US President Barack Obama will embark on his first major African tour later next month, visiting Senegal, Tanzania and South Africa, the White House announced on Monday.

Obama spent only a few hours in Ghana during his first term but this time he is keen to implement a sweeping new regional strategy, prioritizing democracy and economic reform.

The White House said the long-awaited visit was intended to underscore Obama's "commitment to broadening and deepening cooperation between the United States and the people of sub-Saharan Africa" to advance peace and prosperity.

welcomes President Obama's planned visit to the country later next month. Obama will be the second sitting US president to visit Tanzania, after George W. Bush, who made a historic tour in February 2008.

"President Obama's visit to Tanzania is aimed at consolidating good and long standing bilateral ties between Washington and Dar es Salaam. "The visit also underscores the United States endorsement and recognition of Tanzania's good record on democracy, governance and economic reforms," said the Director of the Directorate of Presidential Communications, Salva Rweyemamu.

In his African tour, Obama will meet officials, businessmen, and civil society leaders, including young people, on the trip between June 26 and July 3, an unusually long journey for a president who normally dashes across time zones on trips abroad. His visit to Africa will follow a similar tour made by his wife Michelle in June 2011, during which she met former South African President Nelson Mandela.

While the president is yet to mount a full tour of the continent, he did host a meeting at the end of March with recently elected Senegalese counterpart, Macky Sall, along with the leaders of Sierra Leone, Malawi and Cape Verde, lauding them as examples of "the progress that we are seeing in Africa."

In 2011, Obama received four other African leaders at the White House, the presidents of Benin, Guinea, Niger and Ivory Coast. He had promised them the US would remain a "stalwart partner" to democracies in Africa.

In June 2012, Obama unveiled a sweeping new Africa strategy, with the goal of reinforcing security and democracy on a continent facing the threat of Al-Qaeda and a Chinese economic offensive.

The new US blueprint seeks to boost trade, strengthen peace, security and good governance and bolster democratic institutions, declaring that a continent torn by poverty, corruption and discord could be the world's next big economic success story.

Africa still suffers from a lack of good quality data on livestock that could be used to measure and improve progress as well as inform policymaking processes, scientists have said.

Good data are crucial for identifying effective public and private sector investment opportunities, and in helpling to improve the livelihoods of smallholder livestock producers in Africa, according to 'Livestock Data Innovation in Africa' initiative.

The initiative is jointly run by UN Food and Agriculture Organization (FAO), the International Livestock Research Institute, the African Union (AU) and the World Bank with the support from Bill and Melinda Gates Foundation.

At a media briefing on the progress of the initiative, earlier this month (3 May), Ibrahim Gashash Ahmed, manager at the AU's Interafrican Bureau for Animal Resources, told the media there is a large amount of data on livestock but the quality is still poor in Africa.

For instance, the last livestock census done in Uganda was in 2008, he said.

"We are striving to improve data information on livestock in Africa so as to exploit the continent's potential in livestock for improved exportation of livestock products," said Ahmed.

And according to Ugo Pica-Ciamarra, an FAO livestock economist, improving the quantity and quality of livestock data for decision-makers, better policies and investments, will not only ensure livestock sector development and bring benefits to many livestock keepers in Sub-Saharan Africa, but also make the sector economically and environmentally sustainable.

Pica-Ciamarra says their initiative, which ends at the end of 2013, has two main spheres of activity: data collection, analysis, use and distribution; and sector advocacy, communication and database development.

"Data doesn't only measure progress but also improves it," he tells SciDev.Net.

Kiama Stephen Gitahi, a professor of animal production at the University of Nairobi, agrees there is a lack of relevant data necessary for policy development and strategies to improve livestock production and to harness potential.

The Minister for Energy and Minerals, Prof. Sospeter Muhongo yesterday expressed his optimism over the implementation of 400 MW gas-fired power project in Mtwara, saying it will bring great relief to the aggrieved residents in the region.

The minister’s remarks comes in the face prolonged tug of war pitting residents, security agencies and regional authorities over a government plan to set huge gas pipeline from Mtwara to Dar es Salaam—for electricity production and subsequent distribution countrywide.

Mtwara residents oppose construction of the pipeline on the premises that transfer of the natural gas to Dar es Salaam would not benefit the region. The residents have repeatedly staged violence protests against the gas-pipeline project which is financed by Chinese government.

However, presenting his budget estimates for financial year 2013/14, minister Muhongo said yesterday that the government through Tanesco has partnered with US-based power firm, Symbion Power for installation of 400MW gas-driven power project in Mtwara.

“This project will significantly contribute to the economic and social development of Mtwara residents and other southern regions,” said the minister.

The government was confident that the project would be implemented successfully, said the minister, noting that “I want to assure legislators from southern regions, including Lindi and Mtwara regions, even the White House (US-government) is aware of this project.”

Besides installation of 400 gas-fired power plant, Tanesco-Symbion project will also involve construction of 650 kilometre transmission lines linking to the national grid, said the minister.

According to Muhongo, Tanesco and Symbion have signed a Memorandum of Understanding (MoU), ready for implementation of the project under public-private partnership. The MoU was signed by Tanesco Acting Managing Director, Felchesmi Mramba and Symbion Chief Executive Officer, Paul Hinks.

Principally, the two partners have agreed to set up a joint-venture company to oversee the project, which include construction of a 650-kilometre transmission backbone from Mtwara to Songea where it will be connected to the national power grid through a line that will be built from Makambako to Songea.

Speaking at the MOU signing ceremony some months ago, Tanesco chief, Mramba said implementation of the project will be phased, adding that “It will take three years from financial closure to completion.”

The first phase will involve increasing the existing capacity in Mtwara to meet the growing demand in the southern regions of Lindi and Mtwara itself. Project’s engineering study was expected to start in March, 2013 after which construction works would commence this year, newspapers quoted Mramba as saying.

Askari wakiwa lindoni/doriani, Mtwara

Wakazi wakimbia maeneo yao
