KITENDO cha jeshi la polisi kuwaweka ndani mahabusu  zaidi ya saa 24 bila kuwapeleka mahakamani au kuwapa dhamana ni ukiukwaji wa sheria na uvunjifu wa ,katiba ya nchi.

Hayo yalisemwana jana hapa Dodoma na Mwenyekiti wa kamati ya kudumu ya bunge ya katiba na sheria, Mohamed Mchemgerwa alipokuwa akifungua kongamano la siku mbili la kitaifa la msaada wa kisheria kutoka mikoa yote ya Tanzania bara na visiwani.
“Ni kinyume cha sheria kuweka watu ndani zaidi ya muda uliwekwa kisheria. Lakini watanzania wengi hawajua hili…hii inatokana na uelewa finyu wa naswala ya kisheria,” alisema Mchemgerwa, wakati wa ufunguzi wa kongamano hilo liloandaliwa na Shirika la Legal Services Facility (LSF).
Alisema wapo watu ambao wanakutana na matatizo mbalimbali pamoja na kuwekwa ndani bila ya makosa kutokana na kutokujua sheria.
Mchengerwa alisema watu wengi hawajui kama kuna dhamana ya polisi ambapo mtuhumiwa hatakiwi kukaa mahabusu zaidi ya saa 24 bila kupelekwa mahakamani au kupewa dhamana.
Katika kongamano hilo,Mchengerwa alisema watoa msaada wa kisheria wanatakiwa kutoa msaada huo katika kila wilaya hususani maeneo ya mjini na vijijini.
"Wapo watu ambao wako gerezani na hawana kosa lakini kutokana na tatizo la uelewa mdogo wa kisheria wamekuwa wakifungwa.
"Jamii bado haijui kama kuna dhamana ya polisi pia ni kosa la kisheria kumweka mahabusu mtuhumiwa zaidi ya saa24 bila kumpeleka mahakamani au kumpatia dhamana"alieleza.
Aliwataja wasaidizi wa kisheria kama nguzo muhimu ya kuwasaidia kuelemisha watanzania kuhusu maswala haya ya kisheria na jinsi ya kupata haki zao pindi wanapopatwa na matatizo mbalimbali ya kisheria.
Kwa upande wake mmoja wa watoa msaada wa kisheria kutoka Zanzibar, Abdullkarim Saidi alisema licha ya kazi kubwa wanayofanya ya kutoa msaada wa kisheria, wasaidizi wa kisheria nchini bado wanakabiliwa na changamoto nyingi.
Alisema changamoto hizo ni pamoja na kukosekana kwa usafiri pamoja na fedha za kuendesha shughuli zao kwa ufanisi, na kuongeza kuwa “tunafanya kazi katika mazingira ambayo si rafiki kutokana na kutembea kwa umbali mrefu.”
Kwa upande wake, Mtendaji Mkuu wa LSF Bw. Kees Groenendijk amesema shirika lake limeweka mikakati madhubuti ya kuwasaidiza wasaidizi wa kisheria waweze kufanya kazi zao kwa ufanisi zaidi, ikiwa ni pamoja na kuwawezesha kifedha na kitaaluma ili waweze kuwasaidia na kuwafikia watanzania wengi zaidi wenye matatizo mbalimbali ya kisheria.
Kwa mujibu wa Kees, mpaka sasa shirika la LSF limeshatoa zaidi ya shilingi billion 20 kwa mashirika mbalimbali yanajishughulisha na utoaji wa huduma za kisheria—lengo kuu likiwa ni kuwasaidia watanzania kupata haki zao.

Mkuu wa wilaya ya Iringa Mh Richard Kasesela amekutana na umoja wa wamiliki wa Daladala Wilayani Iringa katika ukumbi wa Siasa na kilimo kwa lengo la kujadili changamoto mbalimbali zinazo wakabili.

Wakizungumza mbele ya Mkuu wa wilaya hiyo Baadhi ya madereva na Makondakta wameomba kurudishwa katika Stendi ya miyomboni kama ilivyo kuwa hapo awali wakidai kuwa eneo la walilohamishiwa kwa sasa la Mashine tatu ni finyu na lina msongamano mkubwa wa watu jambo ambalo ni hatari kwa usalama wa wananchi.


Dc Kasesela amesema kuwa kurudi katika standi ya miyomboni ni jambo lisilo wezekana kutokana na eneo hilo kuwa dogo na limezungukwa na makazi ya watu pamoja na majengo makubwa ya biashara jambo ambalo linafanya eneo hilo kuwa hatarishi zaidi kama iwapo kunaweza kutokea janga la moto.

Lakini pia amewataka madereva kuacha kutumika kisiasa kwani wanaofanya hivo wanafanya kwa maslahi yao binafsi.

Message from the Heads of UNESCO, ILO, UNICEF, UNDP and Education International on the occasion of World Teachers’ Day, 50th anniversary of the 1966 UNESCO/ILO Recommendation concerning the Status of Teachers, 5 October 2016

Every year on World Teachers Day we celebrate the limitless contributions made by teachers around the world. Day after day, year in and year out, these dedicated women and men guide and accompany students through the world of learning, helping them discover and fulfill their potential. In doing so, teachers not only help shape the individual futures of millions of children; they also help shape a better world for all.

The 2030 Agenda for Sustainable Development makes this critical connection between education and development. By adopting Sustainable Development Goal 4, world leaders pledged to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” This goal cannot be achieved unless we increase the supply of qualified teachers and empower them to be agents of educational change in the lives of the students they teach.

The situation is urgent. To achieve universal primary education by 2030, we need 24.4 million more teachers. The number is even greater for secondary education with 44.4 million secondary school teachers needed.

How can we recruit these new teachers and attract them to the vital profession of teaching when around the world, so many teachers are undertrained, underpaid and undervalued? 

Many teachers still work with inadequate contracts and pay. They often live in difficult conditions, and lack appropriate initial training, continuous professional development, and consistent support. They are sometimes victims of discrimination and even violent attacks.

Teaching could be an attractive, first-choice profession – if teachers were valued commensurate with the immense value they provide to our children, and if their professional status as educators reflected the enormous impact their profession has on our shared future.

That means providing them with continuing training and development to support them in their critical role of educating all children, in all contexts – including the poorest, most remote communities, and in communities in crisis.  It means compensating them properly and giving them the tools they need to do their indispensable jobs. It means putting in place policies that safeguard and reinforce the status of teachers – beginning by giving teachers a place at the table and an active role in decision-making that affects their work. And it means improving the efficiency and effectiveness of education systems at every level.

Fifty years ago today, these principles were laid down in the landmark 1966 UNESCO/ILO Recommendation concerning the Status of Teachers, which resulted in the first international standard-setting instrument on teachers. Since that day, we have made tremendous progress in elevating the status of teachers – but far more work remains to be done.

We dedicate World Teachers’ Day 2016 to celebrating this milestone by reaffirming our commitment to the standards and aspirations it represents – and by redoubling our efforts to achieve them. The teachers of the world – and the children of the world – deserve nothing less.
