At Al Muntazir Girls Primary School, children are encouraged to join in sports, exercise, and active games, which then support many kinds of physical play. These extracurricular activities helps a child grow in and out of the classroom, and the key is keeping the activity fun.
Children’s participation in organized extracurricular activities has been associated with positive short- and long-terms outcomes; involvement in extracurricular activities has a positive impact on academic achievement and pro-social behaviors. Extracurricular activities also help reduce school drop-out rates as well as emotional and behaviour disorders.

One of the great benefits of extracurricular activities is creating new opportunities to learn to think about themselves and to learn what they like and don’t like.

Nchini Afrika Kusini kumetokea ghasia na purukushani dhidi ya raia wa kigeni ambapo huvamiwa na kuendeshewa kipigo hadi kufariki. Makundi ya raia huvamia maduka ya wageni na kupora mali ziliomo.
Baadhi ya wazawa hutuhumu wageni kuwa wanapora ajira zao, kufanya uhalifu na kuyapa gharama mashirika ya kiutu nchini mwao.

Ghasia hizo zilisababisha mamia ya raia wakigeni kuondoka.
Hivi majuzi, raia 390 wa Malawi walioponea chupuchupu mashambulizi hayo walipokelewa kwa vilio walipowasili mjini Blantyre. Mabasi 6 ya abiria yanaarifiwa kuwasili mjini humo na raia 390, miongoni mwao wakiwa wanaume na wanawake wa kati ya umri wa miaka 18 – 30 na wazazi wenye watoto wachanga.

Waziri wa Mawasiliano wa Malawi Kondwani Nankhumwa alisema, ‘Tumefurahia kuona raia wetu wako salama. Raia wengine zaidi watawasili nchini siku baadaye.’ Waziri huyo alijumuika na ndugu na jamaa wa karibu wa raia hao ili kuwapokea katika uwanja wa kitaifa wa Blantyre.

Baada ya kuwasili salama salmini nchini Malawi, raia waliokuwa na majeraha walifikishwa katika hospitali ya Queen Elizabeth Central (QECH).

Nako nchini Nigeria, Baraza la seneti nchini humo limomba mfalme wa Kizulu afikishwe katika mahakama ya jinai ya Kimataifa (ICC) iliyopo The Hague, Uholanzi kutokana na mashambulizi yalionendeshwa dhidi ya raia wa kigeni waliopo nchini Afrika kusini na kusababisha vifo vya watu saba.

Mfalme wa Kizulu, Goodwill Zwelithini amekana kuwa kauli yake ndiyo sababu ya raia wa kigeni kushambuliwa hadi kuuawa nchini humo wiki mbili zilizopita.
Kabila la Wazulu ni kabila kubwa nchini Afrika kusini ambapo linakadiriwa kuwa na idadi ya watu milioni 11 na huwa wakitekeleza na kuheshimu maombi hutoka kwa Mfalme wao.
David Mark, msemaji wa Seneti nchini Nigeria alifahamisha kuwa unyama wanaoendeshewa raia wakigeni nchini Afrika Kusini ni jambo lisilokubalika hata kidogo na kuomba mfalme Goodwill afikishwe mahakamani.

Msemaji huyo alifahamisha kuwa haiwezekani kamwe kwa kiongozi kusimama katika hadhara nakusema kuwa raia wa kigeni wanapaswa kuondoka, matamshi haya yamechochea chuki na ni jambo lisilokubalika. Alisema Afrika Kusini inapaswa kuwafunza raia wake historia na kukumbuka msaada wa Nigeria kwa Afrika kusini katika kipindi cha ubaguzi wa rangi "apartheid".

Master's and PhD for Tanzanians - The Fulbright Junior Staff Development (JSD) in USA

The Public Affairs Section of the United States Embassy in Dar es Salaam is seeking qualified candidates for the Fulbright Junior Staff Development (JSD) Program. Online applications are now available starting February 5, 2015. Deadline for submitting applications will be no later than May 1, 2015. Only successful candidates will be called for interviews scheduled for mid-May, 2015.
The Fulbright Junior Staff Development (JSD) Program is the largest Fulbright program with Africa and provides financial assistance for a maximum of two years of study toward a graduate degree in a U.S. university or for participation in a non-degree research or nonacademic professional program. It is designed primarily to strengthen African universities through higher degree training for faculty members. Applications are also accepted from prospective candidates in public and private educational and cultural institutions, independent research institutes, and professional institutions. 

The JSD program is open to any qualified candidate but strongly encourages the inclusion of female candidates and prefers candidates who have not had extensive recent experience in the United States. Recent (within three years) recipients of Fulbright grants are not eligible to apply, and it should be emphasized that funding is for a maximum period of two years only. It is important to note that doctoral degree candidates will typically need to secure additional funding to complete their course of study and we now prioritize the selection of Fulbright Master’s candidates over Ph.D. candidates.

Eligibility Requirements
  1. Applicants must be citizens of Tanzania or permanent residents qualified to hold a valid passport issued by Tanzania.
  2. Applicants must have a record of outstanding academic achievement and preparation in their chosen field of study. They must show high motivation and serious commitment to completing the program and to returning home.
  3. Applicants should either be candidates for an advanced degree in their current field or for a specialized non-degree program in a field for which they are well prepared. Applicants who wish to pursue study in a field other than their current field of study must demonstrate adequate background in that field.
  4. Applicants must be affiliated with or committed to working at an academic institution or public or private institutions in Tanzania upon return, and should have the endorsement of their home institution.
  5. Applicants should have a high motivation and a serious commitment to completing the program as scheduled and to returning home.
  6. Applicants with no extensive or recent U.S. experience will be given preference.
  7. Applicants must have a sufficiently high level of English proficiency to enable them to complete a full-time program of graduate study in the United States.
In Tanzania, the Fulbright Junior Staff Development Program is administered by the U.S. Embassy's Public Affairs Section, which nominates candidates to the Fulbright Scholarship Board in Washington, DC. The Fulbright Scholarship Board makes the final selection of candidates. In order for the Embassy to complete the nomination process before the deadline date for submission, we urge aspiring candidates to submit their applications to the Embassy by May 1, 2015; applications received after this date will not be considered. 

All application forms must be prepared electronically, on-line application is preferred: hand-written applications will not be accepted. Chloe was attacked with a bottle while sitting in her car
These are the horrific injuries inflicted upon a young girl who was attacked after stopping her car in the middle of the road.
Chloe Knapton was left with deep wounds to her face and neck after being beaten as she sat in her car.
Her devastated family have released these shocking photos after the attack, which happened last Thursday night.
The attack happened in New Road, Holmfirth, Huddersfield, at around 11.45pm when Chloe stopped her car because the driver in front off her pulled up to move a bike out of the road.
According to the Huddersfield Daily Examiner, after Chloe was attacked, she managed to reach a friend’s house a short distance away to raise the alarm.

Savage: Chloe Knapton suffered serious facial injuries and has undergone surgery at Leeds General Infirmary
Her injuries include a deep cut to her shoulder, a very deep wound to her neck where the glass bottle became embedded and wounds between her nose and mouth.
She was taken to Leeds General Infirmary where surgeons removed glass and she spent three days in recovery before being allowed home.
Chloe’s mum Allyson Knapton said an ambulance did not arrive for over an hour.
She said: “She was so brave. The ambulance did not arrive for an hour and 15 minutes. It was ridiculous. There were pools of blood on the pavement.

“She was taken to Leeds General Infirmary. There was glass everywhere. She has had to have stitches on both sides of her lips, inside and out, and around her nose.
“She can’t smile. She can’t eat so she has liquid food.
“They were extremely deep wounds to her shoulder and a two-three inch wound to her neck, which was embedded with bottle.
“She had three different lots of surgery and also needs dental treatment as one of her teeth has broken off.”
Chloe, an aspiring cruise ship dancer, runs a branch of KT Academy in Holmfirth and has received hundreds of messages of support from her friends and colleagues.

Recuperation: The pretty young woman can't smile at the moment
The Examiner is awaiting a response from Yorkshire Ambulance Service over the family's claims regarding the time taken for its crew to arrive at the scene.
A man has appeared in court over the incident.
Andrew Shires, of The Porch, Rattle Row, Holmfirth appeared at Kirklees Magistrates’ Court, charged with wounding the woman.
District Judge Michael Fanning sent the 37-year-old’s case to Leeds Crown Court.
He will first appear there on May 5 and was remanded in custody.

SHIRIKA la Maendeleo la Umoja wa Mataifa (UNDP) nchini limetoa wito kwa redio za jamii kujikita zaidi katika kutoa hamasa ya ushiriki wa wananchi katika mchakato wa uchaguzi ukiwamo kujiandikisha katika daftari la kudumu la wapiga kura.

Akizungumza matumaini ya Umoja huo katika tathmini ya mradi wa Uwezeshaji wa Demokrasia (DEP) kwa Redio za Kijamii nchini Tanzania zinazounda umoja wa COMNETA, chini ya ufadhili wa UNESCO, mtaalamu wa masuala ya mawasiliano wa UNDP Nicodemus Marcus alisema kwamba redio hizo zina kazi 5 muhimu kuelekea uchaguzi.

Alisema pamoja na kutekeleza makubaliano kati ya Umoja wa Mataifa na redio hizo kuhusu elimu kuelekea uchaguzi mkuu unaozingatia maadili ya uandishi na uwajibikaji katika mradi huo ni matumaini ya UNDP kwamba redio hizo zitatimiza wajibu wa kuhakikisha kwamba uchaguzi unafanyika kwa amani na makundi mbalimbali yanajitokeza kupitia vyama vyao vya kisiasa kuwania uongozi.

Akifafanua alisema kwamba hamasa ya watu kujitokeza kujiandikisha katika daftari la wapiga kura, kushiriki katika kura ya maoni,Kujitokeza kwa wingi katika upigaji kura, kuendeleza amani kuelekea katika uchaguzi mkuu na kuhamaisha makundi kuwania uongozi ni mambo matano ambayo Umoja wa Mataifa unategemea redio hizo zitafanya.

Aidha alisisitiza haja ya redio hizo kufuata makubaliano ya kuendesha elimu kwa uadilifu mkubwa ili wasijiingize katika matatizo yoyote yale yatakayokwamisha kazi ya kutoa elimu kwa umma kuelekea uchaguzi mkuu na mchakato wake.

Naye Mshauri na Mkufunzi kutoka Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO) Bi. Rose Haji Mwalimu ambaye taasisi yake ndiyo inayosimamia redio za jamii alisema kwamba Tathmini ya mradi wa uwezeshaji wa demokrasia (DEP) kwa radio za kijamii, umeonesha kuwapo kwa changamoto hasa katika utekelezaji wa makubaliano.

Alisema kati ya redio 28 zilizomo katika umoja wa Comneta ni redio kama 8 zilizofanya juu ya kiwango na kuonesha kwamba inawezekana kuhabarisha umma.

Ufanisi wa redio hizo umeoneshwa katika ripoti ya Umoja wa Vilabu vya waandishi wa UTPC uliopewa kazi ya kufuatilia utekelezaji wa makubaliano ya mwaka jana kuhusu uendeshaji wa vipindi mbalimbali vya uchaguzi katika mradi wa DEP.
Alisema redio zilizofanya vyema ni pamoja na Mpanda iliyopata alama 80 huku redio nyingine za Fadeco FM , Fadhila FM, Sibuka FM, Mazingira FM, Kwizera FM Kyela FM na Micheweni zikiwa na alama 60.
Pamoja na changamoto hiyo Bi. Rose Haji Mwalimu alisema wamejifunza kwamba kumekuwepo na kuboreka kwa vipindi kiasi ya kwamba watu wengi wanavutiwa kusikiliza redio hizo na wengine wakitaka kufanyanao kazi.

Wa pili kushoto ni Mshauri na Mkufunzi kutoka Shirika la Umoja wa Mataifa la Elimu, Sayansi na Utamaduni (UNESCO) Bi. Rose Haji Mwalimu,akifuatiwa na Makamu Mkuu wa Chuo Kikuu Huria Tanzania, Prof. Tolly Mbwete, Mwenyekiti wa mtandao wa Redio Jamii nchini (COMNETA) ambaye pia ni Mkurugenzi wa Redio ya Jamii ya Wilayani Karagwe ya FADECO FM, Bw.Joseph Sekiku na Mshauri wa UNESCO, Balozi mstaafu Mh. Aidha wametambua kwamba redio za jamii ndio mhimili mkubwa wa kupata taarifa mbalimbali za uchaguzi zilizofanyiwa kazi hasa uwapo wa watoa habari wa kuaminika katika jamii.

Pia alisema redio hizo zimeanza kuona umuhimu wa kufuata maadili, ushirikishaji kijinsia, utoaji wa nafasi kwa makundi mbalimbali wakiwemo walemavu na vijana katika kazi.

Hata hivyo alisema kwamba mapungufu yaliyojitokeza yalisababishwa na viongozi wa redio kupuuzia suala la uwajibikaji na pia kuwakoesha vitendea kazi watumishi husika na umbali wa maeneo ambayo yanatakiwa kufanyiwa kazi kutoka katika ofisi zilizopo redio husika.

Viongozi pia katika tathmini walishauriwa kuwapa motisha watendaji wao kwani walionekana kulalamikia suala la kukosa motisha katika kazi ambazo wanastahili kuzifanya ili kufuata maelekezo ya mradi wa DEP.

Wakati huo huo Mtandao wa watetezi wa haki za binadamu (THRDC) moja ya taasisi inayotetea usalama wa waandishi wa habari maeneo ya kazi imewataka washiriki katika warsha wasipofuata maadili hawataweza kufanyakazi zao vyema ikiwa ni pamoja na kuingia katika migogoro na wadau wa habari.

Naye Balozi Christopher Liundi mshauri wa UNESCO amesisitiza pia haja ya kufuata maadili na pia kuhakikisha redio za jamii zinajijenga kupitia mtandao wao na kujiuza kwa umma.
Aidha alishauri kwamba ripoti ya UTPC igawiwe kwa wadau wote kwani imetengeneza msingi wa utendaji kazi katika radio za jamii ambazo kwa sasa zinakuja kasi katika kuhabarisha mambo mbalimbali kwa jamii hasa vijijini.

Katika tathmini hiyo ya mradi wa DEP walikuwepo wawakilishi kutoka Ofisi ya Msajili, Tume ya taifa ya uchaguzi (baba nay a Visiwani), Under the same Sun, Human Rights Defenders Coalition(THRDC) na taasisi nyingine zinazogusa masuala ya uchaguzi na amani.

TAARIFA KWA UMMA

NAULI ZA MABASI YA MASAFA MAREFU NA MIJINI

1.0 UTANGULIZI

Kuelekea mwishoni mwa mwaka 2014 bei ya mafuta yatumikayo katika vyombo vya usafiri wa abiria nchini ilianza kushuka. Kufuatia kushuka huko kwa bei, Mamlaka ya Udhibiti Usafiri wa Nchi Kavu na Majini (SUMATRA) ilikuwa ikipokea wito wa kupitia upya viwango vya juu vya nauli ambavyo viliwekwa na Mamlaka mwezi Aprili, 2013. Hivyo SUMATRA ikaamua kuandaa mikutano ya wadau kwa lengo la kukusanya maoni kuhusu haja ya kurekebisha viwango vya nauli zilizopo.

Aidha, tarehe 09 Machi, 2015, Baraza la Ushauri la Watumiaji wa Huduma Zinazodhibitiwa na SUMATRA (SUMATRA Consumer Consultative Council (SCCC)) liliwasilisha kwa Mamlaka ya Udhibiti Usafiri wa Nchi Kavu na Majini (SUMATRA) maombi ya kushusha nauli za mabasi ya masafa marefu na mijini. Katika maombi hayo Baraza liliainisha sababu za kuomba punguzo hilo kuwa ni kushuka kwa bei za mafuta na kodi ya forodha kwa mabasi mapya kutoka asilimia 25 hadi 10; punguzo hilo lilianza Julai, 2014.

1.1 MAOMBI


  1. Usafiri wa Mijini: Katika usafiri wa mijini, maombi yalikuwa ni kupunguza nauli kwa asilimia 25; hivyo kwa njia yenye umbali wa kilomita 10, nauli iliyopo sasa ya TZS 400 ilipendekezwa kushushwa hadi kufikia TZS 300.
  2. Usafiri wa Masafa Marefu: Maombi yalikuwa ni kushusha nauli iliyopo kwa kilometa moja anayosafiri abiria katika basi la kawaida kutoka TZS 36.89 hadi TZS 28.05; punguzo la asilimia 23.96. Aidha, kwa basi la hadhi ya juu (luxury bus) kushusha kutoka TZS 58.47 hadi TZS 47.19; punguzo la asilimia 19.29.

    2.0 UTARATIBU WA KUFANYA MAPITIO YA NAULI
    SUMATRA iliyafanyia kazi maombi hayo kwa mujibu wa Sheria ya Udhibiti Usafiri wa Nchi Kavu na Majini (SUMATRA), Sheria ya Bunge Na.9 ya Mwaka 2001, na Kanuni za Tozo za Mwaka 2009 ikiwa ni pamoja na kuwashirikisha wadau mbalimbali wakiwemo watoa huduma, watumiaji wa huduma pamoja na wananchi kwa ujumla ili kupata maoni yao. Ushirikishwaji huo ulifanywa kupitia mikutano iliyofanyika tarehe 9 Machi, 2015 Mkoani Mwanza; tarehe 12 Machi, 2015 Mkoani Kigoma; na tarehe 18 Machi, 2015 Jijini Dar es Salaam.     Taarifa ya tathmini na mapendekezo ya viwango vipya vya nauli iliwasilishwa kwa Bodi ya Wakurugenzi ya SUMATRA kwa ajili ya maamuzi.

    3.0 NAULI ZA MIJINI
    Bodi ya Wakurugenzi ya SUMATRA ilikutana Jijini Dar es Salaam tarehe 10 Aprili, 2015 ili kupitia taarifa ya tathmini na mapendekezo ya viwango vya nauli kwa ajili ya maamuzi.

    3.1 Masuala Yaliyobainika
    Kufuatia tathmini iliyofanywa ya usafiri wa mijini, BODI ilibaini kwamba:


  1. Bei ya mafuta ilikuwa imeshuka ikilinganishwa na bei iliyokuwepo wakati viwango vilivyopo sasa vilipoanza kutumika Mwezi Aprili, 2013; ambapo kwa wastani bei ya lita ya dizeli iliuzwa TZS 2,071.67 kufikia Machi, 2015 wastani wa bei ya Dizeli kwa lita katika vituo ulishuka mpaka TZS 1,665.38; mwezi Aprili, 2015 bei ya wastani ilipanda kufikia TZS 1,779.57.
  2. Mwenendo wa bei za mafuta kufikia Aprili, 2015 unaonyesha kuwa bei ya mafuta imekuwa ikibadilikabadilika na kwamba kulikuwa na uwezekano wa bei kupanda.
  3. Gharama za mafuta zilikuwa muhimu kuzingatiwa pamoja na gharama nyinginezo, ambazo zilifikia asilimia 70 ya gharama za uendeshaji.
  4. Kulikuwa na mabadiliko katika viashiria vya kiuchumi kama vile mfumuko wa bei na thamani ya shilingi na mabadiliko hayo yalipaswa kuzingatiwa katika kukokotoa viwango vya nauli.
  5. Punguzo la ushuru wa forodha kwa uagizaji wa mabasi mapya ulikuwa na faida katika kuchochea uingizaji wa mabasi mapya nchini ili kuboresha hali ya usafiri nchini. Hata hivyo sehemu kubwa ya mabasi yaliyopo nchini kwa sasa hayakupata punguzo hilo kwa kuwa yaliingizwa kabla ya Julai, 2014 punguzo hilo lilipoanza kutumika.
  6. Mazingira ya uendeshaji na utoaji huduma za usafiri mijini yanapaswa kuzingatiwa ili kufikia viwango vya nauli ili kuifanya huduma ya usafiri kuwa endelevu. Kwa upekee, ongezeko la msongamano wa magari mijini na athari zake katika utoaji wa huduma za usafiri mijini zinapaswa kuzingatiwa.
  7. Gharama za utoaji huduma za usafiri mijini zinapaswa kutazamwa kwa ujumla wake, ikiwa ni pamoja na punguzo la bei ya mafuta, ili kufikia viwango vya nauli vinavyostahili.
  8. Baada ya kuzingatia vigezo muhimu katika ukokotoaji wa nauli, punguzo lililojitokeza katika viwango vya nauli kikomo ni kama inavyobainishwa hapa chini:

3.2 Maamuzi ya BODI

Baada ya kutafakari viwango vilivyotokana na ukokotoaji uliozingatia masuala muhimu yaliyoainishwa, BODI imeridhia viwango vya nauli vilivyopo sasa kuendelea kutumika.

Uamuzi huu unatokana na punguzo lililokokotolewa Kuwa dogo ikilinganishwa na viwango vilivyopo sasa. Aidha, viwango vilivyokokotolewa iwapo vitapitishwa vitasababisha usumbufu katika malipo.

    BODI imeamua kuwa nauli ya mwanafunzi nayo ibaki kama ilivyo nauli ya sasa ambapo mwanafunzi analipa TZS 200.



  1. VIWANGO VYA NAULI ZA MABASI YA MASAFA MAREFU
    BODI ilipokea tathmini kuhusu nauli za usafiri wa masafa marefu.

    4.1 Masuala Yaliyobainika
    Kufuatia tathmini iliyofanywa ya nauli kikomo za usafiri wa masafa marefu, BODI ilibaini kwamba:


  1. Bei ya mafuta ilikuwa imeshuka ikilinganishwa na bei iliyokuwepo wakati viwango vya sasa vilipoanza kutumika Mwezi Aprili, 2013; ambapo kwa wastani bei ya lita ya dizeli iliuzwa TZS 2,071.67 kufikia Machi, 2015 wastani wa bei ya Dizeli kwa lita katika vituo ulishuka mpaka TZS 1,665.38; mwezi Aprili, 2015 bei ya wastani ilipanda kufikia TZS 1,779.57.

  4. Kulikuwa na mabadiliko katika viashiria vya kiuchumi kama vile mfumuko wa bei na thamani ya shilingi na kwamba mabadiliko hayo yalipaswa kuzingatiwa katika kufikia viwango vya nauli.
  5. Punguzo la ushuru wa forodha kwa uingizaji wa mabasi mapya lilikuwa na athari chanya katika kuchochea uingizaji wa mabasi nchini. Hata hivyo sehemu kubwa ya mabasi yaliyopo nchini kwa sasa hayakupata punguzo hilo kwa kuwa yaliingizwa kabla ya punguzo hilo kuanza kutumika.
  6. Katika ukokotoaji wa nauli ni muhimu kuzingatia madaraja ya mabasi kama yalivyoelekezwa katika Kanuni za Huduma za Abiria, 2014 (The Road Transport (Passenger Service) Regulations, 2014 zinazoainisha madaraja manne ya mabasi;daraja la kawaida la chini, daraja la kawaida la juu, daraja la hadhi ya kati na daraja la Juu.
  7. Gharama za utoaji huduma za usafiri kwa ujumla wake zinapaswa kuzingatiwa kwa madaraja mbalimbali ili kufikia viwango vya nauli vinavyostahili.
  8. Udhibiti wa nauli unapaswa kujielekeza katika madaraja matatu yafuatayo: (1) daraja la kawaida la chini, (2) daraja la kawaida la juu na (3)daraja la hadhi ya Kati ili kutimiza wajibu wa kuwalinda watumiaji wenye kipato cha chini.

    4.2 Maamuzi ya BODI
    Baada ya kutafakari tarifa iliyowasilishwa BODI iliridhia viwango vipya vya juu vya nauli kwa mabasi ya masafa marefu kuwa kama vinavyoonyeshwa hapo chini:

BODI pia imeamua kwamba nauli za mabasi ya hadhi ya juu ( luxury bus) hazitadhibitiwa ili kuchochea ubunifu katika utoaji huduma na ushindani kati ya huduma za barabara na njia nyinginezo za usafiri.

Mamlaka imeandaa majedwali ya nauli kwa kuzingatia viwango vipya. Majedwali hayo yanaweza kupatikana katika tovuti ya Mamlakawww.sumatra.go.tz.

HITIMISHO

Viwango hivi vipya vinapaswa kuanza kutumika siku 14 baada ya taarifa kutolewa kwa umma. Hivyo basi viwango hivi vitaanza rasmi tarehe 30 Aprili, 2015.

Wamiliki wa mabasi pamoja wafanyakazi wao wanaagizwa kutoza viwango vya nauli vilivyoridhiwa na Mamlaka.

Aidha, abiria na wananchi kwa ujumla wanahamasishwa kutoa taarifa SUMATRA kupitia namba za simu za bure ambazo ni 0800110019 na 0800110020 pale wanapotozwa nauli ya juu zaidi ya nauli kikomo iliyoridhiwa.

Violence against immigrants in South Africa has killed at least five people since last week in one of the worst outbreak of violence against foreigners in years.

Hundreds of migrants mostly from other African countries had been forced out of their homes, authorities told the Associated Press news agency on Tuesday.

Khadija Patel, a South African journalist, told Al Jazeera there have been previous instances of violence against foreigners.

"Hundreds of foreign nationals were displaced in Isipingo [20km south of Durban] late last month, when a group of South Africans attacked foreigners living and working in the area. The victims of that continue to reside in a makeshift camp at a sports ground in Isipingo," Patel said.

"The Isipingo attacks was blamed on a labour dispute at a local wholesaler, and government refused to categorise the violence as xenophobic violence," Patel added.

Most of the recent unrest occurred in and around the coastal city of Durban, where police said two foreigners and three South Africans were killed.

The dead included a 14-year-old boy who was allegedly shot during looting on Monday night and died at a hospital, Jay Naicker, police spokesperson, said.

About 34 people have been arrested for possession of unlicensed firearms and other crimes in the last two days, he said.

"Police are deployed and in high alert in most of the areas where there are foreign nationals," Naicker said in a statement.

Despite the increased police presence, authorities are hard pressed to stop unrest that recalls similar violence in South Africa in 2008 in which about 60 people died.

In January, four people died during a week of looting of foreign-owned shops and other violence in Soweto and other areas of Johannesburg, stores owned by foreigners in Johannesburg are closing for fear of the violence spreading.

Zulu king's comments
Some South Africans have accused immigrants of taking jobs and opportunities away from them.
The latest violence followed reported comments by Zulu King Goodwill Zwelithini, an influential figure among the Zulu ethnic group, that foreigners should "pack their bags" and leave.

Zwelithini has since appealed for an end to the unrest, and says he has been misquoted, but many of those rioting were heard chanting "the King has spoken", Patel said.

The southern African nation of Malawi plans to repatriate at least 400 of its citizens following the attacks in South Africa, said Kondwani Nankhumwa, Malawi's information minister.

Malawi is currently in discussions with South Africa to arrange temporary travel papers for stranded Malawians because most lost their passports in the chaos, Nankhumwa said.
"Most of them fled with literally nothing to safe camps," Nankhumwa said.

"The numbers will swell since some Malawians are in hiding."
South Africa President Jacob Zuma condemned the violence and assigned several cabinet ministers to work on the problem with officials in KwaZulu-Natal province, which includes Durban.

The government is addressing South African citizens' "complaints about illegal and undocumented migrants, the takeover of local shops and other businesses by foreign nationals as well as perceptions that foreign nationals perpetrate crime", Zuma's office said in a statement.

Zimbabwean presence
Zuma's statement quoted the president as saying that many foreign nationals are living legally in South Africa and are contributing to economic development.

On a visit to South Africa last week, Zimbabwean President Robert Mugabe thanked South Africa for hosting many Zimbabweans and said Zimbabwe would work with South Africa to improve border security.
It is estimated that as many as three million Zimbabweans are living in South Africa, many as illegal immigrants.

The violence against immigrants is "an expression of a terrible failure of memory by South Africans" who endured racial intolerance under apartheid, two South African foundations said.

The foundations are named after anti-apartheid leader Nelson Mandela, who died in 2013, and Ahmed Kathrada, another campaigner against the white racist rule that ended in 1994.

In a statement, the foundations welcomed efforts by Zuma and other senior leaders to stop the unrest, but said: "For too long, South Africans in leadership positions have either ignored the crisis or stoked the fires of hatred."

The child was finally freed when an officer, PC Resteghini, arrived just after 12.30pm and smashed the car's window with his baton, opened the door and got the child out.

Speaking to Radio Jackie News, the officer said: "We used one of the batons to gain entry to the car...the baby was safe and well and the mother was OK."

A Metropolitan Police spokesman said: "Police were called at 12.35 pm to Douglas Road following reports that a motorist had accidentally locked her keys in her car while her child was inside.

"Officers attended and the decision was taken to force entry to the vehicle.
"The baby did not require any medical treatment."

Na pia kila unapoingia kona kali au blind spot kwenye barabara kuu weka akilini kwamba unaweza kukutana na kitu upande wako, basi linaloenda kasi, lori au trekta liloharibika, mifugo, shimo kubwa, mawe yaliyoporomoka, ajali nk. Pia unaweza kukutana ghafla na dereva mzembe anae-overtake kwenye kona na yuko upande wako.

Usithubutu ku-overtake sehemu ambayo huoni mbali mbele, na usikaribie sana gari unayotaka ku-overtake kabla ya kui-overtake. Na unapo-overtake kama una gari manual gear, rudi gia za chini kwanza ili kujenga spidi ya ku-overtake. Kama una gari automatiki, ikibidi itoe gari kwenye overdrive (unabonyeza kiswitch cha Overdrive na kuna kataa katawaka kwenye dashboard kuonyesha Overdrive iko off), hasa kama ulilkuwa umepunguza mwendo. Mara nyingine toa gia kwenye "D" na rudi kwenye "2" ili kujenga spidi ya ku-overtake, na ukishamaliza rudi kwenye D na Overdrive. Hili ni muhimu sana kwa gari za ambazo ukikanyaga accerator gari inakawia kuchanganya. Overtake kwa haraka, sehemu ambayo iko salama, na ni vizuri gari unayoi-overtake dereva wake ajue unamu-overtake. Unaweza kumpigia honi kidogo ya kuibia kama kuomba - usipige kwa nguvu ukamuudhi. Epuka kuovertake sehemu ya barabara yenye mashimo, maana dereva wa mbele anaweza kurudi upande wako ili akwepe shimo wakati tayari unamu-overtake.

Siri moja ya ku-overtake salama ni uvumilivu - overtake nzuri haitaki haraka.

Na pia kosa linaloua watu wengi sana ni ku-overtake kwa kukisia kwamba hakutakuwa na gari inayokuja upande wa pili zile sehemu ambazo huoni vizuri mbele. Hata kama barabara haina magari mengi usithubutu kukisia kwamba hakutakuwa na gari (gambling overtake).

Na pia katika barabara kuu kuna suala la uchovu - fatigue. Hili ni jambo jingine linaua sana watu wasio na uzoefu wa kuwa katika barabara kuu. Ni mbaya hata zaidi ikiwa utakaposimama mahali kwa chakula ukanywa bia - hata moja tu, kwa sababu itakuletea sana usingizi. Epuka kula vyakula vizito kama ugali na maharage, au kula hadi ukashiba sana! Ukisikia usingizi simama upumpzike, toka ndani ya gari, tembea kidogo, kabla ya kuendelea na safari. Kama ikibidi tumia Redbull (sio zaidi ya mbili).

Na jambo jingine muhimu sana la kukumbuka ni kwamba ukiingia barabara kuu, ukaendesha kwa muda fulani, akili yako inazoea spidi kali kiasi kwamba huoni tena kama unaenda spidi kali. Unaweza ukawa unaenda 140km/h ukaona kama unaenda 80km/hr. Hili huwa mara nyingi linasababisha kuacha njia na kupinduka, au kuingia kona ukiwa na spidi kubwa na gari kupinduka. Nadhani umesikia sana ajali zinazosemwa zilitokea kwa sababu dereva alishindwa kumiliki gari - ni kwa sababu akilini dereva aliona haendi spidi.

Na pia jambo jingine muhimu sana kukumbuka ni kwamba, unapoenda safari yoyote ya mbali ambayo utaendesha gari mfululizo kwa zaidi ya masaa manne, au kwa spidi zaidi ya 100km/hr, hakikisha tairi zako hazina umri zaidi ya miaka mitano, la sivyo utapata basti hata kama tairi inaonekana bado mpya kwa

kuitazama. Tairi ikizidi miaka mitano haifai kusafiria safari ya mbali, japo unaweza ukaendelea kuitumia kwa safari za mijini.

Nimeona niseme haya kwa sababu nawapenda ndugu zangu. Sitaki mufe barabarani, au mniue mie na familia yangu. Wapeni taarifa wengine ili tuzidi kuepuka vifo hivi vya barabarani ambavyo vingi vinazuilika.

Durban - Areas of Durban resembled a war zone late on Tuesday afternoon as violence between locals and foreign nationals boiled over.

Shops in central Durban were closed as a knobkierrie-wielding mob assaulted foreign nationals and looted their shops in Durban.

Metro police rushed around to make sure shops were properly closed as some foreigners fled without closing them properly.

Taxis had their windows smashed as foreign nationals threw rocks and stones from a block of flats on West Street, in central Durban.

Police had their hands full trying to calm down an angry mob of locals who had stones and rocks thrown at them.

There was glass all over the street and police resorted to using teargas in a bid to separate the warring groups.

“We are under attack, people are coming from everywhere. Police are not helping us, maybe they are tired of us,” said foreign shop owner, Richard Condonso.

He said the locals had pushed them into a corner.

“We will retaliate, in full force just to defend ourselves,” said Condonso.

A local, who refused to be named, said the foreign nationals deserved what was happening to them.

“We are tired of them. They are criminals. They do house break-ins. Ever since they came into the country, the crime rate has escalated”.

Police spokesperson, Jay Naicker could not be reached for comment.

Septemba 2, 2012 aliyekuwa mwandishi wa habari wa kituo cha Channel Ten, Daudi Mwangosi alipigwa na kufariki dunia akiwa mikononi mwa polisi alipokuwa akiripoti mkutano ya Chama cha Demokrasia na Maendeleo katika kijiji cha Nyololo Wilaya ya Mufindi mkoani Iringa. Januari 23, 2015 Serikali yake imeamua kupiga marufuku usambazwaji wa gazeti la The EastAfrican nchini.
Katiba Mpya
Ilani ya CCM katika Uchaguzi Mkuu wa mwaka 2010 haikuwa na ahadi ya Katiba Mpya, lakini Novemba 8,      2010 siku alipozindua Bunge la 10, Kikwete alizungumzia umuhimu wa kuipa uhai Katiba iliyopo na Februari 2011 katika sherehe za CCM alisema atawapa Watanzania Katiba Mpya.
Kwa kuwa wazo hilo halikutokana na CCM, Kikwete alipata shida kulinadi ndani ya vyombo vya chama na Serikali na hata walipokubali, wasaidizi wake walidai ni marekebisho yeye akisema kuhuisha. Serikali ikatengeneza Sheria ya Mabadiliko ya Katiba,  akaunda Tume ya Mabadiliko ya Katiba chini ya Jaji mstaafu, Joseph Warioba ambayo ilifanya kazi ya kukusanya maoni na kutengeneza Rasimu ya Katiba. Mwaka 2014 akaunda Bunge Maalumu la Katiba (BMK) ambalo liliandika Katiba Inayopendekezwa.
Ukosoaji mkubwa aliofanya Rais Kikwete alipozindua BMK, uliwagawa wabunge katika makundi mawili ya kudumu; wanachama wa CCM upande mmoja na wapinzani upande wa pili. Pia, Tume ya Warioba ilipingana na BMK lililoongozwa na Samuel Sitta.

Aprili 16, wapinzani chini ya umoja wao Ukawa walisusia BMK, likawa pigo la kwanza. Pigo la pili na la mwisho ni Januari 23, 2015 Ukawa walipotangaza kususia Kura ya Maoni iliyopangwa Aprili 30. Kutokana na misuguano hiyo, na kwa kuwa Tume ya Taifa ya Uchaguzi haikuwa imepewa fedha za kutosha zikiwamo za kununulia mashine za BVR kwa ajili ya kuandikisha wapigakura, Aprili 2, 2015 Kura ya Maoni ikafutwa hadi itakapotangazwa tena.
Mahakama ya Kadhi
Mwaka 2010, katika mazingira tata CCM iliingiza ahadi ya Mahakama ya Kadhi kwenye Ilani ya Uchaguzi. Lakini Serikali haikufanya juhudi kubwa kutengeneza mazingira ya kukubalika kwa mahakama hiyo; kwanza, kwa Waislamu wenyewe; pili, kwa Wakristo.
Kosa namba moja. Agosti 30, 2011 alipokuwa mgeni rasmi katika Baraza la Idi katika msikiti wa Gadaffi, Dodoma, Rais Kikwete aliwaambia Waislamu kwamba amezungumza na maaskofu na wamemwambia kuwa hawana shida na Mahakama ya Kadhi isipokuwa wanataka iundwe na kuhudumiwa na Waislamu wenyewe. Waislamu walilalamika mambo yao kujadiliwa kwanza na Wakristo ndipo waelezwe wao.
Kosa namba mbili. Serikali imekuwa ikikutana na uwakilishi mpana wa maaskofu kutoka madhehebu yote kupata maoni yao lakini imekuwa ikikutana na uongozi wa Baraza Kuu la Waislamu Tanzania (Bakwata) ambalo halikubaliwi na Waislamu wote.
Kosa namba tatu. Dalili zote zikionyesha hakuna uwezekano wa kukubalika kwa Mahakama ya Kadhi, Serikali ilitoa ahadi nzito ndani ya BMK na Waislamu waliporidhia, hazikuwepo juhudi za kuandaa semina za kuelimisha wadau kuhusu muundo na uendeshwaji wake hali iliyosababisha hata baadhi ya Waislamu kuikataa kwamba siyo kati ya nguzo tano za Uislamu. Vilevile, lilikuwepo shinikizo kutoka kwa maaskofu na hasa ulivyoligawa Taifa mapande mawili.
Mgogoro Zanzibar
Moja ya ahadi nzito iliyofurahiwa na Watanzania ni ile ya kumaliza uhasama wa kisiasa Zanzibar kati ya wanachama wa CCM wengi wao wakiwa Unguja na wenzao wa Chama cha Wananchi (CUF) ngome yao ikiwa Pemba. Ahadi hiyo iliianza kutekelezwa baada ya kuanzishwa mazungumzo baina ya viongozi wa CCM na CUF na hatimaye kufikia maridhiano na Katiba ikafanyiwa marekebisho kuruhusu Serikali ya Mapinduzi Zanzibar (SMZ) kuongozwa kwa mfumo wa Serikali ya Umoja wa Kitaifa (SUK).
Pamoja na mafanikio hayo, uhasama wa kisiasa umerejea; CCM wakionekana kuwa vinara wa siasa za uhasama; wanawavizia na kuwapiga wafuasi wa CUF. Katika mikutano yao huhubiri ubaguzi kwa kuzingatia asili ya watu kwamba Wazanzibari wenye asili ya Kiarabu wanatajwa kuwa ni vibaraka wenye lengo la kurudisha utawala Kisultani. Wanadai kwamba vibaraka hao wanataka kurudisha utawala wa Sultani aliyepinduliwa mwaka 1964,  Jamshid bin Abdullah Al Said, kizazi cha masultani kutoka Oman kilichotawala Zanzibar kuanzia mwaka 1832 hadi mwaka 1964.
Huu ni unafiki, ukweli ni kwamba Jamshid aliyetawala Zanzibar kuanzia Julai Mosi, 1963, baada ya kupinduliwa Januri 12, 1964 alikimbilia Uingereza. Salmin Amour, Rais wa awamu ya tano wa SMZ alitangaza kumpa uhuru Sultani huyo anayeishi Portsmouth, kurejea Zanzibar kama raia mwingine. Hajarudi.
Wakulima, wafugaji
Jambo jingine kubwa aliloahidi kushughulikia katika hotuba yake ya uzinduzi wa Bunge la Tisa Desemba 31, 2005 ni kulinda mazingira kwa kuhakikisha wakulima wanaachana na kilimo cha kuhamahama na wafugaji aliodai wanatembea umbali mrefu kusaka malisho wakiwa wamekonda na mifugo imekonda, kuwapa mbinu za ufugaji ili sekta ya ufugaji iwe ya kisasa.

Baada ya kuunda Serikali alitembelea Wizara ya Maendeleo ya Mifugo, aliwaagiza watendaji: kuongeza mchango wa sekta ya mifugo katika pato la Taifa; kudhibiti uhamishaji holela wa mifugo; kuimarisha huduma za ugani; kufufua ranchi zilizopo na kuhakikisha zinafanya kazi iliyokusudiwa; na kutoka katika uchungaji wa kuhamahama na kwenda katika ufugaji wa kisasa na wa kibiashara.
Vilevile, aliwaagiza kutafuta masoko ya nje ya kuuza mifugo na mazao yake; na kufikisha madawa na huduma za mifugo kwa wafugaji. Lakini miongoni mwa picha zilizojaa katika mitandao mbalimbali ya kijamii kuanzia mwaka 2006 ni za maiti ya wakulima na wafugaji katika maeneo tofauti nchini.
Baadhi zikionyesha watu waliokatwa koo, waliopasuliwa vichwa na waliopigwa mishale na mikuki; nyingine zikionyesha nyumba au maboma yalivyochomwa moto, mifugo kuuawa. Hasira na uhasama vimetanda kila mahali.
Katika kipindi cha uongozi wake, imeshuhudiwa migogoro mingi ya ardhi kati ya masikini na matajiri, wakulima wazawa na wawekezaji na mbaya zaidi kati ya wakulima na wafugaji ambao wamechinjana Mbarali, Kilosa, Kiteto na kwingineko. Rais Kikwete anaondoka huku hali ikiwa mbaya kuliko alivyoikuta.
Vita ya ufisadi
Ahadi nyingine ya Rais Kikwete kwa Watanzania aliyoitoa katika hotuba yake ya Desemba 31, 2005 ni kuanzishwa kwa mapambano dhidi ya rushwa kubwa kubwa kwa vitendo na siyo lazima ushahidi uwepo kwa asilimia 100.
Alisema: “hata ukihisiwa umekula rushwa tutahakikisha tunachunguza na kushughulikia…” Lakini licha ya Taasisi ya Makosa Makubwa ya Jinai ya Uingereza (SFO) kutaja waliokula rushwa kupitia ununuzi wa rada ya kuongozea ndege, Serikali ilikataa kuwashughulikia.
Mafisadi wengine ambao hawakushughulikiwa na Serikali yake ni walionufaika kupitia Akaunti ya Madeni ya Nje (Epa), walitoengeneza dili kupitia kampuni ya kufua umeme wa dharura ya Richmond/Dowans, walioiuzia vifaa hospitali ya Muhimbili kwa bei mbaya, waliochangisha fedha za kula tu baada ya kupitisha Bajeti ya Wizara ya Nishati na Madini (2012) na sasa waliotengeneza mazingira ya kuchotwa Sh306 bilioni kutoka Akaunti ya Tegeta Escrow.
Hata hivyo, Serikali imewanasa walimu na mahakimu na kuwafungulia mashtaka kwa madai ya kuchukua rushwa ndogondogo.

Rwanda’s Prime Minister, Anastase Murekezi, yesterday closed the long month activities run by young survivors known as “AERG/GAERG Week”. The activities were concluded with an Umuganda (community work) on the survivor’s farm in Nyagatare District. The Prime Minister was accompanied by government ministers, members of parliament and senior officials of the Rwanda Defence Force and Rwanda Police.

Speaking to the young Rwandans, the Prime Minister said that the Government of Rwanda recognises their efforts in building a better future for themselves and their country.

“The act of uniting yourselves, as young survivors, has shown all Rwandans that you are resilient people with a vision for a better future. The resilience you showed to overcome challenges you faced during and after the 1994 Genocide against the Tutsi has complemented the government’s efforts towards rebuilding the nation,” he said.

Young survivor representatives, including Jean de Dieu Milindi (AERG Coordinator) and Charles Habonimana (GAERG President), thanked the government for the support given to them and elderly survivors. They also thanked those who stood against genocide by hiding and rescuing people as well as the brave liberation fighters of the Rwandan Patriotic Army (RPA).

 “We admire the resilience of RPA soldiers who saved us from the hands of genocide perpetrators. As we grow up, we have to thank those who stood against genocide, including those who hid us knowing that they were risking their lives,” said Milindi.

“We recognise the widows and widowers who took us in and raised us when we did not have our own parents to take care of us. The time came and we left them to go to school. As we finish school, we need to come back to them and support them,” added Charles Habonimana.

During the closing ceremony, the young survivors were given 54 cows given by Nyagatare farmers, private companies and other individuals. The cows will be cared for at the 130 hectare AERG/GAERG farm donated to survivors by President Kagame. The farm has cows, goats and banana plantations.


AERG/GAERG week began in March and activities have been held across the country over the last month. They took place in the east at Rukumberi, Bisesero in the west, Rulindo in the north and Cyanika in the south of Rwanda. The activities consisted of cleaning memorials, thanking those who stood against genocide, planting trees, constructing kitchen gardens and collecting the names of families completely wiped out in the genocide.
The activities were held in the lead up to the start of the 21st Commemoration of the Genocide against the Tutsi which begins on 7 April 2015. Click here to learn more about Kwibuka21.
