“Tumetoa tangazo lakini kabla ya hapo tuliwapa muda wawe wameleta bidhaa zao kwa ajili ya kuhakikiwa kabla ya kuruhusiwa kuendelea kutumia nembo yetu,akini wamekaidi ndio maana tumewatangazia kama utaratibu unavyoagiza” alisema Rhoida.

The future of world trade, and the global trading system, will be shaped by a range of economic, political and social factors, including technological innovation, shifts in production and consumption patterns, and demographic change, according to the 2013 World Trade Report published by the WTO on 18 July 2013. Director-General Pascal Lamy said: “One element clearly stands out in the Report, and that is the importance of trade for development”.

“The transformation of trade has been underway for some time,” said WTO Director-General Pascal Lamy. “It is manifested most clearly in wider geographical participation in trade and the rise of international supply chain production. 

One element clearly stands out in the Report, and that is the importance of trade for development. The forecasts and reflections contained in this report do not foresee a reverse of globalization. But we should remember that the gains it brings could be nullified or at least mitigated if short-term pressures are allowed to override long-term interests, and if its social consequences in terms of the unevenness of its benefits are neglected. This is why renewed efforts are needed to revive the vibrancy of the global trading system.”

One of the most significant drivers of change is technology. Not only have revolutions in transport and communications transformed our world but new developments, such as 3D printing, and the continuing spread of information technology will continue to do so. 

Trade and foreign direct investment, together with a greater geographical spread of income growth and opportunity, will integrate a growing number of countries into more extensive international exchange. Higher incomes and larger populations will put new strains on both renewable and non-renewable resources, generating even greater need for careful resource management. More effort must also be devoted to addressing environmental issues, the report says.

Economic and political institutions will continue to have a significant role to play in shaping international co-operation, including in trade, as will the interplay of cultural customs among countries.

 Non-tariff measures will gain in prominence and regulatory convergence will likely constitute the greatest challenge to the trading system of the future. The future of trade will also be affected by the extent to which politics and policies successfully address issues of growing social concern, such as the availability of jobs and persistent income inequality, as well as environmental concerns, say the authors of the World Trade Report 2013.

Entrepreneurial skills should be included in primary school curriculums if the nation is to raise a generation of competent business oriented experts who will champion the commercial sector with innovation and creative business modules necessary for social economic development of the country.
 
The assertion was issued over the weekend in Dar es Salaam by a panel of local entrepreneurs to the Small Industries Development Organisation (SIDO) during the closure of a one week training on soap making and entrepreneurship skills which was provided by SIDO.

A panel member, Michael Tarimo who is in soap production, said entrepreneurship training plays a crucial role in the development of any country and youth must be prepared from an early stage before entering the labour market.

“I urge the government through SIDO, to establish an entrepreneurship curriculum designed for primary school pupils to teach them self-employment, “he said.

He cited Japan and India noting that they have achieved economic development fits because they invested in self-development education, through entrepreneurship training in lower level classes.

While commending SIDO on the training, he called on the organisation to increase the frequency and length of the sessions.
“We urge you to increase the frequency…it will help us learn more and implement better, “said the successful entrepreneur who went on to call on SIDO to work with the government towards creating easier loan packages for entrepreneurs.

“Most financial institutions are not so friendly to us... you should look on how to support us in this matter,” he called.
In turn, the SIDO Dar es Salaam regional Manager Hamuel Meena urged entrepreneurs to adopt systematic and methodological approach to doing business if they are to receive government support.

Amongst other services, SIDO provides entrepreneurs access to loans ranging from 100,000/- to 6m/- under fairly ‘lenient conditions’. The seven days training attracted over 20 participants from Rukwa, Kigoma and Dar es Salaam regions.

EADB Director General, Ms. Vivienne Yeda said the facility also has a Technical Assistance component to support the institutional strengthening of the Bank’s risk management and internal control framework. Ms. Yeda called on member states to prioritise regional integration noting thatthe region stood to gain much by opening up its borders. “There is no better way of facilitating the private sector to do what they do best than to open up our economies, enabling them to produce efficiently and access markets in a timely fashion,” said Ms. Yeda. EIB Vice President, Mr.Pim van Ballekom said the financing will enable entrepreneurs and established firms to invest in new markets and can be expected to contribute to new jobs He observed that the money will be used for co-financing debt and leasing transactions for start-up, expansion, diversification and modernisation projects undertaken by private sector SMEs in Kenya, Uganda, Tanzania and Rwanda. “Access by small and medium sized businesses to long-term finance is essential for creating new jobs and economic growth,” said Mr. van Ballekom. Ms. Yeda asked the private sector to take advantage of the favourable business environment to innovate, diversify and discover new markets. “I am pleased that the facility we are signing with EIB today will enable private sector enterprises, particularly SMEs that are innovative and hungry for expansion to access affordable credit,” said Ms. Yeda. The new EIB-backed lending programme is the first joint engagement to improve access to investment loans by small and medium sized companies and represents the start of a new era of cooperation between the European Investment Bank and the East African Community’s financial institution.

UGANDA: MPs defer Aronda’s approval yet again
Former army chief Aronda Nyakairima will have to wait a little longer before he knows his fate after the Parliament’s Appointments Committee again got divided over the matter, and deferred approval, promising to consult third party stakeholders, including Attorney General (AG) Peter Nyombi.
Due to the deeep divisions in the committee over whether Gen Nyakairima should stay in the army even as a minister or not, the lawmakers resolved to summon the AG, the Uganda Law Society, Shadow Attorney General Abdul Katuntu and other stakeholders to give their views on the General’s appointment, in what appears to be the exception to the regular order.

Two bombs landed in Rwanda's western district of Rubavu from a Congolese area controlled by the Congolese army, FARDC, and the UN Mission in that country, Monusco, the Rwandan government has said.
"Two bombs landed at Kageshi and Gasiza Cells, Busasamana Sector, Rubavu District, Western Rwanda at 3.05pm," Brig. Gen. Joseph Nzabamwita, Rwanda Defence Forces spokesperson, is quoted in a statement released by the Office of Government Spokesperson yesterday.

ABG operates mines located in a remote and complex area of Tanzania and over the past three years we have made, and continue to make, significant steps at and around our mine sites to improve both community relations and the security and human rights situation.

According to ABG recently press release available in their website said that they have provided extensive human rights training aligned with the Voluntary Principles to employees, security forces and police assigned to provide security to our operations and community members.

Human rights training has been provided to more than 6,000 individuals to date and nearly the same number of individuals on the detection and prevention of sexual harassment.

In conjunction with our training initiatives, there has been noteworthy progress in conflict management initiatives developed and implemented in partnership with Search for Common Ground (SFCG), an internationally respected NGO that specialises in conflict resolution. 

ABG began working with SFCG in 2011 with the goal of improving company-community relations around the North Mara mine. 

In 2012 alone, SFCG held 95 human rights training sessions with communities surrounding ABG mine sites, 60 youth conflict management sessions and 55 sessions focused on conflict management as it affects women. 

All of these initiatives aim to progress discussion, communication and understanding regarding conflict-related issues within communities. This project will continue throughout 2013.

Further to their training programmes, they have undertaken a number of initiatives that have met with considerable success across a range of areas; including Implementation of the ABG Maendeleo Fund in 2011, with an annual commitment of USD10m to fund sustainable community development around our mine sites
Village benefit agreements signed in 2012 with all seven villages around the North Mara mine aimed at resolving legacy conflict issues and fulfilling outstanding commitments on social investment and the implementation of an ABG Human Rights Policy and completion of a human rights ‘baseline’ at our North Mara site

While they continue to work on a range of initiatives to deal with the ongoing challenges they face, they believe that they have made significant progress in the last 3 years in improving the overall situation around their different mine sites.

Since the dawn of mankind, human beings have sat down together, trying to learn from each other. In the last couple of centuries nothing much changed – students gathered around their teachers, who taught whatever knowledge they possessed. In Dar es Salaam’s Feza School, which holds a nursery, primary and secondary education for 1076 boys and girls, the administrator Salim A. Abeid told The Guardian about the school’s use of 4G LTE broadband internet provided by Smile Communications.
 
“At the moment we have 71 computers connected to Smile Communications’ 4G LTE network and we are successfully implementing the use of the internet in various classes”, the headmaster explains. “We start teaching computer- and internet literacy at standard one and we have specific computer classes where the children first learn the basics about computers and then are taught to use the internet in various ways – mainly to improve their general knowledge on different subjects.”
 
The headmaster also told The Guardian that Google was a favorite when looking for answers, but that the children also have good knowledge on using Wikipedia, Yahoo and various online encyclopedias in their search for knowledge.
Salim A. Abeid says that both the teachers and the students are very eager users of the internet, which Mr. Abeid considers a cost effective and flexible source of knowledge.
 
 “I hope the future will bring a solid IT-foundation for Tanzania so we can develop expertise of our own” Mr. Abeid concludes.
 
Drawing on experience from abroad, it seems like 4G LTE is already making an impact. Kata hizo zilikuwa wazi tangu mwaka 2011 baada ya Chadema kuwatimua wanachama wake waliokuwa madiwani Estomih Mallah(Kimandolu), John Bayo (Elerai), Reuben Ngowi (Themi) na Charles Mpanda (Kaloleni).
Matokeo
Katika matokeo yaliyotangazwa na Msimamizi wa Uchaguzi Kata ya Elerai, Obedi Meng’oriki mshindi alikuwa Jeremiah Mpinga wa Chadema aliyepata kura 2,047 dhidi ya 1,471 za Emmanuel Laizer wa CCM. Katika Kata hiyo kulikuwa na wagombea wengine ambao ni John Bayo (CUF; kura 302), Seif Shimba (CCK; kura 3) na Boisafi Shirima (TLP;1).
Katika Kata ya Themi, Kinabo Edmund wa Chadema aliibuka na ushindi baada ya kupata kura kupata kura 674. Msimamizi wa Uchaguzi Kata hiyo, Ezeka Mboya alisema Kinabo alifuatiwa na Victor Mkolwe aliyepata kura 326 na Lobora Ndarpoi wa CUF alipata kura 307.
Kata ya Kaloleni, Msimamizi wa Uchaguzi, Anna Ledisa alimtangaza Kessi Lewi wa Chadema kuwa mshindi kwa kura 1,470 dhidi ya Emmanuel Mliari wa CCM aliyepata kura 330 na Abbas Mkindi wa CUF aliyepata kura 275 na Ngilishi Pauli wa Demokrasia Makini aliyeambulia kura mbili.
Kata ya Kimandolu, Msimamizi wa Uchaguzi, Suleiman Kilingo alimtangaza Mchungaji Rayson Ngowi wa Chadema kuwa mshindi kwa kura 2,761 na kumshinda Edna Saul wa CCM aliyepata kura 1,163. Kwa matokeo hayo, Chadema sasa kimefikisha madiwani 12 wakati CCM kimebakiwa na kumi na moja na TLP kina wawili.
Ushindi huo wa Chadema una athari kwa nafasi ya Meya wa Jiji la Arusha, Gaudence Lyimo kwani CCM kina wajumbe 14 tu kwenye Baraza la Madiwani, TLP wawili wakati Chadema sasa kimefikisha 15. Wabunge wa majimbo na wale wa viti maalumu pia ni madiwani.
Aidha, Chadema kina nafasi ya kuongeza kiti kingine cha udiwani kwani Tume ya Taifa ya Uchaguzi (NEC), kinatarajiwa kuitisha uchaguzi mdogo Kata ya Sombetini.
Mkurugenzi wa NEC, Julius Malaba alimwambia mwandishi wetu kuwa tume yake inatarajia kuitisha uchaguzi mdogo hivi karibuni baada ya kata hiyo kutangazwa wazi na Ofisi ya Waziri wa Nchi Ofisi ya Waziri Mkuu, Tamisemi.
Malaba alisema uchaguzi huo utaitishwa baada ya aliyekuwa Diwani wake, Alphonce Mawazo kujitoa CCM na kujiunga na Chadema hali inayokifanya chama tawala kuwa katika wakati mgumu kukitetea kiti hicho.


Wachache wajitokeza
Uchaguzi ulikuwa na idadi ndogo ya wapigakura kulinganisha na chaguzi zilizopita.
Elerai inayoongoza kwa kuwa na idadi kubwa ya wapigakura 23,885 waliojitokeza ni 3,824 tu ikifuatiwa na Kimandolu yenye wapigakura 17,209 lakini waliopiga kura ni 3,967.
Kata ya Kaloleni ina wapigakura 12,674 hata hivyo, waliopiga kura ni 2,292. Themi yenye wapigakura wachache kuliko zote ikiwa na watu 6,387 lakini waliojitokeza kupiga kura ni 1,319 tu.
Licha ya idadi hiyo ndogo, baadhi ya wapigakura waliojitokeza walishindwa kutimiza dhamira yao baada ya kugundulika dosari kadhaa kwenye vitambulisho vyao na Daftari la Kudumu la Wapigakura.
“NEC wamevuruga uchaguzi huu makusudi kwa kuchezea Daftari la Wapigakura kwa nia ya kukibeba CCM. Haiwezekani waliopiga kura Uchaguzi Mkuu mwaka 2010 leo hii waambiwe majina yao hayamo kwenye daftari,” alilalamika mgombea udiwani Kata ya Kaloleni, Abbas Mkindi ‘Darweshi’.
Mkindi aliyewania kiti hicho kupitia CUF alitoa mfano wa mtoto wake, Omar Othman mwenye kitambulisho cha mpigakura namba 32479962 alichokitumia mwaka 2010 kuzuiwa kupiga kura baada ya jina lake kukosekana kwenye Daftari hilo. Wapiga kura wengine, Godchan Msella mwenye kadi namba 32479396  na Richard Minja mwenye namba 32479311 alizuiwa kupiga kura baada ya kubainika kuwa namba iliyopo kwenye Daftari ni tofauti na ya kadi yake.
Kutokana na kuwapo kwa mkanganyiko huo, Makamu Mwenyekiti wa NEC, Hamid Mohamoud Hamid alilazimika kuwaita wataalamu wa mfumo wa kompyuta (IT), katika Kituo cha Kupiga Kura cha Kaloleni kusaidia, kazi ambayo ilifanywa na timu iliyoongozwa na Seif Mtero.
Malaba alikiri uwezekano wa kutokea tofauti za tarakimu kwenye vitambulisho vya wapigakura na Daftari la Kudumu la Wapigakura huku akishauri wasimamizi na mawakala wa vyama kutumia busara kuruhusu wananchi wenye vitambulisho na maelezo sahihi kupiga kura.
“Tofauti ya tarakimu kwenye kadi ya mpigakura na Daftari la Mpiga Kura ni kosa la NEC, hivyo siyo sahihi kuwahukumu wapiga kura kwa kuwanyima haki yao ya kuchagua viongozi wawapendao,” alisema Malaba.
Amani yatawala
Ukiacha dosari na idadi ndogo ya wapiga kura, uchaguzi huo ulifanyika kwa amani na utulivu mkubwa tofauti na hofu iliyokuwapo awali kwamba huenda vurugu zingeibuka kutokana na mvutano uliopo kati ya vyama vya CCM na Chadema.


Hata hivyo, kulikuwa na kamatakamata na baadhi ya waliotiwa mbaroni ni wale waliokutwa na vitambulisho feki vya kupiga kura.
Katika eneo la Shule za Msingi Kimandolu na Elerai, watu wawili walikamatwa kwa kukutwa na shahada feki za kura. Kimandolu msichana aliyejitambulisha kwa jina la Mariamu alikamatwa baada ya kwenda na kadi inayodaiwa kuwa feki.
Mpiga kura huyo alikamatwa na msimamizi wa uchaguzi ambaye ni Mtendaji wa Kata hiyo, Selemani Kikingo na kukabidhiwa kwa polisi.
Katika Kata ya Elerai, Zainabu Mohamed pia alikamatwa kwa tuhuma za kuwa na shahada yenye utata na baadaye kukabidhiwa polisi.
Katika maeneo hayo, pia vijana ambao waliokataa kuondoka karibu na vituo baada ya kupiga kura walikamatwa.
Msimamizi wa uchaguzi kwa upande wa CCM katika Kata  ya Kimandolu, Abraham Joseph alisema idadi kubwa ya waliojitokeza ilikuwa ni ya vijana.
“Kituo hiki kina wapiga kura takribani 12,000 lakini kwa hali ilivyo sidhani kama wanaweza kufika hata wapigakura 4,000,” alisema Joseph.
Katika Kata ya Themi hali ilikuwa shwari. Makada wa CCM, wakiongozwa na Katibu wa Mkoa, Mary Chatanda walikuwa wakizunguka katika vituo vyote vya kata hiyo.
Mbunge wa Arusha Mjini (Chadema), Godbless Lema na Mwenyekiti wa Taifa wa Baraza la Vijana (Bavicha), John Heche na Mbunge wa Arumeru Mashariki (Chadema), Joshua Nassari nao walikuwa wakizunguka katika vituo.

Mmoja wa Watuhumiwa waliokamatwa na madawa hayo, Agnes Jerald
Wanawake wawili raia wa Tanzania wametambuliwa kuwa ndiyo wanaodaiwa kuingiza shehena ya dawa za kulevya zenye thamani ya zaidi ya Sh. bilioni 6.8 nchini Afrika Kusini wakitokea Tanzania.
 
 Akizungumza na NIPASHE jana, Kamanda wa Polisi Kitengo cha Kuzuia na Kupambana na Dawa za Kulevya, Geofrey Nzoa, alisema haijafahamika wanawake hao wanatoka mikoa gani.
Kamanda Nzoa aliwataja wanawake hao kuwa ni Agnes Jerald ambaye alisema hajapiga hesabu ya umri wao, ila alizaliwa mwaka 1988 kwa maana hiyo ana umri wa miaka 25 na Melisa Edward ambaye alisema amezaliwa mwaka 1989 kwa maana hiyo atakuwa na umri wa miaka 24. Wawili hao bado wanaendelea kuhojiwa na polisi wa Afrika Kusini.

Alisema Jeshi la Polisi Nchini kwa upande wake linaendelea kufanya uchunguzi kubaini kama dawa hizo walitoka nazo wapi na pia linawasaka watu ambao watakuwa ndiyo wamiliki wa dawa hizo.

Jumapili iliyopita NIPASHE ilipata taarifa za kukamatwa kwa dawa za kulevya aina ya Crystal Methamphetamine zenye thamani hiyo nchini Afrika Kusini wakati zikisafirishwa kutoka Tanzania.

Taarifa hizo zilionyesha kuwa wanawake wawili walikamatwa katika uwanja wa ndege wa kimataifa wa Oriver Tambo uliopo eneo la Kempton Park siku ya Ijumaa wiki iliyopita wakitokea Tanzania.

Wanawake hao walikamatwa na maofisa wa Mamlaka ya Mapato ya Afrika Kusini wakiwa na masanduku sita ambayo yalipokaguliwa yalikutwa na takribani kilo 150 za dawa hizo ambazo pia zinajulikana kama ‘Tik’ zikiwa na thamani ya bei ya mtaani ya Randi milioni 42 sawa na Sh. bilioni 6.8.

Baada ya kukamatwa na dawa hizo wanawake hao walikabidhiwa polisi.
Tukio hilo linatoka takribani wiki moja baada ya Waziri Mkuu, Mizengo Pinda, Juni 28, mwaka huu kutangaza kuwa tatizo la dawa za kulenya hivi sasa ni janga la kitaifa nchini.

Alisema kumekuwa na wimbi kubwa la Watanzania wanaojiingiza katika biashara haramu ya dawa za kulevya ndani na nje ya nchi na kwamba, katika kipindi cha miaka mitano iliyopita, watuhumiwa 10,799 walikamatwa kwa kujihusisha na dawa hizo.

Pia alisema katika kipindi hicho, Watanzania 240 walikamatwa katika nchi za Brazil, Pakistan na Afrika Kusini, na hivyo kuharibu taswira ya nchi na kusababisha Watanzania wasio na hatia kupata usumbufu na masharti magumu wanapotaka kusafiri kwenda nchi mbalimbali duniani.

Pinda alisema mwaka huu pekee kumekuwa na ukamataji mkubwa wa dawa za kulevya katika eneo la kimataifa la Bahari ya Hindi karibu na Tanzania.
Alisema hivi sasa mikate, maandazi na askrimu zinazouzwa kwenye shule za msingi, zinawekwa dawa za kulevya.

Alisema vitendo hivyo vinafanya vijana wengi wa shule za msingi na hata sekondari kuwa na tabia za ajabu, ikiwamo kuingia darasani wakiwa na kiatu kimoja mguuni, mkufu wenye nyembe na kidani chenye nyembe kifuani.

Kwa kweli ujio wa Obama umetusaidia Watanzania kupumzika na kelele za vyama, maana, kwa siku kadhaa, kabla na wakati wa ujio wa Obama, Watanzania tumepata kupumzika na kusikia habari za vyama vya siasa na malumbano yasio na hoja za msingi, mara nyingi yasio na tija kwa nchi na maendeleo yake.

Hakika, siasa ni kitu kizuri sana kwa nchi. Lakini siasa za ' ovyo ovyo' ni kitu kibaya kwa nchi. Na mara nyingi, 
siasa za ' ovyo ovyo' ni kitu cha hatari kwa nchi na mustakabali wake.

Picha hiyo hapo juu ina mengi ya kutufundisha; kuwa siasa si uhasama. Uchaguzi ukiisha watu mnarudi kwenye kufanya kazi. Kupigania maslahi ya taifa. Si kuendeleza migogoro ya kisiasa na hata kuwepo kwa vurugu. Hayo hayana tija kwa nchi.

Unapomwangalia Obama na Bush kwenye picha ya pamoja wakiwa Dar na kwenye kutoa heshima kwa wahanga wa ugaidi kwenye mlipuko ulitokea kwenye Ubalozi wao mwaka 1998, inadhihirisha ukomavu wa kisiasa. 

Unachotumainia hapa, kuwa ifike siku, hata hapa kwetu Tanzania, kwa Rais aliye madarakani na Rais Mstaafu kutoka vyama viwili tofauti, tuone picha yao wakiwa wamesimama pamoja kwenye makaburi ya kumbukumbu ya mashujaa wetu wa Vita Vya Kagera kule Uganda.

Ndio, picha hiyo hapo juu ni somo kwetu. Hawa wawili; Bush na Obama, ndio tuliowaona kwenye kampeni zao wakipambana kiasi huwezi kufikiri wanaweza kusimama pamoja kama ndugu wa taifa moja.

Lakini, kwa wenzetu Marekani, siasa si uhasama wala mambo ya kuwindana. Wanachogombania kwenye siasa ni kupewa heshima ya kuitumikia Marekani. 

Na heshima hiyo akipata mpinzani wako, basi, kwa wenzetu wanachofanya ni kuungana mkono kwenye kazi ya maslahi ya Marekani bila kujali tofauti zao za kiitikadi. Na ndicho tunachofundishwa kwenye picha hiyo.

2013 Linux Foundation Linux Training Scholarship Program

Training the Linux developers and SysAdmins who will shape the future of computing

The 2013 Linux Jobs Report shows demand for Linux pros exceeding other areas of technology for the second year in a row. Ninety-three percent of employers said they will hire Linux pros in the next six months, while 90 percent said finding Linux talent is difficult. When they do find it, they pay higher salaries and offer better perks to the Linux pros.
The Linux Foundation helps meet this demand by providing professional Linux training opportunities that prepare Linux pros for these positions. But we understand not everyone can afford to take advantage of these opportunities, so the Linux Training Scholarship Program provides funds to developers and IT professionals who show incredible promise for building Linux careers and helping to shape the future of the operating system but do not otherwise have the ability to attend Linux Foundation training courses.
The Linux Foundation’s Linux Training Scholarship Program in 2013 will award five scholarships to individuals who demonstrate the greatest need and who have already demonstrated an interest in Linux and open source software. We seek to find individuals who want to contribute to the advancement of the Linux operating system and help influence its future.
The Linux Foundation this year is offering one scholarship in each of the following five categories:
  • Whiz Kids: High school or college grads already familiar with Linux but who want to prepare for their career with extra training. Applicants must be 18 years or older.
  • Women in Linux: Women who have demonstrated leadership or want to take initiative in creating opportunities for themselves or other women in Linux.
  • SysAdmin Super Stars: SysAdmins who have already begun using Linux in their workplace but want to take their work to the next level with additional training.
  • Developer Do-Gooder: Developers who use Linux for good and who are looking to expand that good work while enhancing their Linux skills.
  • Linux Kernel Guru: Individuals who have already contributed to the Linux kernel community and show promise of becoming a Linux maintainer.
Each Linux Training Scholarship will cover the registrations fees for one Linux training course. Travel, internet and other expenses are not included. The classes eligible for Linux Training Scholarships this year include:

Programme Objectives

The overall objective of the programme is to contribute to capacity building and the start up of change processes in the participants´ organisations in order to integrate ICT in educational policies and strategies at all levels of the educational system.
The programme shall provide knowledge about ICT as an instrument to create improvements in administration, leadership and pedagogical development as well as concrete methods and tools for designing, planning and implementing a change project in the educational sector including aspects of digital inclusion and gender. In this way, participants are expected to act as change agents.
The specific objectives of the programme are to provide the participants with:
  • An overview of how ICT can be integrated in educational policies and strategies based on good practices in low and middle income countries as well as Sweden and other industrialized countries
  • Increased knowledge of the possibilities of using ICT as a tool for pedagogical development and to promote "Education for All”
  • Increased knowledge of how ICT can be applied in the national educational system
  • Increased knowledge of the importance of ICT for a more efficient and transparent administration of educational institutions, in order to improve work procedures, documentation as well as internal and external communication
  • Increased knowledge of methods and tools for organisational change in general, and in the educational system in particular
  • Expanded international and national scientific networks for the exchange of knowledge and experience of ICT in education

Contents

Change Project
 
A central component of the programme is the participant's own Change Project addressing a relevant problem within the scope of the programme. The Change Project should be something the participant and his/her organization want to implement during the period of the programme. An outline of a proposed Change Project (or a project idea) is to be submitted together with the application form. It will form part of the basis for selection of participants to the programme.
 
The project should be endorsed by the participant's organisation.
 
Modules
 
The programme is divided into five interlinked modules:
 
1. Visions for learning; International, national, and regional policies for education.
The module provides an analysis of policies and visions for educational systems and lifelong learning. Specific focus will be on the role of ICT in these policies. The participants will make an analysis and compare policies from various countries and organizations at national and local level as well as relevant policies of the UN and the EU.
 
2. Managing change in education; Leadership, processes, and evaluation
The module will provide knowledge of using ICT to promote new pedagogical approaches in the transition from teaching to learning, as well as knowledge about how to use leadership and communication skills to handle change in the organisation. The module will provide understanding of how ICT may influence the planning and administration within the educational sector and tools for impact analysis of the cost of ICT.
 
3. Interactive learning environments and digital inclusion
The module will give the participants a deeper knowledge of the new forms of interactivity which is offered by ICT. It will cover a number of different models for learning. The module will also deal with the "digital divide” and provide exposures and methods for achieving digital inclusion.
 
4. Support and tools for change
The module includes work on a Change Project in the participant’s home organization. The Change Project plays a central role in the programme and in this module the knowledge acquired in the other modules will be applied. The module also covers methods such as project management and social networking to support the process of change.
 

Programme Structure

Phases
 
Phase 1 - Preparation
The participants will get distance support in defining and developing their Change Projects. Interactive modules for web based self studies will be made available on the learning platform.

Phase 2 – Scheduled Programme in Sweden, 3,5 weeks
During the training period in Sweden participants will be exposed to Swedish and international knowledge and experience of ICT in education. Interactive lectures and professional exchange dialogues will be combined with excursions, study visits and group work. Extensive support will be provided by the mentors for developing the participants Change Projects.

Phase 3 – Intermediate Consolidation
Once back in their organizations, participants will continue anchoring their Change Projects in dialogue with colleagues and other stakeholders before starting the implementation. Web-based tools for communication
will be used for networking, peer review and for interactions with and support from the mentors. Also other means of interactions will be used, e.g. website, phones and skype.

Phase 4 – Regional Phase, Scheduled Programme, 1 week
The regional phase, will take place in one country in Africa or Asia. During this session all the participants will report on the progress of their Change Project with feedback from the mentors as well as other participants. Lectures and study visits will provide opportunities to learn from local and regional experiences.

Phase 5 – Continued Support Phase
Through the web there will be ongoing interaction between participants, their institutions and the mentors. During this phase the Change Projects will be implemented, evaluated and reported on. The participants will get distance support in defining and developing their Change Projects. Interactive modules for web based self studies will be made available on the learning platform in order to provide the participants with basic knowledge in various subject areas.
 

Date and place for the scheduled parts

The total duration of the programme is 16 months (phase 1–5) out of which 4,5 weeks are scheduled sessions.
The training component in Sweden will take place March 18 – April 10, 2014. The programme will be held in Karlstad and Stockholm.
The regional session will be held in November 2014 in one selected country in Africa or Asia.
The programme will finish in spring 2015.
 

Learning processes

The programme includes a diversity of pedagogical methods such as lectures, group works, forum discussions, case studies, study visits, mentor support and extensive use of ICT. Planning, implementation and evaluation of the Change Project will provide continuity to the programme over the 16 months.
 

Management and staff

The training programme is carried out under the management of LIFE Academy, Karlstad, in cooperation with Stockholm University, Department of Computer and Systems Sciences.
 

Participation

Target regions:
The countries invited with first priority to this programme are:
Afganistan, Bangladesh, Cambodia, Kosovo, Bolivia, Ethiopia, Liberia, Rwanda, Sierra Leone, Tanzania, Uganda and Zimbabwe.
 
However the programme is also open for other countries with potential for and a wish to develop wind power.
 
Target Group:
The programme is primarily intended for decision makers, planners, teachers, managers and specialists qualified to participate in reform processes of strategic importance for the educational sector in the country.
The candidate should hold a position with mandate to initiate and implement changes in the field of ICT in education. Candidates representing government organizations, educational institutions, private companies or NGOs at national, regional or local level are welcome to apply. The candidates should hold an academic degree or having equivalent knowledge and have at least five years of professional working experience.
 
The number of participants is limited to 25.
The outline of the Change Project together with the commitment of the home organization to support the participant and actively involve in the implementation of the project will be of crucial importance in the selection of participants.
To achieve a good gender balance, applications from qualified women are especially welcome. If selected, the participants are required to attend all scheduled parts of the programme. Due to the character of the programme, family members are not allowed to accompany participants to the programme.
 

Language requirements

The training will be organized and conducted in English and consequently high proficiency in the English language is required. Candidates with other mother tongues will have to certify their proficiency in English.
 

Application Process

Closing date for application is December 15, 2012
Application is to be made on one of the special forms attached and include a recent photograph and all required information and documents. The applicant must be nominated by her/his organisation or institution. When necessary, the application is to be approved by the official nominating authority in the country. The application is to be submitted to the nearest Swedish Embassy/Consulate. If there is no Swedish Embassy/Consulate in the applicant's country, the application should be sent directly to the Programme Secretariat. Selected applicants will be notified by e-mail or telefax.
 

Cost of Participation

Sida will cover all training costs pertaining to lectures, literature, documentation, study tours and certain social activities as well as accommodation and food. International travel costs to Karlstad, Sweden in phase 2 as well as to the regional session in phase 4 will be covered by Sida.
 

Accommodation

Accommodation will be arranged for the full duration of the scheduled parts in Sweden and India.
 

Visa

Participants are responsible for obtaining all visas necessary during all phases of the programme. The visa should be valid for the whole period of the programme and the passport should be valid for three months longer than the entry visa. Violent Episodes Grow in Tanzania, an African Haven

DAR ES SALAAM, Tanzania — As one of the leaders of an acrimonious doctors’ strike in Tanzania, Dr. Stephen Ulimboka was not entirely surprised when a group of armed men appeared, unannounced, at a meeting and arrested him. But when he saw that the car they were forcing him into had no license plates, fear truly hit him.

A black hood was thrown over his head. “You’re going to pay for what you’ve been doing,” Dr. Ulimboka recalled one of the men saying. “You can start praying to your God because there is no turning back.” 
They beat him for hours on that June night last year, first with their fists, then with metal rods. They pulled the toenails from both of his big toes. As he lay on the ground, he heard them discussing the best way to kill him: running him over with the car or giving him a lethal injection. He was unsure if he would live till daybreak. 

Tanzania has a reputation abroad as an island of stability in the often-chaotic region of East Africa. The country has been rewarded with praise and money from international donors, including the United States, which last year gave the country more than $480 million. 

President Obama arrives here on Monday to a country where human rights groups and the largest opposition party say episodes of intimidation and suppression of political opponents are growing. “The international community believes there is peace in Tanzania,” said Willibrod Slaa, the secretary general of the opposition party, Chadema. “There is fear, not peace.” 

Journalists have been attacked and in at least one instance killed while working. Last July, the government banned an independent weekly newspaper, Mwanahalisi, which had been reporting aggressively on Dr. Ulimboka’s kidnapping, linking the crime to the government. President Jakaya Kikwete denied any connection. 

“I don’t feel secure,” said Saed Kubenea, managing editor at Hali Halisi Publishers Ltd., which owns Mwanahalisi. “But I will fight.” 

The Committee to Protect Journalists, a nonprofit organization based in New York, urged Mr. Obama last week to raise the issue of freedom of the press when he meets with Mr. Kikwete on Monday. 

The political violence reached a new, unexpected level last month, when a hand grenade was thrown at a rally organized by Chadema in the northern city of Arusha, killing four people. No suspect has been identified, and the investigation is continuing.
At the party offices here in Dar es Salaam the other day, a fleet of motorcycles used for reaching isolated constituencies in villages accessible only by dirt road sat parked out back. Party officials placed a silver laptop on a table and showed a video from the rally in Arusha. 

In the footage, party leaders gave speeches from atop a truck with built-in speakers. Afterward, they descended into the crowd and began collecting donations. A blast sent people scattering. A handful of wounded and dead were frantically gathered and carried to the bed of a pickup truck that took them to receive medical treatment, leaving behind a blacktop slick with blood. 

“It is intimidation,” Mr. Slaa said. “The people will be afraid to go to the polling stations, and the active ones will have been eliminated.” 

Chadema officials have publicly claimed that the man responsible was either working with, or protected by, the police. They say the party will produce videotape proving their charge, but only after an independent commission has been named to investigate. 

Paul A. M. Chagonja, commissioner of police for operations, called the allegations “frivolous” and “unfounded,” and said the party was obligated to furnish law enforcement with any evidence in its possession. 

“The core function of the police is to protect the people,” Mr. Chagonja said. “We are not allied with any political party.” 

Tanzania, home to Mount Kilimanjaro, is a popular tourist destination for safaris in the Serengeti. The nation has been lauded for its ethnic cohesion, rising above the kind of tribal violence that rocked Kenya after that country’s elections in 2007. Although a church bombing in May, also in Arusha, raised concerns that religious tensions could rise, Tanzania is relatively free of sectarian strife. That is one reason Mr. Obama scheduled a visit here. 

 Yet the Tanzanian government has essentially remained in the hands of the same party since gaining independence half a century ago. Tanzania held its first multiparty elections in 1995, but the ruling party, Chama cha Mapinduzi, or Party of the Revolution in Swahili, has won the national elections each time since.

 Analysts say the very real prospect that voters will choose another party in the next election, in 2015, has rattled some members of the government, particularly those who are afraid that a new party in power could mean aggressive investigations and prosecutions. 

“I think there is a rear-guard element in ruling circles who have never accepted this,” said Jenerali Ulimwengu, a prominent Tanzanian journalist. “They haven’t been reined in by the political bosses because they are shaky and unsure.” The result, Mr. Ulimwengu said, “can be quite deadly, as we’ve seen over the past couple of years.” 

Abdulrahman Kinana, secretary general of the ruling party, known as C.C.M., said it was prepared to accept a defeat at the ballot box. “We were always ready to transfer power if the people decide,” he said, adding that C.C.M. won the country’s “free and fair elections” by reaching out more effectively to voters. He pointed to the dozen or so daily newspapers available here as evidence of a vibrant local news media. 

But the government “needs to tell us what happened to those people who were either killed or attacked,” Mr. Kinana said. “Most of these crimes have not gotten an explanation.” 

The men who kidnapped and tortured Dr. Ulimboka took him to a forest, where he was dumped into a hole about three feet deep, his arms and legs bound. He laid as still as possible, hoping the men would believe he was already dead. He waited for about half an hour after they left before struggling to free his legs. 

He walked toward the sound of a road, his hands still bound behind his back, the rope biting deeply into his wrists. There, he found help and was taken to a police station and later to a hospital. His kidneys were failing, and he had to be flown to South Africa for treatment. 

A year later, most of his injuries have healed, though he said that when he combed his hair, he felt the numb spots where his nerves had been damaged in the savage beatings. He does not fear for himself at a time when people are killed at public gatherings. 

“People,” Dr. Ulimboka said, “can just kill you anywhere.”
