Mkuu wa Mkoa wa Simiiyu, Anthony Mtaka akifungua kikao cha usuluhishi baina ya mwekezaji wa Mwiba Holdings na wadau wa maendeleo mkoani Simiyu kilichofanyika mwishoni mwa wiki.

MKUU wa Mkoa wa Simiyu, Anthony Mtaka amefanikiwa kumaliza mgogoro wa muda mrefu kati ya mwekezaji katika Jumuiya ya Hifadhi ya Wanyamapori (WMA) Makao iliyopo wilayani Meatu, na baadhi ya vijiji vinavyounda jumuiya hiyo. Mwekezaji huyo Mwiba Holdings, amekuwa na mgogoro wa mipaka, mkataba wa kumiliki ardhi na uanzishaji wa ranchi na baadhi ya vijiji hivyo kiasi cha kusababisha kuwa na mahusiano mabaya na wananchi ambao wamekuwa wakisusia misaada mbalimbali inayotolewa na mwekezaji huyo. Hata hivyo, chanzo halisi cha mgogoro huo kimegundulika kuwa ni viongozi wa baadhi ya vijiji ambao wamekuwa wakipigania maslahi yao binafsi huku wakisambaza taarifa za upotoshaji juu ya mwekezaji huyo na kujenga chuki kwa wananchi. Vijiji vinavyounda WMA ya Makao ni pamoja na Makao, Iramba ndogo, Sapa, Mwangudo, Jinamo, Lukale, Mbushi, Mwabagimu na Sunga. Baadhi ya viongozi hao wa vijiji pia wamekuwa wakisambaza taarifa potofu kwa wananchi kwamba Mkuu huyo wa mkoa na mkuu wa wilaya ya Meatu wamehongwa na mwekezaji ili kuwakandamiza wananchi, jambo lililothibitika kuwa si la kweli. Kutokana na mgogoro huo kuzidi kuota mizizi huku uongozi wa CCM Mkoa wa Simiyu nao ukichukua upande, Mtaka alilazimika kuitisha kikao cha usuluhishi kilichoshirikisha wadau wote wakiwamo Kamati ya Siasa ya CCM mkoa na wilaya, viongozi na watendaji wa serikali ngazi ya mkoa na wilaya, viongozi wa vijiji tisa vinavyounda WMA Makao, mwekezaji na wadau wengine akiwamo Mbunge wa Meatu na Mwakilishi wa Ofisi ya Waziri Mkuu. Akizungumza katika kikao hicho kilichofanyika mwishoni mwa wiki mjini hapa, Mtaka aliwakemea viongozi wanaoeneza taarifa potofu wilayani humo na kusababisha shughuli za maendeleo kukwama huku akiahidi kuwachukulia hatua zinazostahili viongozi wa namna hiyo. “Katika masuala ya maendeleo ya wananchi sina mzaha. Nipo tayari kuwa kiongozi unpopular (asiyependwa) ili mradi shughuli za maendeleo za wananchi zinaenda mbele. “Mgogoro na Mwiba umekuwa kama mkuki mnaojichoma wenyewe kila siku kwa sababu wenyewe ndiyo mlioingia mikataba na mwekezaji wakati sisi hatukuwapo na wala hatuna maslahi yoyote binafsi hivyo acheni maneno maneno, kaeni chini mzungumze tusonge mbele,” alisisitiza Mkuu huyo wa mkoa. “Mmefikisha malalamiko, tena kwa maandishi hadi kwa Waziri Mkuu lakini uhalisia ni kuwa mengi mliyopeleka hayana ukweli, ni hisia na mengine ni fitna tu. Sasa wekeni kila kitu hadharani hapa, tumalize suala hili leo na tujikite zaidi katika mambo ya maendeleo,” alisema.

Mkuu wa Mkoa wa Simiiyu, Anthony Mtaka akifungua kikao cha usuluhishi baina ya mwekezaji wa Mwiba Holdings na wadau wa maendeleo mkoani Simiyu kilichofanyika mwishoni mwa wiki.[/caption] Kuhusu mgogoro wa mpaka hasa katika kijiji cha Buhongoja ambako alama ya mpaka yenye namba 314 inadaiwa kusogezwa kinyemela kwa umbali wa kilomita 10, Mkuu huyo wa mkoa alizitaka pande zinazohusika kukutana na kutatua tatizo hilo kwa kurejea katika eneo la awali bila ya mikwaruzano yoyote. Aliamuru pia pande zinazohusika katika suala la mkataba wa umiliki wa ardhi,kukaa meza moja na kuacha mambo ya kukimbilia kwa wasuluhishi ambao wamekuwa wakidai fedha nyingi ambazo zingeweza kutumika kwa maendeleo ya vijiji au wilaya ya Meatu. Katibu Tawala wa Mkoa wa Simiyu, Jumanne Sagini aliahidi kupeleka wataalam watatu watakaosaidiana kutatua mgogoro huo wa umiliki wa ardhi watakaosaidiana na wake wa wilaya ili kutatua suala hilo ndani ya wiki mbili. Awali, Mwenyekiti wa Kijiji cha Makao, Anthony Phillipo alieleza kuwa kijiji kilazimika kupelaka suala hilo kwenye Tume ya Usuluhishi wa Migogoro Dar es Salaam ambako kijiji walishindwa kulipa gharama za usuluhishi huo walizotozwa na Jaji Mstaafu Thomas Mihayo. Mwenyekiti wa CCM mkoa wa Simiyu, Dk. Titus Kamani alieleza chama hicho tawala kusikitishwa na mgogoro huo unaokwamisha shughuli za maendeleo ya wananchi na utekelezaji wa ilani ya uchaguzi ya chama hicho. “Ndugu zangu, sisi tunajiandaa kushinda katika uchaguzi wa serikali za mitaa mwaka 2019 na uchaguzi mkuu wa mwaka 2020, kwa hiyo tunawaomba tusikubali kuingizwa katika migogoro kama hii ambayo haina tija kwa wananchi. “Tunataka wakati wa uchaguzi utakapofika tushinde pila pressure (msukumo) yoyote na tunachotaka ni mshikamano,maelewano mazuri baina ya wadau wote ili tufanye shughuli za maendeleo kwa faida ya mkoa wetu wa Simiyu na wilaya ya Meatu,” alisisitiza. Naibu Waziri wa Nchi Ofisi ya Makamu wa Rais (Mazingira) Mpina Luhaga ambaye pia ni mbunge wa Kisesa wilayani Meatu alisema katikA kikao hicho kuwa mwekezaji huyo amekuwa akifuata sheria zote za nchi katika utekelezaji wa majukumu yake na ni wazi kwamba wananchi watashindwa katika madai yote wanayofungua katika Tume ya Usuluhishi wa migogoro. “Mimi nimefuatilia malalamiko haya ya wananchi serikalini na hasa Wizara ya Maliasili na Utalii na hawa jamaa wamefuata taratibu zote na wanalipa tozo zote wanazostahili kulipa hivyo tunapaswa kuwa waangalifu,” alisema. Mkurugenzi wa Mwiba Holdings, Abdulkadir Mohamed Luta alisema kuwa Kampuni hiyo ipo tayari kukaa meza moja na kusaidia usuluhishi wa mgogoro wowote ili wajikite zaidi katika shughuli za maendeleo ya wananchi. Aliongeza kwamba kampuni hiyo ilikuwa tayari kugharamia hata suala la mkataba wa umiliki wa ardhi lililofikishwa Tume ya Usuluhishi wa Migogoro ili mradi tu suala hilo liishe na waendelee na mambo ya maendeleo Alisema watazifanyia kazi hoja zote zilizotolewa na wananchi katika kikao hicho na kwamba sera ya kampuni hiyo ni kushirikiana na wananchi na wamekuwa wakitekeleza sera hiyo kwa vitendo. Mbunge wa Meatu, Salum Khamis maarufu kwa jina la Mbuzi, alisema kuwa hana mgogoro na mwekezaji yoyote lakini hatakaa kimya kutetea maslahi ya wananchi wake ambao ndio waajiri wake kila atakapoona kuna sababu ya kufanya hivyo. Naye Mwenyekiti wa Halmashauri ya Wilaya ya Meatu, Pius Machungwa aliahidi kuipatia kiwanja cha kujenga ofisi Kampuni ya Mwiba Holdings katika makao Makuu ya wilaya hiyo ili iwe karibu na wananchi, na kwamba watashirikiana na kampuni hiyo katika shughuli za maendeleo wilayani humo.

Makampuni ya ulinzi yanayofanya shughuli zake Jijini Dar es Salaam yametakiwa kutoa mafunzo ya kila mara kwa askari wake kwa kushirikiana na Jeshi la Polisi ili kukabiliana na changamoto za usalama zinazolikumba Jiji hilo kwa sasa. Rai hiyo imetolewa na Kamanda wa Polisi katika Mkoa wa Kipolisi wa Kinondoni SACP Suzan Kaganda wakati akifunga mafunzo ya siku tano kwa askari 70 wa kampuni ya ulinzi ya SGA Security yaliyofayika katika makao makuu ya kampuni hiyo, Mbezi Beach. Mafunzo haya yaliandaliwa na Polisi Tanzania katika kuimarisha ufanisi wa askari katika makampuni binafsi. “Natoa rai kwa makampuni mengine ya ulinzi yaliyopo Mkoa wa Kinondoni yaige mfano mzuri kutoka SGA Security kwa kutoa mafunzo kwa watumishi wao ili kuwaongezea maarifa yatakayowawezesha kufanya kazi kwa kujiamini na kwa uhakika,” alisema. Alisema jeshi la polisi liko tayari kutoa ushirikiano, msaada wa kitaalamu na ushauri pale itakapohitajika huku akiongeza kuwa jeshi hilo pekee haliwezi kumaliza kabisa uhalifu bila kushirikiana na wadau mablimbali yakiwemo makampuni kama SGA Security.

Kamanda wa Polisi Mkoa wa Kipolisi Kinondoni SACP Suzan Kaganda akikagua gwaride rasmi lililoandaliwa na askari wa SGA Security wakati wa kuhitimisha mafunzo ya siku tano kwa askari 70 wa kampuni hiyo.

  “Aidha nawaasa kuzingatia taratibu na sheria za nchi tunapokuwa tukitimiza majukumu yetu ili kazi yetu iwe na tija kwa jamii tunayoihudumia na taifa kwa ujumla,” alisema na kuwaasa askari waliopata mafunzo kuyatumia vizuri kwa manufaa yao na kampuni kwa ujumla. Naye Mkurugenzi Mtendaji wa SGA Security -Tanzania, Eric Sambu, alisema mafunzo hayo ya mara kwa mara yamekuwa na manufaa makubwa kwa kampuni kwani wameweza kuwajengea askari wao uwezo mkubwa hivi kuwafanya wananchi waongeze imani kwao. Zaidi, Mkurungenzi Mtendaji alishukuru Polisi kuanzisha mchakato huu wa kutoa mafunzo wao wenyewe moja kwa moja hii ni ishara kuwa kazi zetu katika makampuni binafsi zinatambuliwa na Polisi wanatuchukulia kama wadau wao katika kuimarisha ulinzi na usalama nchini. “Tumekuwa tukiendesha mafunzo haya kwa kushirikiana na jeshi la polisi kwani kazi zetu zinafanana kwa kuwa tupo ili kuhakikisha usalama wa wananchi na mali zao,” alisema.

Alisema katika siku tano za mafunzo askari hao waliweza kujifunza mada tofauti kama vile matumizi ya nguvu na silaha za moto, haki za binadamu, polisi jamii, uvunjifu wa haki za binadamu, huduma kwa wateja na uhusiano wa jamii, doria, eneo la tukio, usuluhishi wa migogoro na nguvu ya kukamata. “Tutaendelea kutoa mafunzo ya aina hii mara kwa mara kwa kuwa tayari tumeona matunda yake ili askari wetu kote nchini katika sehemu ambazo tunafanya kazi waendelee kuwa na uwezo wa kufanya kazi kwa weledi,” alisema. Kampuni ya SGA ni moja ya makampuni makubwa ya ulinzi Afrika Mashariki huku ikiwa na uzoefu wa zaidi ya miaka 40 katika ukanda huu na imeajiri zaidi ya wafanyakazi 17000 huku ikiwa imewekeza vikamilifu katika rasilimali tofauti za shughuli za ulinzi na usalama.
  Kamanda wa Polisi Mkoa wa Kipolisi wa Kinondoni SACP Suzan Kaganda akipewa maelezo kuhusu chumba cha mawasiliano cha SGA Security kilichopo Mbezi Beach, Dar es Salaam wakati akifunga mafunzo kwa askari 70 wa kampuni hiyo. Kulia ni Mkuu wa Ufundi wa SGA-Tanzania Prochest Peter.

SGA Security ni kampuni ya kwanza binafsi kusajiliwa nchini Tanzania mwaka 1984, kama Group Four Security baadae ikajulikana kama Security Group, baada ya zaidi ya miaka 32 ya shughuli na mafanikio Tanzania na 48 Afrika Mashariki, kampuni imeweza mpaka sasa kuajiri wafanyakazi takriban 5,000 nchini Tanzania na zaidi ya 18,500 katika kanda ya Afrika Mashariki, SGA Security ni moja ya waajiri kubwa katika eneo hilo. SGA Security ina uwakilishi wa kiasi kikubwa sana katika kila eneo la huduma ya usimamizi na usafirishaji wa pesa na vitu vyenye thamani na inatoa huduma hizi kwa zaidi ya Mabenki na Taasisi za Fedha 55 katika eneo la Afrika Mashariki, pia kwenye kutoa huduma za ulinzi kwa takribani mashirika 65 binafsi, kidiplomasia na NGO sekta katika eneo hilo. SGA Security imejikita zaidi pia katika ulinzi shirikishi kupitia teknolojia zaidi za kisasa kama Closed Circuit TV na Access Control, huduma za radio, Tracking ya magari na ufuatiliaji wa mizigo iwapo safarini (RFID).

The government needs to put in place strong institutions, relevant policy and laws to support the industrialization drive championed by President, Dr John Pombe Joseph Magufuli to foster social and economic development in the country.
 
The concept of green industrial revolution could not be reached if the government will dilly dallies to strengthening institutions and implementing governing laws to speed up green industrial revolution in Dar es Salaam.
 
“The industrial economy will be impossible unless we have put in place strong institutions, supportive laws and relevant policies that create a conducive environment for industrial investment,” says Dr Lucas Katera, a researcher from Policy Research for Development, REPOA.
Dr Katera was speaking at the special program called “Baragumu’ Hosted by the local TV station Channel Ten on which the East African Business Week was invited, he went on to say that the government needs to revamp its taxation system.
 
He noted that the taxation system should more friendly that invite foreign direct investment as well as local investors to continue investing in the industrial and agricultural sector that also support the existing other sub sector across the country.
 
Dr katera said that  the agricultural sector should be considered as it always provide raw materials to the industries including generating viable employment to majority of Tanzanians in the rural and remote areas.
 
On his part another researcher from REPOA, Jamal Msami said that the government should also invest in education to ensure that the sector also contribute to the growth of the industrial sector for producing more competent engineers and technicians from the colleges and universities to support the President drive.
 
“We should now adapt new industrial technology that will fuel the growth of our industrial economy with the support of the friendly taxation system that will encourages business and sound investment,” Researcher, Msami  
 
He emphasized of the importance of investing in education sector especially preparing young Tanzanians from the secondary to university level to undertake sciences subjects to become best and competent scientists and engineers to oversee the growth of the industrial sector.
Researcher, Msami underscored that the government should also look an alternative of empowering its employees through the government income from skills development levy to sponsor its employees for further studies.
 
“We should not allow other technicians from outside to come and work in our industries while we have our fellow Tanzanians that they have same skills relevant to those expertises from outside,” he added.
 
He also explained further that the education that the government other institutions should provide need to quality with acceptable standard for them to fit in the existing labour market demand.
Msami said the tax laws should revamp to encourage and attract more investment while creating enabling business environment for Tanzanians and foreigners as well as reducing the cost of doing business in the country.
 
REPOA was formed in 1994 in Tanzania with the mandate to contribute to the alleviation of poverty in its multiple dimensions through research and capacity building. Over time, REPOA’s mandate has expanded beyond alleviating poverty to encompass growth and socio-economic transformation for poverty reduction.
 
The experience from implementation of the 2010 - 2014 strategic plan, the as well as recent developments and concerns in national, regional and global economies have informed the development of REPOA’s new five-year strategic plan for 2015-2019.

Karibuni katika Mdahalo (Debate) wa Kitaifa utakaofanyika Nkrumah siku ya Jumapili tangu saa 8 mchana hadi saa 12 jioni.

Kwa muda mrefu sasa, tumekuwa tukiandika, tukijadiliana na kulumbana kuhusu matumizi ya lugha ya Kiswahili. Iwe katika kuitumia kama lugha ya kufundishia, au kutolea hotuba katika mikutano au hata mawasiliano rasmi katika maofisi ya Serikali na Mashirika yake n.k.
Katika mijadala hiyo kuna wanaosema kuwa, tutumie Kiswahili na kuna wanaosema tuachane na Kiswahili tutumie Kiingereza.

Siku ya Jumapili tarehe 19, ni mara ya kwanza ambapo pande mbili zinazokinzana zitakutana ili kubishana kwa HOJA.
Ukumbi wa Nkrumah umekuwa na sifa ya kuwa na mijadala yenye kuleta tija na mabadiliko mioyoni au vichwani mwa watu, wawe viongozi au waongozwaji. Karibu ili ushiriki katika utamaduni huu wa Nkrumah na utoe mchango wako, kwa hoja za kitaaluma.

Kwa wale ambao mtashindwa, Mdahalo huo utarushwa mubashara na Vyombo vyetu vya habari vya TBC, ITV, Azam TV, Star TV, na Clouds, ikiwa ni pamoja na radio zake.

The Consortium of Tanzania Universities and Research Libraries (COTUL) announces the 2017 COTUL Scientific Conference which will be held in September 2017 in Tanzania.
 
Theme: The role of libraries in strengthening research and development (R&D) towards       nurturing industrialization in Tanzania
Sub-themes
Papers should focus on the role of libraries in:
  1. Increasing the volume and quality of research and innovations to support industrialization.
  2. Promoting new products, processes, ideas, and innovations for industrialization.
  3. Supporting improvement of science, technology and innovation (STI) skills.
  4. Forging and strengthening partnerships and linkages between R&D institutions and industry.
  5. Role of Library Information Science Schools (LIS) on industrialization
  6. Role of knowledge management and industrialization.
 
Submission Guidelines
Abstracts
  • All abstracts should be in English. Use appropriate words and correct grammar.
  • The abstracts should have a maximum of 300 words.
  • The abstracts should contain the following information in the order provided:
ü   Title of the abstract
ü  Full author details (name, institution and addresses)
ü  The abstract should be structured with the following sub-headings:
·         Background
·         Aim
·         Methods
·         Results and discussions
·         Conclusion
