social and economic development cannot be foster by scientists alone thus the nation needs other professional disciplines to companied together for mutual understanding of the concept of development in the country.
On his part the University of Dar es Salaam (UDSM) Public Relations Officer Jackson Isdory said that the move took by the board seek to inspire other students in Tanzania joined science subjects in order to foster economic development in the country.
“There is a tendency nowadays that majority of students at the higher learning institutions prefer to undertake professionals with quickly money and abandon these professionals that why in the country we have few experts in science,” he said
However, he said that improvements in higher education are harder to achieve in these African countries such as Tanzania because of inadequate funds to boost the sector development.
He said that the move will increase science students in the near future which will more advantage to the country are rather than majority of students tend to ignore these subjects due to quickly money persuasion.
Professor Amandina Lihamba from Mkwawa University denied to go into details about this scenario but she said that more scientific study or research needed to be done to come with the proper solutions of the country’s education system and the current procedures of obtaining loans at the board to ensure win to win situation.
‘Let us have time first to study the concept so that we can come up with the good answers to all these grievances and uncertainties erupted at the universities in the country,’ she said
The Organization for Economic Cooperation and Development’s (OECD) Education at a Glance 2012 report calculated the proportion of residents with a college or college equivalent degree in the group’s 34 member nations and other major economies.
The majority of countries that spend the most on education have the most educated populations. As in previous years, the best educated countries tend to spend the most on tertiary education as a percentage of gross domestic products. The United States and Canada, among the most educated countries, spend the first and third most respectively.
In an interview OECD’s Chief Media Officer Matthias Rumpf explained that educational funding appears to have a strong relationship to how many residents pursue higher education.
He said private spending on educational institutions relative to public expenditure is much larger in the countries with the highest rates of college-equivalent education. Among the countries with the highest proportion of residents with a tertiary education, a disproportionate amount of spending comes from private sources, including tuition and donations.
The OECD average proportion of private spending is 16 percent, In the U.S., 28 percent of funding comes from private sources. In South Korea, another country in the top 10, it is more than 40 percent.
Having more education helped people all over the world stay employed during the recession, according to the OECD. Between 2008 and 2010, unemployment rates among developed nations jumped from 8.8 percent to 12.5 percent for people with less than a high school education, and from 4.9 percent to 7.6 percent for people with only a high school education. For those with the equivalent of a college degree or more, the jobless rate went from 3.3 percent to just 4.7 percent.
