SADC ESSAY WRITING COMPETITION FOR SECONDARY SCHOOLS, 2015

The Southern African Development Community (SADC) Secretariat has organized the SADC students essay writing competition for year 2015. The Essay writing competition is intended to broaden knowledge of the secondary school going population on SADC activities. The competition is open to form 1 to form 6 students. The students are required to begin researching on the topic prior writing and submitting to their Heads of School.

The 34th summit of Heads of State and Governments deliberated that, the topic for year 2015 be “Leveraging the Region`s Diverse Resources for sustainable Economic and Social Development through Beneficiation and Value Addition” Discuss how this would result in Sustainable Economic Development.

The set of questions below are meant to guide students when responding to the question above. Thus, on answering the above question , student should answer all the questions listed below:
  1. Discuss the abundant natural resources versus economic development in the SADC Region as a whole expounding the issues of ownership, monetary values and benefits accrued from them on annual basis over the past five years?
  2. Has the SADC Region ultimately benefited from its abundance of natural resources since the complete democratization with the fall of the Apartheid regime in South Africa in 1994?
  3. Discuss Beneficiation and Value Addition with concrete proposals for SADC Region on ownership and processing of mineral/natural resources and how they benefited SADC Citizens if at all and what can be improved to maximize benefits to the SADC citizenry?
  4. How should the SADC Region go about implementing the 34th Summit Theme in order for it to benefit the whole region including some of its Member States that might not have as much natural resources as the others? 
  5. What role should be played in the operationalisation of the 34th Summit Theme by the non-state actors in the SADC Region, thus, private sector, Nongovernmental Organizations, traditional authorities and local communities?
  6. As a secondary school learner, what do you think should be the education sector`s role in the operationalisation of the 34th Summit Theme to benefit the education sector in the whole region?

Heads of schools are supposed to ensure that the students adhere to the following guidelines:
  • The essay should not be longer than 2000 words and not shorter than 1000 words.
  • Where students have access to computers, they are advised to type their essays and submit both the soft and hard copies.
  • Students who will type their essays will have to sign and initial the hard copies to make sure that they have not been altered.
  • The essay shall be written in English language.
  • The front page or cover page will display the name, sex, class, school address and stamp, Headmistress/Headmaster’s email address, signature and phone no, region, country.
  • The title of the essay should be written in the cover page (students should not paraphrase the title)
  • The handwritten essays will be written on one side of the A4 paper with double margin of two centimeters.
Students are expected to begin writing immediately and submit their essays to their head of school. The Head of School will then be expected to constitute a marking panel which will choose best essays of the school. The panel should go through the essays (Please do not mark the essays) and choose three essays to be submitted to The Permanent Secretary Ministry of Education and Vocational Training not later than 15th April 2015. The national adjudication will take place from 02nd to 11th May 2015 in order to get three entries which will be submitted to the SADC Secretariat in Botswana.

TANZANIA Telecommunications Company Limited (TTCL) plans to extend its large-capacity internet service dubbed Internet Protocol Point of Presence (IP-PoP) in East and Southern Africa by offering speedy and reliable connections in the region..

At the present, the service has been expanded to mobile phone operators in neighbouring countries of Uganda and Malawi, according to TTCL's Chief Marketing and Sales Officer, Peter Ngota.

He made the remarks on the sidelines of the two-day Capacity Africa meeting in Dar es Salaam recently. The annual event brings together fixed-line and mobile wholesale operators from Africa and beyond.

The IP-PoP service to be operated from Dar es Salaam, Tanzania, is a brainchild of TTCL through a partnership with Italian firm, Telecom Italy Sparkle, for the delivery of IP services in South and East Africa through the IP-PoP.

"It will provide cost effective, high quality and secure fully protected global IP connectivity solutions to telecom operators, internet service providers (ISPs) and service providers that are connected to Dar es Salaam through major international submarine and terrestrial cable systems,” he explained.

Ngota said the service will also bring customers closer to content providers by increasing the speed of accessibility from one point to another.

"It is high time that wholesale customers, regional operators as well as internet service providers utilized opportunities provided by IP-PoP to transform their business operations," Ngota urged.

TTCL is also the host and operator of the National ICT Broadband Backbone which connects Tanzania to the rest of the world through submarine fibre optic network which is cheaper and reliable as compared to satellite connections.

All regions in Tanzania have been connected to the network and plans are afoot to expand it to all districts in the third phase of the project which is slated to start next year.

The broadband backbone has also been extended to nine boarder points connecting neighboring countries of Rwanda, Burundi, Uganda, Kenya, Malawi, Zambia and the Democratic Republic of Congo (DRC).

Speaking at the same occasion, the Director of Six Telecoms, Rashid Shamte, praised the government for the investments it has made in the ICT sector.

"We currently run a service dubbed 'metro-network' which operates in Dar es Salaam but through the broadband backbone we will be able to extend our operations to other regions and boost the market," Shamte said.

The director said he was also happy that the Capacity Africa 2014 meeting, which is being attended by over 460 participants, exhibitors and ICT experts will come up with suitable solutions for improving the sector in Tanzania and Africa as a whole.
Furthermore, Tanzania Telecommunications Company Limited (TTCL) is the oldest and largest fixed line telecommunications company in Tanzania. 

The company comes forth from the former Tanzania Posts and Telecommunications Corporation in 1993. TTCL was wholly owned by the Government of Tanzania until the partial privatization of the company on February 23, 2001.

TTCL is governed by statute – the Tanzania Telecommunications Act of 1993. The company is licensee for fixed basic telephone services in Tanzania mainland and Zanzibar and hence it owns and operates the public switched telephone network in mainland Tanzania and on Zanzibar.

Before the coming of mobile operators in late 1994, the company was enjoying monopoly on Tanzania Mainland and a duopoly on Tanzania Zanzibar, where Zanzibar Telecoms Limited (Zantel) was the second licensed fixed basic telephony operator.

The company has been in several joint managements due to its financial instability. In early 2001, previously as Zain, at that time Dutch MSI, which has its headquarters in Amsterdam, Netherlands and Detecon took over Board and Management control of TTCL.

In this partial privatisation the government of Tanzania sold 35% of its shares to the strategic investors. TTCL pulled out from joint management with the consortium in August 2005. Again in February 2007 the company fell in management of the Canadian firm Sasktel due to the same reason.

In February 1999 TTCL was having an exchange capacity of 192,365 lines and 126,515 connected direct exchange lines (DELs).

The company was having a workforce of under 4,000 as at February 1999. The company's revenues were approximately USD112 million in 1998, its earnings before interest, tax and depreciation were approximately USD32 million in the same year, and following a major capital restructuring it had a ‘clean’ balance sheet.

The company has its headquarters and customer care allocated in Extelecom's Building in Dar Es Salaam, Tanzania. 

TTCL also has operational and engineering branches in all regions in the country. It has been working with Huawei Technologies Co. Ltd as the infrastructure vendor of the company and Ericsson as a long-term strategic supplier of the company.

Akizungumza na waandishi wa habari jana, Mkono alisema endapo uchunguzi wa suala hilo utakamilika na kuthibitisha kwamba alilishwa sumu, atapambana na wahusika kwa kuwa wamehatarisha maisha yake.
Mkono ambaye pia ni wakili maarufu nchini, alitoa kauli hizo jijini hapa jana, alipokuwa akizungumza na waandishi wa habari kuelezea mwenendo wa afya yake.
Alidai kwamba, lengo la kumlisha sumu ni kuharibu figo zake ndani ya saa 72 wakati alipokuwa katika ziara ya nchini humo.
“Niko vizuri na afya njema… kama kuna mtu anawinda jimbo langu mwambieni ameshindwa na wananchi wangu nawaeleza kuwa niko salama wasiwe na hofu. Ninataka kujua nani kanilisha sumu na kwa nini?” alisema Mkono.
Akisimulia tukio hilo alisema, Novemba 11 akiwa miongoni mwa wajumbe 11 wa Kamati ya Bunge ya Katiba, Sheria na Utawala, walisafiri kutoka Dar es Salaam kwenda Uingereza akiwa salama salimini.
Aliwataja baadhi ya wabunge walioambatana nao kuwa ni William Ngeleja (Mwenyekiti wa kamati hiyo), Mbunge wa Temeke, Abbas Mtemvu, Mbunge wa Kawe, Halima Mdee na Waziri wa Nchi, Ofisi ya Rais (Utawala Bora), George Mkuchika.
“Tukiwa uwanja wa ndege nilipokea ujumbe mfupi wa maandishi (hakutaka kuuweka wazi kwa sababu upelelezi haujakamilika), ukinitahadharisha kuwa makini, ujumbe ule ulinishtua kwa kweli.”
“Niliwaonyesha wenzangu niliokuwa nao na pale tulikunywa chai kabla ya kuondoka na tulipofika kule mimi nilikaa hoteli yangu na wenzangu wakakaa ya kwao,” alisema.
Huku akisimama na kunyoosha mikono kuonyesha yuko vizuri, Mkono alisema siku iliyofuata ratiba iliwataka kuhudhuria Bunge la Uingereza.
“Niliamka na kwenda Ubalozi wetu na kwa kuwa tulitakiwa kufika bungeni saa 5.00 asubuhi, niliwahi na wenzangu na walipokuja tuliungana… tulipokuwa ndani katika Bunge la Uingereza, ghafla nilianza kujisikia vibaya hali iliyonisababisha nipoteze fahamu kwa saa sita. “Lakini kabla ya kupoteza fahamu niliwaeleza wanipeleke nyumbani (Tanzania), wenzangu wanasema nilikuwa napiga kelele, nirudisheni hawa wanataka kuniua,” alisema Mkono kwa sauti ya chini na kuongeza:
“Hapa nasimuliwa sasa kuwa walinipeleka hospitalini na waliponifikisha madaktari wa pale waliamua kuwasiliana kwanza na Daktari wangu, (Lusangulila Kapitain) ili kujua kama wakati natoka Tanzania nilikuwa na tatizo.”

 Alisema, “Kapitain baada ya kuelezwa hali niliyonayo naye aliwaeleza kuwa huyo (Mkono) atakuwa amelishwa sumu kwani wakati anatoka huku alikuwa salama kabisa na akawaomba wanipatie dawa ambazo zilinirejesha katika hali yangu ya kawaida kuanzia saa 12 hadi saa moja jioni.”

Mkono alisema kitu ambacho hadi sasa hajakielewa na anapenda kukifahamu ni kwa nini na malengo yapi akisema kama ni sakata la escrow lilikuwa wazi bila kificho.
“Serikali ilikuwa ni mteja wangu katika kesi kati ya Tanesco na IPTL… nikiwa bungeni siwezi kuongea hadi nipate kibali cha Mwanasheria Mkuu wa Serikali kutokana na maadili ya kazi zetu, lakini uchunguzi ukibainika kwamba nililishwa sumu kwa sababu hiyo nitaweka kando maadili ya kazi.”

Waswahili tuna msemo kuwa “kila jambo lina kheri yake“, tukiamini kuwa hata kutoka kwenye matumbo ya shari, huweza pia kukazaliwa kheri. Ndivyo tulivyo, tumeumbwa kuwa watu wa kuyapa maana machungu na majaaliwa yanayotukumba maishani.

Nami najaribu kuyapa maana machungu yaliyomo kwenye kashfa ya Tegeta Escrow Account, ambayo – kwa sababu ya mfumo – sisi Wazanzibari hatujioni kuguswa nayo. “Baada ya yote, hizo si ni pesa za TANESCO, ambalo ni shirika la umeme la Bara. Linatuhusu nini sisi tunaoelea kwenye visiwa vya Bahari ya Hindi?“ Ndivyo wenzangu wengi wanavyodhani.

Lakini hili linatuhusu, kwa pande na rangi zake zote. Kwanza, na kubwa kuliko yote, ni kwamba bado tunabakia kuwa Watanzania – kwa sheria na kwa kodi tunayolipa. Hata kama tupo ambao utiifu wetu kwa huo Utanzania ni mdogo sana na tunajinasibisha zaidi na utiifu kwa Uzanzibari, ambao hauna jeshi, mizinga wala jela.

Pili, ingawa sijui ni wangapi miongoni mwa wanaoshukiwa kujipatia manoti hayo ya TANESCO ni Wazanzibari, lakini nafahamu kuwa Waziri wa Fedha Saada Salum Mkuya ni Mzanzibari na sasa anatakiwa awajibike kwa kuzembea kwake kusimamia fedha za wananchi. Namuhurumia Da Saada, mwalimu mwenzangu wa muda wa ziada pale kwenye kituo cha Ruec Center, Mlandege.

La tatu, na ndilo ninalokusudia hasa, ni kuwa juu ya uwazi wa kashfa hii ambao hautugusi Wazanzibari, kuna uficho wake ambao unatuhusu sana – ambao unahusiana na siasa za Muungano kuelekea Zanzibar.

Unakumbuka kuwa Alhamisi iliyopita ya tarehe 20 Novemba, wabunge kadhaa kutoka upinzani na kutoka Chama cha Mapinduzi (CCM) walisimama bungeni Alhamisi iliyopita (20 Novemba) kuhoji kile walichosema ni barua ya mahakama kuzuia mjadala wa ripoti ya Mkaguzi Mkuu wa Serikali (CAG).

Moja ya hoja iliyorejewa takribani na wote, akiwamo Naibu Spika Job Ndugai, ni kwamba kumekuwa na tabia ya mahakama kutumika kwa maslahi ya kifisadi nchini Tanzania. Kwamba vita dhidi ya ufisadi vimekuwa vigumu kwa kuwa chombo kinachopaswa kusimamia utekelezwaji wa sheria zinazopitishwa na bunge, nacho kimevamiwa na mafisadi. Kwa hakika, katika orodha ya waliopokea fedha za akaunti hiyo ya Tegeta Escrow ni pamoja na majaji wa ngazi za juu.

Kama nilivyosema, suala zima la kashfa hii ni shari lakini ndani yake inaweza ikazalika kheri, hasa kwetu Wazanzibari. Kwa nini? Kwa kuwa hili linatupa hoja ya kuhoji uadilifu wa mahakama za Tanzania Bara, ambako hivi sasa Wazanzibari wenzetu wamekuwa wakipelekwa kushitakiwa kwa makosa ya ugaidi.

Ni sisi wenyewe raia wa kulisemea na kulifanyia kazi hili, na tusitegemee serikali, maana kiongozi wake mkuu, Rais Ali Mohamed Shein, ameshasema wazi kwake hilo ni sawa tu. Sisi kwetu si sawa. Halikuwa sawa tangu awali. Awali tulilipinga kwa kuhoji uhalali wa kisheria wa kuwachukuwa Wazanzibari wanaotuhumiwa kufanya makosa ndani ya ardhi ya Zanzibar yenye mamlaka yake tafauti kisheria na kuwapeleka na kuwafungulia mashitaka Bara kwenye mamlaka nyengine ya kisheria.

Sasa tuna hoja ya ziada. Hii inahusu kuhojika kwa uaminifu na uadilifu wa mahakama hizo, ambazo tayari Bunge limeambiwa kuwa ni vichaka vya mafisadi. Hoja yetu ni kuwa kamwe mahakama hizi haziwezi kuaminika kuendesha kesi inayowahusu washukiwa ambao tangu hapo kesi yao ni ya kisiasa zaidi kuliko ya kisheria. Mahakama ambazo kesi zake huendeshwa kwanza kwenye vikao vya baa, vyumba vya hoteli au ofisi za mabwana walio nje na juu ya sheria, hazina uhalali wa kusikiliza mashitaka haya.

Ndio maana kwa msingi huo wa uadilifu, sasa sisi Wazanzibari tunaoamini kuwa kesi dhidi ya Wazanzibari wenzetu waliopelekwa Bara ni ya kisiasa, tuna wajibu wa kuanzisha kampeni ya BringBackOurPeople.

Hiyo ni kheri moja miongoni mwa yatokanayo na shari za kashfa ya Tegeta Escrow Account kwa Zanzibar.

Iko kheri nyengine pia. Hivi umewahi kulisikia jina la Dokta Thomas Kashililah? Huyu ni Katibu wa Bunge la Jamhuri ya Muungano wa Tanzania. Katika mkasa huu wa Escrow, ripoti za magazeti zinasema kwamba kumbe ndiye huyu aliyeiandikia Mahakama Kuu kuiomba kile alichokiita “orodha ya kesi za Escrow zilizoko mahakamani ndani na nje ya nchi.“ Wachambuzi wanasema kuwa barua hiyo ilikusudiwa kupata idhini ya Mahakama Kuu kuzuia mjadala wa ripoti ya CAG juu ya kashfa hiyo usifanyike bungeni.

Ni kuwepo kwa barua hiyo ndiko kulikotaka kutumiwa na Waziri Mkuu Mizengo Pinda kuuzuia mjadala huo. Yaliyobakia ni hadithi moja ya aibu sana kwa Mwana wa Mkulima Pinda, kwani hajawahi “kukosewa adabu“ na wabunge hata wa chama chake, kama siku aliyoonesha muelekea huo bungeni!

Lakini yalianza na Dk. Kashililah, yumkini kwa kimbelembele chake au kwa kufuata maagizo ya nguvu zisizoonekana nyuma yake.

Sasa Mzanzibari mwenzangu nikurudishe nyuma kidogo kwenye ‘ilivyopatikana‘ thuluthi mbili ya kura za Zanzibar kupitisha Katiba Iliyopendekezwa kwenye Bunge Maalum la Katiba, wakati huyu huyu Dk. Kashililah akiwa ndiye Katibu Mwenza wa Bunge hilo akishirikiana na Yahya Hamad wa Baraza la Wawakilishi.

Mimi na wewe tunajuwa kuwa bunge hilo lililoongozwa na Samuel Sitta halikuweza kupata thuluthi mbili kutokea Zanzibar kupitisha Katiba Iliyopendekezwa na iliyoandikwa chini ya uwenyekiti wa Andrew Chenge, ambaye mwenyewe anatuhumiwa kupokea shilingi bilioni 1.6 kwenye kashfa ya Akaunti ya Tegeta Escrow.

Uliofanyika ulikuwa ni udanganyifu. Udanganyifu, kwa mfano, wa kuigeuza kura ya Zakia Meghji kuwa ya Zanzibar, ilhali mwenyewe hakutokea Zanzibar (kwa nafasi yake ya ubunge wala kisiasa). Udanganyifu, kwa mfano, wa kuipiga kura ya Ambar Khamis kuwa ya ndiyo, ilhali mwenyewe hata hakupiga kura. Udanganyifu, kwa mfano, wa kura hewa za mahujaji waliokuwa Makka, ambao ushahidi wa ubalozi wa Tanzania nchini Saudi Arabia, unasema wazi kwamba hawakuweza kupiga kura. SERIKALI kupitia Wizara ya Afya na Ustawi wa Jamii, imepongeza juhudi za makusudi zinazofanywa na Chama cha Afya ya Jamii Tanzania (TPHA) katika kushughulikia masuala ya afya kwa jamii huku ikiahidi kushirkiana kwa ukaribu.

Hayo yalisemwa jana mjini hapa na mgeni rasmi Mkurugenzi wa Idara ya Tiba wa Wizara ya Afya na Ustawi wa jamii, Dk. Margaret Mhando, aliyemwakilisha Katibu Mkuu wa wizara hiyo, Dk.Donan Mmbando wakati wa ufunguzi wa kongamano la 31 la Kisayansi na Mkutano mkuu wa mwaka wa TPHA unaoendelea katika ukumbi wa Stella Maris, Bagamoyo.

Dk.Margaret Mmbando alisema kuwa juhudi za dhati zinazofanywa na wadau wa afya serikali inazitambua na watahakikisha wanaendelea kuungana nao kwa hali na mali ilikuisaidia jamaii kwenye mambo yote ya msingi hususani masuala ya afya.

"Tunaipongeza TPHA kwa juhudi hizi za dhati kabisa katka ukuaji na ustawi wa sekta ya afya. Hivyo pia naamini baada ya kongamano hili kwa muda wa siku tano kila atakayetoka hapa atajifunza mambo makubwa na ya msingi katika mustakaba wa sekta hii" alisema Dk.Margaret Mhando.

Aidha aliwataka TPHA kutanuka zaidi kuwa na matawi mengi ikiwemo kufika pembezoni mwa nchini ilikuweza kutanua huduma zao hizo.

Kwa upande wake, Mwenyekiti wa TPHA Taifa, Dk.Elihuruma Nangawe alisema kongamano hilo la kisayansi la 31, linatarajia kuwa la siku tano na kutarajia kumalizika Novemba 28 ambapo wataalamu wa afya na wadau watajadilina mambo mbalimbali ya afya hapa nchini.

Naye Katibu Mtendaji wa TPHA Taifa, Dk. Oberlin Kisanga alisema kongamano hilo ni la kuwakutanisha wataalamu ili kubadilishana ujuzi, uzoefu na kutoa mapendekezo namna ya kuleta mabadiliko katika jamii.

“Kongamano la kisayansi na mkutano mkuu wa mwaka unahusisha wataalamu wa kisayansi wa ndani na nje ya Tanzania ambapo watajadili masuala ya jamii na maendeleo ya milenia,” alisema Dk. Kisanga na kubainisha kwamba shughuli hiyo itahitimishwa Novemba 28.

Mkutano huo leo unaingia siku ya pili ambapo wajumbe wa TPHA, wanachama na wadau wa sekt za afya na mambo ya jamii wameendelea kujadili mambo mbalimbali katika ukuaji wa sekta ya afya hapa nchini.

International donors have suspended nearly $500m (£311m) in budget support to Tanzania in response to claims that senior government officials siphoned off funds from the country’s central bank under the guise of energy contracts.

The chair of Tanzania’s public accounts committee, Zitto Kabwe, said several high-ranking officials colluded with corrupt businessmen to transfer $122m from a holding account in the central bank to private accounts overseas.

A group of 12 funders, including the UK’s Department for International Development (DfID), have given Tanzania $69m for general budget support so far this year and the group has committed to contributing $559m towards the current budget.

The donors announced, however, that they would suspend further general budget support payments until more information about the scandal has been released, freezing $490m in financing.

“Disbursements have not been made because we are waiting for the controller auditor general report and the government action following that,” said Sinikka Antila, Finland’s ambassador to Tanzania and chair of the donors’ general budget support committee.

“If in the report there is misappropriation or some wrongdoing, then we want to see prudent action by the government.”

Two businessmen have been accused by Kabwe of selling mispriced electricity to the government of Tanzania over the past two decades. Kabwe’s committee is investigating the scandal.

Tanzania has struggled to generate electricity and its economy has been plagued by power shortages. Lawmakers and donors bemoan the effect of corruption on the country’s development.

“We have been having huge problems with electricity in Tanzania for the last 20 years,” said Kabwe, who is a member of parliament for Chama cha Demokrasia na Maendeleo, Tanzania’s main opposition party. “There is no story of power in Tanzania, of the energy sector in Tanzania, without corruption.”

The World Bank and the International Monetary Fund have long been involved in infrastructure projects in the country, with the World Bank overseeing more than $230m of financing to the country. But their willingness to work with government officials has meant that they are “becoming allies of the corrupt regime”, Kabwe said.

Donors to Tanzania’s general budget support programme include the African Development Bank (AfDB), Canada, Denmark, the European commission, Finland, Germany, Ireland, Japan, Norway, Sweden, the UK and the World Bank.

General budget support is designed to fund programmes “in accordance with the government’s development priorities”, most of which focus on poverty alleviation, according to Antila.

A DfID spokesman said: “The UK takes a zero tolerance approach to fraud and corruption. In line with other donors, we will not disburse any further budget support to Tanzania until we have considered the findings of the inquiries currently under way.”

Politicians are worried that the scandal could taint Tanzania’s political and business climate as it prepares for large-scale gas production in the coming years.

“It’s about the credibility of the country before the eyes of the international community and international investors, but also the impunity that public officials can be involved in corrupt deals and the prime minister will stand up and defend them,” Kabwe said.

“This is the right time to fight and set very strong deterrent measures against corruption, because if we don’t do this now, the moment we start to receive a lot of gas revenues … we are going to have a big problem.”

The College of Social Sciences (CoSS) of the University of Dar es Salaam is organizing an international conference titled the “Voice of Social Sciences” (VSS) under the theme of “Achieving Sustainable Development in an Interconnected World”. 

The Conference will be held on November 17-18, 2014 at Mlimani City in Dar es Salaam, Tanzania. The Conference will bring about 200 participants  from the academia and non academia including government officials, non-governmental organizations  international organizations, policy makers, development partners, civil society organizations, and researchers from different parts of the world.

 A total of 130 abstracts and 70 full papers have been received. Participants are from Tanzania, Nigeria, Uganda, Ethiopia, Ghana, Rwanda, South Africa, USA, Cameroon, Kenya, Netherlands, Botswana, Sweden and China.  

The theme of the Conference is informed by the fact that we are living in an interconnected world, thus efforts to achieve sustainable development must consider a number of issues and everyone in the global society. The VSS will be conducted annually starting from this year. Issues of sustainability are very broad and can be approached from multifaceted angles, thus a number of subthemes for the 2014 VSS Call. The VSS is a forum for airing all our societal issues which are challenging in achieving sustainable development.

This forum therefore is the first of its kind that will avail researchers and the knowledge community ample opportunity to disseminate research findings of knowledge, data and information which are not influenced by any side but researchers from social sciences’ point of view. Conference papers will be on different topics addressing issues of sustainability in any part of the world as long as they draw on and contribute to social sciences theories, methodologies and understandings.

Alisema kipimo cha elimu kuporomoka ni hali iliyopo katika vyuo vikuu ambavyo viongozi wake wanakiri kutopata watu wenye viwango vinavyotarajiwa kuingia vyuo vikuu.
Katika mahojiano maalum na NIPASHE wiki iliyopita, Sumaye alisema ubora wa elimu nchini unazidi kuporomoka.

Kauli ya Sumaye inashabihiana na ile aliyotoa Jaji Mkuu Mstaafu, Augustino Ramadhani, katika mahojiano maalum na NIPASHE akisema kuwa baadhi ya mahakimu wa mahakama nchini hushindwa kuandika hukumu za kesi wanazoziendesha kiasi kwamba zinapofikishwa Mahakama ya Rufaa huwa hazieleweki.

Sumaye naye alisema kuwa tatizo halipo kwa mahakimu tu bali pia kwa wahitimu wengine wa fani mbalimbali wanaoingia katika soko la ajira kwani hushindwa kuonyesha uwezo wao wa kitaaluma kwa sababu wengine hufundishwa kwa mtindo wa bora liende alimrad wanamaliza vyuo vikuu.
“Ukweli ni kwamba siyo jambo linalojificha na wala hatuwezi kulikwepa … elimu imeshuka na ndiyo maana idadi ya wanaofeli ni kubwa na ili waonekane wanafaulu, viwango vya ufaulu vimerekebishwa,” “Mtu ambaye zamani alikuwa anafeli (katika baadhi ya alama), sasa tunaambiwa amefaulu. Lakini ukweli uko pale pale kuwa kichwani hakuna kitu… kurekebisha madaraja ndiko kumemfanya naye aonekane miongoni mwa waliofaulu.”
Sumaye ambaye alikuwa Waziri Mkuu kwa kipindi chote cha miaka 10 ya utawala wa Rais wa awamu ya tatu, Benjamini Mkapa, alisema kiwango cha elimu kinazidi kuporomoka kutokana na wanafunzi kutokuwa na maandalizi ya kutosha.
Aidha, alisema wapo wanaosema anapiga vita shule za kata, lakini siyo kweli kwani huwezi kuwa na shule nyingi kwa mara moja wakati hujaandaa walimu, vitabu na mahitaji mengine.

Alisema mpango wa maendeleo wa Dira ya Taifa 2025, imepanga mambo vizuri na hakuna kurukia jambo bila utaratibu, na imeelezwa elimu iongezeke kwa kiwango gani na uchumi kwa kiwango gani ili viweze kutegemeana.

“(Dira) imepanga mambo vizuri, hakuna kurukia kitu bila utararibu, inaeleza elimu iongezeke kwa kiwango gani na uchumi, ili jinsi kadri elimu inavyopanuka kuwe na mahali vijana wanakwenda na pia walimu wawepo wa kutosha,” alisema.

Alisema kwa sasa vimeanzishwa vyuo vikuu vingi nchini, lakini hakuna walimu wa kutosha na hivyo kutoa baadhi ya wahitimu wasio na viwango.

“Kila mwenye kinyumba kidogo tumemwambia fanya chuo kikuu, hata aliye na nyumba kama hii yangu tumemwambia aanzishe chuo kikuu… hakuna walimu, kuandaa mwalimu wa Chuo kikuu siyo jambo la haraka, unahitaji kuwafundisha kwa muda mrefu na (tena) katika taaluma nyingi,” alifafanua.

Sumaye ambaye alikuwa Mbunge wa jimbo la Hanang’ kwa takribani miaka 20, alisema kwa sasa ni kawaida kukuta mwalimu mmoja akifundisha Chuo Kikuu cha Dar es Salaam, Chuo Kikuu cha Dodoma na Iringa, na kwamba matokeo yake, mwalimu wa aina hiyo muda wote huwa yupo barabarani na mwishowe, wanafunzi wanaishia kukosa elimu inayotakiwa.

“Niliongea na mwalimu mmoja wa Udom (Chuo Kikuu Dodoma), akaniambia anafundisha wanafunzi 1,000… sasa utawezaje kuwamudu wanafunzi wote hao? Elimu imeshuka, lakini yote ni matokeo ya kupanua elimu bila kuwa na maandalizi ya kutosha,” alisema.

Alisema kwa sasa serikali imeanza mpango wa ujenzi wa maabara kwenye kila shule ya sekondari, lakini kama hakutakuwa na vifaa vya maabara, itakuwa ni sawa na madarasa ya kawaida na mwishowe kurudi kwenye hali ile ile ya shule za kata.

Sumaye alisema enzi zake akiwa anasoma, waliokuwa wanafanya vizuri wanakwenda shule za serikali na waliofahuu kwa kiwango cha kawaida wanakwenda shule binafsi, lakini hali ni tofauti sasa kwani wanaofanya vizuri wanakwenda shule binafsi na wa kawaida shule za serikali na mwishowe shule nyingi za serikali kuonekana zikiwa na kiwango kisichoridhisha.

“Ukitaka kujua kwamba elimu ya nchi ni nzuri lazima upimie hapo… tunayo kazi kubwa. Lazima tuboreshe elimu yetu ili ifanane na wengine. Tuache kujitengenezea viwango vyetu, (elimu) haiwezi kuwa yetu pekee. Ifanane na Afrika Mashariki ambao tunashindana nao katika soko la ajira,” alisema.

Alisema kwa sasa tunaingia katika soko la Jumuiya ya Afrika Mashariki na hivyo ni lazima kutakuwa na ushindani wa elimu ambao viwango vya nchi husika vitawezesha Tanzania kushindana vyema.

“Una shahada mbili, lakini ulifundishwa kwa muundo wa chapchap (haraka haraka), hakukuwa na walimu, mwisho wa siku ataajiriwa aliye na shahada moja, lakini anayefanya vizuri kuliko mwenye shahada tatu au mbili… hili tunaliona sasa katika mahoteli na shule binafsi.

“Wengi wa waajiriwa ni kutoka nchi jirani. Hicho ni kipimo cha tofauti ya utoaji wa elimu. Katika utandawazi lazima tuwe na utaalamu unaoheshimika duniani. Hatuwezi kuwa na utaalamu wetu tu na hilo litawezekana kwa kuboresha elimu yetu,” alisema.

TATIZO LA AJIRA

Sumaye alisema ni lazima mitaala ya sasa katika elimu ipitiwe upya na kubadilishwa kwa kuwa elimu yetu kwa sasa humfanya mwanafunzi aamini kuwa akimaliza shule tu, basi jambo linalofuata ni yeye kuajiriwa.

“Huko nyuma nafasi zilikuwa nyingi. Mtazamo ulikuwa ni huo. Lazima tuwe na mitaala ambayo itamfanya mwanafunzi anayemaliza kidato cha nne awe na uwezo wa kujitegemea kuliko aliye mbele yake,” alisema na kuongeza:

“Hivi sasa ni tofauti. Jinsi mtu anavyozidi kupanda juu anazidi kuwa tegemezi kwa ajira. Lazima tutoke hapo, vinginevyo taifa halitafanikiwa, mitaala yetu ijibu tatizo la ajira,” alisema.

Alisema kwa sasa hakuna viwanda vya kutosha vinavyoajiri watu na hivyo kwamba sekta zilizojibana kama za mawasiliano na miundombinu ndizo zinakuza uchumi. Alisema ili kuimarisha eneo hilo, ni lazima kuwa na viwanda vyenye kuajiri watu wengi.

Alisema sekta binafsi lazima itawale, lakini haijaandaliwa vizuri kwa kuwa hakuna sera na sheria nzuri ili iweze kushika gurudumu vizuri zaidi na kuwezesha vijana wengi kujiajiri.

Mwenyekiti wa CHADEMA, Freeman Mbowe akiwahutubia wananchi wa kijiji cha Kazuramimba mkoani Kigoma, katika mkutano wa hadhara wa Oparesheni Delete CCM juzi.

Mwenyekiti wa Chama cha Demokrasia na Maendeleo (CHADEMA), Freeman Mbowe, amesema hana ugomvi na Mbunge wa Kigoma Kaskazini, Zitto Kabwe, kwa kuwa amemlea na amemesaidia vitu vingi zikiwamo fedha, gari, kula na kulala nyumbani kwake.

Mbowe alisema CHADEMA haijamtenga Zitto bali alijitenga mwenyewe na kufafanua kuwa Chama hicho hakiwezi kujengwa na viongozi ambao ni wapenzi wa Chama Cha Mapinduzi (CCM).

Aliyasema hayo jana katika Kata ya Kalinzi, Jimbo la Kigoma Kaskazini katika ziara zake za ‘operesheni delete CCM’ kuelimisha wananchi kuhusiana na uchaguzi wa serikali za mitaa na kuikataa Katiba iliyopendekezwa.

Mbowe alisema hayo baada ya kuruhusu maswali kutoka kwa wananchi ndipo Cheche wa Cheche alipomuuliza kwamba kwa nini Zitto hayumo katika ziara hiyo wala ya

“Kuna baadhi ya watu wanafikiri kuwa nampiga vita Zitto, siwezi kumpiga vita Zitto kwa kuwa nimemlea, amekula na kulala nyumbani kwangu nami ndiye nilimshauri kugombea ubunge na kumpa fedha pamoja na gari, iweje leo nimpige vita?” alihoji Mbowe wakati akijibu swali hilo.

MWENYEKITI wa Chama cha Demokrasia na Maendeleo (CHADEMA), Freeman Mbowe, amewataka wananchi wa Mkoa wa Kigoma kuijua historia ya mageuzi ya Mkoa huo ili kuepuka kuwalaumu viongozi wanaosimamia vyama hivyo pindi wanapochukua maamuzi magumu.

Alisema wananchi wengi wamekuwa wakishabikia na kuwahukumu viongozi hao bila kuangalia chimbuko la vyama hivyo, vilikotoka na hatimaye kufikia hatua vilipo sasa hususan katika mkoa huo ambao umekuwa chimbuko la mabadiliko.

Akijibu swali lililoulizwa na mtu ambaye alijitambulisha kwa jina la Cheche wa Cheche, katika mkutano wa hadhara wa ‘Oparesheni Delete CCM’, uliofanyika kwenye kijiji cha Mnanila Manyovu mkoani hapa jana, Mbowe alisema Mkoa wa Kigoma ulizalisha viongozi wengi maarufu katika mageuzi.

Alisema utumishi ndani ya chama hicho haupimwi kutokana na mtu kutoka mkoa gani, bali hupimwa kutokana na ujasiri, uwezo wa mtu na kamwe kiongozi makini hawezi kumpiga vita mtu kwa sababu ya kabila au dini yake.

Akitoa mfano wa viongozi waliotegemewa na wanachi wa mkoa huo katika kuendeleza mageuzi, Mbowe, alisema Daniel Nsanzugwanko, Aman Kabourou na Zitto Kabwe walionyesha umahiri wao katika kuongoza vyama vya siasa enzi zao kabla ya kurubuniwa na kuvisaliti.

Akifafanua zaidi kuhusu lawama ambazo zimekuwa zikielekezwa kwake na chama anachokiongoza, hususan kuondolewa kwa aliyekuwa Naibu Katibu Mkuu wa chama hicho, Zitto Kabwe, Mbowe alisema kuwa kamwe hawezi kumzibia kwa kuwa ndiye aliyemtafuta na kumuingiza katika siasa akiwa kijana mdogo.

Labda nilazimike kutoa ufafanuzi huu ili muelewe ukweli wake. Mimi ndiye nilimwingiza Zitto katika siasa akiwa kijana madogo, nilimwita akitokea masomoni Ujerumani, kisha nikamshauri akagombee ubunge katika jimbo la Kigoma Kaskazini, nikampa pesa na gari ambalo mpaka sasa hajalirudisha,” alifafanua.

Alisema Zitto ndiye aliyetia mchanga kitumbua chake kwa kusaliti chama kutokana na kukubali kurubuniwa na viongozi wa CCM, jambo ambalo lisingelivumiliwa ndani na nje ya chama.

Huku akishangiliwa na umati mkubwa uliofurika katika Uwanja wa Community Centre mjni Kigoma, Mbowe alisema kuwa, atahakikisha anakilinda chama hicho kwa gharama yoyote bila kumwonea mtu ili kukijengea imani kwa watanzania.

Akizungumzia usaliti wa aliyewahi kuwa Mbunge wa Kigoma Mjini kupitia chama hicho, Dk. Aman Kabourou, alisema kwamba akiwa kijana mwanzilishi wa chama hicho, alishiriki kikamilifu kumpigania Dk. Kabourou kumleta nchini na hatimaye kugombea ubunge mwaka 1993 katika uchaguzi mdogo.

“Nyinyi vijana wengi inawezekana hamjui hiki chama kilianza vipi katika mkoa huu. Mimi nilishiriki kikamilifu kumwezesha Dk. Kabourou kuwania ubunge wa Kigoma Mjini kwa kutoa nauli ya kumleta kutoka Uingereza alikokuwa akiishi, yeye na mkewe na pia nikampa pesa kumwezesha kufanya kampeni, leo hii mnanihukumu Mbowe,” aliongeza.

Alisema kuwa kuna baadhi ya watu wanafikiri kuwa anampiga vita Zitto, jambo ambalo si kweli kwa kuwa amemlea, amekula na kulala nyumbani kwake kabla hajakua kiuchumi.

Etihad Airways, the national airline of the United Arab Emirates, will expand its African route network with the launch of a daily service to Dar es Salaam, the largest city in Tanzania.
 
Flights between Abu Dhabi and Dar es Salaam, which will official starts on 1 December, 2015 will be operated by using Airbus A320 aircraft with 16 Business Class and 120 Economy Class seats.
 
Dar es Salaam will be Etihad Airways’ 110th destination globally, and its 11th destination in Africa and the Indian Ocean. 
 
The daily schedule will offer two-way connectivity over Etihad Airways’ hub in Abu Dhabi, with convenient onward connections to 45 popular destinations across the Middle East, Europe, the Indian Subcontinent, North and Southeast Asia, and Australia.
In particular, it is anticipated that the demand for the new route will be boosted by strong flows of business and leisure travelers as well as cargo volumes between the East Africa region and the Indian Sub continent and China.
 
James Hogan, President and Chief Executive Officer of Etihad Airways, said: “Dar es Salaam is an important new route on Etihad Airways’ global network. 
 
It builds upon our existing presence in Africa, and supports the close trading relationship between the United Arab Emirates and Tanzania.”
 
Speaking to reporters in a news conference during the launching of its new office of Etihad Airways in Dar es Salaam.
 
The UAE is the primary trade partner of Tanzania in the East African region and between 2007 and 2012, trade between UAE and Tanzania increased by more than 350 per cent to US$761 million.

“Africa has one of the world’s fastest growing regional economies, and the launch of this new route also enhances access and the two-way flow of trade and tourism between the continent and key destinations across our global network, supports inbound tourism, encourages investment, and provides much needed local employment,” he added.
 
Tanzania has the sixth largest population in Africa (51 million), with over four million people living in the largest city, Dar es Salaam. 
 
The large proportion of the community consist of market traders and proprietors of small businesses whose families originated from the Middle East and Indian Subcontinent—areas of the world with which the settlements of the Tanzanian coast have had long-standing trading relations.
 
The country is also developing quickly, and currently has around US$19 billion in transport and utilities infrastructure projects being planned. 
 
China is playing a key role in financing these major projects, and is fast becoming the East African country’s leading trade partner, with trade between the two countries growing to US$3.7 billion in 2013.
 
In 2013, Tanzania was also named one of the world’s most sought after destinations for leisure travelers, and is blessed with numerous national and international tourist attractions including Mt. Kilimanjaro, he wildlife-rich national parks of the Serengeti, and the spice island of Zanzibar.
 
Tanzania has the second largest economy in East Africa, and Dar es Salaam provides a strategic gateway for the transportation of goods and commerce to the surrounding six land-locked countries of Zambia, Malawi, the Democratic Republic of the Congo, Uganda, Rwanda and Burundi.
