Compared to the likes of Lionel Messi for his instinctive dribbling, creativity, technical skill and explosive finishing, Neymar is a player that could provide a boost of electricity into any team.
Recently rejecting a new deal at Santos, the thought is terrifying should he be playing on the same team as the Argentine wonder after the summer transfer window. With his ability to play either on the wings or middle of the park in an attacking midfielder role, Neymar provides the complete forward package.


2. Mario Gotze | Borussia Dortmund
Despite sensationally securing a move to rivals Bayern Munich in the summer, the 20-year-old was making headlines for all the right reasons well before the announcement.
With his technical ability, speed and playmaking vision, it's clear for all to see that Gotze is already claiming stakes to be a world-class player in the near future. Experienced in playing in the false 9 role, Pep Guardiola may well have found the Lionel Messi for his Bayern side.


3. Stephan El Shaarawy | AC Milan
The 20-year-old was left to fill the void left by Zlatan Ibrahimovic's move to PSG - and didn't he do it well. El Shaarawy has established himself as an ever-present player for AC Milan, with his outstanding dribbling ability and immaculate first touch. Not only that, he's quite prone to have a pop at goal as well from outside the box, showcasing his powerful striking prowess.
With a few more seasons under his belt, he may well be leading the line for Milan for years to come.

4. Lucas Moura | Paris Saint-Germain
20-year-old Lucas Moura has been a revelation since signing for Ligue 1 side Paris Saint-Germain. Initially rejecting a chance to move to the Premier League champions Manchester United, Moura has exceeded expectations at PSG and shown his class with some mesmerising performances in Europe.
With fantastic vision, slick flair and a creative mindset, Moura is set to become one of the next Brazilian magicians of the game for both club and country.



5. Jack Wilshere | Arsenal
There isn't much that can be said about the 21-year-old Englishman other than he brings nothing but class to the pitch.
Wilshere brings movement, vision, passing and, above all, the determination and leadership qualities that could well see him captain club and country in the future.
Praised by veterans such as Wayne Rooney, Steven Gerrard and Frank Lampard, the future of Wilshere looks bright if he can recover successfully from his persistent injury problems.


6. Thibaut Courtois | Chelsea
20-year-old Belgium international Courtois has been hitting all the right notes while on loan at Atletico Madrid in La Liga.
Standing at a towering 6ft 6in, Courtois is commanding, powerful in the air and an absolute hit with the fans. Making his debut for Genk at the tender age of 16, he has gone on to impress for club and country and will no doubt have many suitors who are willing to spend big on his services.


7. Raheem Sterling | Liverpool
Having only just turned 18 a few months ago, capped for England and regularly appearing in the Liverpool starting 11, Sterling has been touted as an England star of the future.
With his blistering pace and skill to beat his opposite number, Liverpool would do well to tie down their young star with Arsenal and Manchester United waiting on the sidelines for a chance to grab him. If he can just develop the killer instinct to get into the box and score goals, Sterling has the potential to go all the way and develop into a world-class player.



8. Lucas Ocampos | AS Monaco
With clubs such as Barcelona and Juventus trailing him shortly after the Under-17 World Cup, Lucas shocked the football world when he decided to move to AS Monaco.
He is the complete forward package, capable of playing on both wings as well as the role of striker. Standing at 6ft 2in tall, he is quick with the ball at his feet, strong and has that special something on the pitch that gives his team an extra attacking edge.
It's no wonder he has been compared to Real Madrid star Cristiano Ronaldo. Oh, I almost forgot, he's only 18



9. Raphael Varane | Real Madrid
The 20-year-old Real Madrid star has broken through the youth ranks and established himself as a senior squad member. Calm and collected on the ball, Varane is comfortable tactically on the pitch and is one of Europe's best young central defenders.
Strong and with a bit of pace on him as well, it would strike as no surprise if Varane was one of the hottest properties in European football in the coming years with his current form and clinical defending capabilities.



10. Christian Eriksen | Ajax
Eriksen is a player of sharpness and quality. A fantastic dribbler of the ball, overshadowed only by his instinctive vision and ability to know where his team-mates are and where the ball should be played.

Not only capable of setting up goals, he's rather prone to scoring them as well.
Add to this the wealth of experience he brings to the table: appearances at the World Cup and European Championships for Denmark, as well as almost 200 senior appearances to his name at the age of 21.

The case against the man charged with impersonating a senior police officer failed to proceed on Wednesday after the Magistrate who was supposed to hear the matter was transferred.

UGANDA: 6,000 teachers back on government payroll, minister says a total of 6,000 civil servants, most of them teachers, have been reinstated on the government payroll, months after they were declared “ghosts” and deleted, ministry officials have said.
Junior Public Service minister Seezi Mbaguta yesterday told Daily Monitor that out of the 7,000 government employees who were declared “ghosts’ by the Auditor General mid-last year, 6,000, mainly teachers, had been reinstated.

Can Gospel and reality ever be used in the same breath? They will be soon, now that interested musicians have just over two weeks to submit their entries for the first-ever reality talent search centred on Gospel music.
VipaG – a word coined from the Swahili word vipaji meaning talent – is the name of the show which is expected to close registration for budding gospel singers on May 15, 2013.

Executive Producer Joe Muburi says the auditions of those short-listed will take place from May 24 to 26 and they will each be charged up to Sh400 to take part.

He said in a statement that the talent search is open to musicians from East and Central Africa, who are talented and dedicated Christians looking to develop their skills.

“The search is open to singers, rappers, choirs, praise and worship teams, bands and spoken word artists and has no age limit,” he says.

The winners of the show, whose start date is yet to be announced, will earn themselves Sh1m and the title of "Kenya’s Next Gospel Music Sensation".


 


 Kenya’s gospel music scene has always been buzzing but recently, with several international musicians visiting and doing collaborations with local artists, the industry is ripe for plucking.
This is the first show of its kind in the region, and producer Joe Muburi is banking on it for good wholesome entertainment, avid curiosity and unbridled support.

He calls it the "Season of African Praise".

The African Development Bank has put together a report exploring how structured finance techniques could be used to mobilise African domestic capital to support various infrastructural projects to spur economic growth.

 


The report, entitled "Structured Finance - Conditions for Infrastructure Project Bonds in African Markets", was launched by AfDB vice-president Finance Charles Boamah last Friday in Washington on the sidelines of the International Monetary Fund-World Bank spring meetings.

The report highlights the opportunity for project bonds, while outlining the conditions for efficient capital markets. In that regard, the report explains the crucial role of constructive government policies and draws lessons from other markets.


The release of the report comes at a time when African countries have been growing at rates in excess of 5 percent. Seven out of the 10 fastest-growing countries in the last few years are in Africa.

This has created a growing middle class and a flourishing financial sector. Savings are accumulating with institutional investors such as pension funds and insurance companies.


Africa has the financial resources to play a significant role in building African infrastructure, especially since domestic capital markets are growing in several countries. 


Domestic government bond markets are well established and becoming increasingly sophisticated. In many markets, non-government issuers are actively raising funds.


An opportunity for further innovation exists and would be welcomed by the market. Several African countries today have given priority to the issuance of "infrastructure bonds".


Many countries have been attracted by the example of Kenya, which has launched infrastructure bonds both from the central government and from state-owned enterprises such as KenGen.


The government of Kenya has led the way by introducing certain tax advantages for investors buying such bonds. This has helped to build interest in the institutional sector.


The report also elaborates on examples from other emerging markets such as Chile, Brazil, Peru and Malaysia using project bonds as a way to catalyse investors' interest in infrastructure projects. Such examples can serve as a template for African countries on how to develop their own markets.


During the launch, African Ministers of Finance and central bank governors discussed how African markets could mobilise capital for infrastructure projects, especially through African capital markets. They will also discuss how policymakers and development institutions can help the process.

Pia, aliwashangaa wabunge wa CCM ambao siku zote wamekuwa wakichangia bajeti na mwisho wakishauri ama kuipongeza bila kuangalia bajeti husika ipo kwa ajili ya wananchi ama kwa ajili ya serikali na kudai kuwa wabunge wa CCM wanafanya kazi ya serikali badala ya kuwatetea wananchi waliowatuma bungeni.

Amewataka Wabunge kutumia kamusi (dictionary) katika kupambanua kauli mbalimbali badala ya kutumia nguvu kusema wabunge wa CHADEMA wametukana bungeni.

Amewaagiza Wabunge wa CHADEMA kuchapisha vitabu vya mambo ya Bungeni na kuvisambaza kwa wananchi ili wajue kinachoendelea.

LSE-listed African Barrick Gold (ABG) achieved strong performances at its North Mara and Buzwagi mines during the quarter ended March 31, 2013, which offset the temporary operational issues experienced at Bulyanhulu and the impact of the cessation of mining activities at Tulawaka. 

Attributable production for Tanzania’s largest gold producer increased by 1 percent from 144 643 oz in the first quarter of 2012 to 146 105 oz in the first quarter of this year, which CEO Greg Hawkins described as a “good start” to the year.

“Despite an expected slow start at Bulyanhulu, we remain on track to achieve full-year guidance as we continue to deliver on our mine plan, while progressing the operational review,” he commented, adding that a higher grade profile at North Mara and improved throughput at Buzwagi had driven production.
Mining Weekly Online reported in January that ABG parent company Barrick Gold had embarked on an operational review of the Tanzania-based operations, which included an asset review based on cash flow generation, as opposed to scale, value-accretive production, cost and organisational structure.

Gold production at Bulyanhulu of 38 036 oz was 38 percent lower than in the comparable period in 2012, primarily owing to lower mined grades as a result of paste fill delays and the impact of a reduced workforce.
While head grade at Buzwagi was 13 percent lower than the prior year, as ABG renewed its focuse on waste stripping, increased recovery rates and improved mill throughput rates drove production of 40 020 oz, a 10 percent increase from the prior year period.     

At North Mara, mining from the higher-grade zones in Gokona continued during the quarter, resulting in an increased head grade of 3.6 g/t, up 71 percent on 2012.
Mill recovery rates at the operation increased by 10 percent to 87.3 percent mainly as a result of the gold plant upgrade completed in 2012 and further aided by the higher-grade mill feed, which pushed production for the quarter up 83 percent to 64 704 oz.

“At Tulawaka, production for the quarter amounted to 3 346 oz, which was a 70 percent drop on the 2012 period, as underground operations came to an end, resulting in lower tonnes milled,” Hawkins said.
The decision to bring Tulawaka to an early close was made with the intention of removing higher-cost ounces from the portfolio and improving ABG’s return profile.

ABG had submitted the mine closure plan to the relevant government departments and discussions regarding the ultimate use of mine infrastructure were expected to continue into the second half of the year.
Meanwhile, cash costs of USD71/t milled for the quarter increased by 6 percent on 2012, while gold sales amounted to 148 232 oz – 2 percent higher than production, as concentrate on hand at Buzwagi at the beginning of the year was shipped during the quarter. 

Revenue of USD 254.6-million was 5 percent lower than that of the first quarter of 2012, as increased sales volumes were offset by a 5 percent decrease in the realised price of USD1 611/oz sold, compared with USD 1 697/oz sold in the prior year. 

Earnings before interest, taxes, depreciation and amortisation of USD 81.9-million were 16  percent lower than in the 2012 period, driven chiefly by lower revenue and an increased direct cost base, offset by lower corporate administration and exploration and evaluation costs.

Similarly, net earnings and earnings a share also declined in the first quarter, both dropping by 49 percent to USD 20 716 and 5.1c respectively.
