January 2013

The government has assured women entrepreneurs of its strong support in creating and fostering a friendly environment for their businesses.
Vice President Dr Gharib Bilal said this yesterday in Dar es Salaam at the Seventh Eastern African Entrepreneurs Exchange Network (EAWEExN) Conference aimed at empowering women in the region to make them grow in business.
“The government will continue to work hand in hand in collaboration with the private sector to create a friendlier environment for women in business,” Dr Bilal said.
The government was aware of the challenges inhibiting women’s full participation in trade forcing many of them into informal sector, he said.
He mentioned some of the challenges as legal and regulatory frameworks, tariff barriers to trade, lack of market infrastructure and inadequate access to credit and finance.
He said that EAWEExN has proved to the government that women are capable of bringing about great positive changes in their communities, nation and regions, adding that the government’s biggest role is to facilitate them.
“We are committed to remove barriers to trade and to support women initiatives in the establishment, formalisation and growth of their businesses,” the vice president stressed.
The government has however placed policy and institutional mechanism towards empowering women, aimed at improving the business and social environment to push forward the economic involvement of women, he said.
Other efforts, the Vice President said, include providing legal literacy and education and training that will help them have access to land and finance, and reform labour laws for their easy participation in national, regional and international markets.
Moreover the government has continued to allocate funds for programmes such as the establishment of Property and Business Formalisation (Mkurabita) and credit to women issued through the Women Development Funds (WDF), both aimed at empowering women economically.
For her part, Tanzania Women Chamber of Commerce (TWCC) chairperson Fatma Riyami, said the conference will help the entrepreneurs to secure networks and share experience with their counterparts in other countries for improvement of their businesses.

“This conference will strengthen women entrepreneurs’ networks in eastern Africa and expand their markets to the countrys’ members,” Riyami explained.
Vikoba’s Chairperson Devota Likokola for her part, said they are happy about women’s turn up at that conference, adding that that is one of the big steps to bring women together and help them move forward economically.

Dar es Salaam, Tanzania despite the country’s erupted with chaos last week in Masasi district, Mtwara region in which four people killed and dozens wounded; Tanzania has climbed up The Ibrahim Index African Governance (IIAG’s) making it into the top ten for the first time in its history. It has been established
Over the last six years, Tanzania has climbed up the IIAG’s rankings, making it into the top ten for the first time. Angola, Liberia and Togo have left the IIAG’s group of the ten worst performers. They have been replaced by Eritrea, Guinea Bissau and Nigeria.
Surprisingly, Tanzania has climbed for tenth ranking after an assessment made by the IIAG’s in the following categories Safety and Rule of law, Participation and Human Rights, Sustainable and Economic Opportunity and Human Development.
Although the Tanzanian government faces the stiff challenges and protesting of his natural gas policy, the ongoing land conflicts between pastoralists and farmers, clashes between police and journalists and members of opposition party.
Moreover, the conflict between police and journalists which led to the death of Daud Mwangosi, former Channel Ten TV reporter brought an alarming signal to the government that something ought to be done to resolve the misunderstanding.
Cosmas Bahai from the Institute of Peace and Conflict Studies (IPCS) said that for the last five years the government of Tanzania tried to involved people into the decision making process to ensure the equal participation of the people in the country’s development.
Bahai explained further that the government of Tanzania has improved its relationship and decided to work closer with the private sector especially Non Governmental Organization to protect rights of the people.
“We have seen a tremendously progress in the improving people safety and the rule of law despite some pitfalls of here and there,” Bahai attributed.
He further noted that the regular probe committee and commission to investigate on various saga and public scandals has made the government to scored tenth in the raking of IIAG’s.
Bahai added that President Jakaya Kikwete is working tireless to ensure that there is peace and tranquility in the country while pressing other organ to adhere the rule of law and good governance to foster social and economic development of the people.
The report described that three countries, Angola, Liberia and Togo, no longer feature in the IIAG’s list of the ten worst performers. They have been replaced by Eritrea, Guinea Bissau and Nigeria
At the regional level, over the last six years three of the five regions – West Africa, Central Africa and Southern Africa – have slightly improved their overall governance level. North Africa and East Africa have registered slight declines, more markedly in North Africa.
Interesting is the rise of West Africa which, between 2006 and 2011, overtook North Africa in Safety & Rule of Law, due to North Africa’s sharp decline in this category, and also overtook East Africa in Sustainable Economic Opportunity.
From 2000 to 2011, seven countries have demonstrated a significant improvement in their overall governance score: Liberia, Angola, Sierra Leone, Rwanda, Congo, Democratic Republic of Congo and Zambia. One country, Madagascar, has significantly declined.
However, while governance continues to improve in many countries, some of Africa’s regional powerhouses – Egypt, Kenya, Nigeria and South Africa – have shown unfavourable governance performance since 2006.
All four countries have declined in both Safety & Rule of Law and Participation & Human Rights, with particularly noticeable declines in the Participation sub-category. Nigeria, West Africa’s powerhouse, has for the first time this year fallen into the bottom ten governance performers on the continent.
This imbalance in performance between the four categories of the IIAG – with Sustainable Economic Development and Human Development scoring better than Safety & Rule of Law and Participation & Human Rights – was highlighted in the 2010 and 2011 editions of the IIAG, when Egypt, Libya and Tunisia stood out as cases in point.
This characteristic remains an important concern. Over the last six years almost half of the 52 African countries register increased imbalance between the four categories.
Five of the six most imbalanced countries belong to North Africa: Algeria, Egypt, Libya, Morocco and Tunisia. Not only does North Africa remain the most imbalanced region in Africa, it has also experienced the greatest regional governance deterioration since 2006.
However, while governance continues to improve in many countries, some of Africa’s regional powerhouses – Egypt, Kenya, Nigeria and South Africa – have shown unfavourable governance performance since 2006.
This is the sixth year in which we have measured governance outcomes in Africa, looking at both country and regional performances across four major categories – Safety & Rule of Law, Participation & Human Rights, Sustainable Economic Opportunity and Human Development.

The World Bank and International Finance Corporation annual report on “Doing Business and Measuring Business Regulations in East Africa" has drawn mixed feelings from scholars and from business stakeholders across the country.
While others support the report from these two giant financial institutions, some scholars have told Tanzanians to be more skeptical because the report will not transform and foster social and economic development in the region.
Speaking to the Express in an exclusive interview recently, University of Dar es Salaam Senior Lecturer Dr Bashiru Ally said that most of those world financial institutions are imperialists who focus on capital accumulation and investment in developing countries.
He said that international financial institutions are paving the way for multinational companies from developed countries to come and invest in developing countries in all key sectors of the economy.
“African leaders and entrepreneurs should rethink how to control their growing economies in this era of technology, globalization and investment, to ensure African economies are controlled by African themselves.”
“These IMF, IFC and the World Bank are trying to block free thinking by Africans about their economies without outside interference in daily trade activities,” he said.
Dr Ally noted that international financial institutions’ eyes are on the rich African resources available in sectors such as mining, fishing, fertile land, construction, and commerce.
He said that Africa will be constructed and developed by Africans themselves through natural resources, but they need proper regulatory reforms which will foster social and economic progress.
For his part David Mbulumi from the United Nations Development Program (UNDP) said the IMF and the World Bank reports for Africa do not reflect the reality of most of the developing nations in Africa.
He noted that for instance Millennium Development Goals criteria’s are not applicable to most African countries and funnily enough you cannot compare Africa, with the Caribbean, Europe, America or Asia in various aspects, such as trade, construction and the business environment.
He said that these reports are not applicable to most of the developing nations, due to the fact that criteria used by these giant institutions are not suitable for the African continent.
“I am a little bit skeptical about these reports because they are using the same criteria worldwide while Africa and Europe have different cultures, values, business and environments and it is not logical to dump them in the same basket,” he said.
Mbulumi added that whereas these reports outlined the weaknesses in registering and starting up business, bureaucracy in getting construction permits and the cost of doing business in African countries, sometimes these studies are biased.
He further said these criteria are too general across the world, which fails to do justice to the African continent, and it is not fair to match developed and developing countries in regulatory reforms, law and order, technology, infrastructure and capital for investment.
“I am strongly advocating these reports on doing business in Africa and East Africa because they are featuring what is really happening on the ground in most of the developing countries,” says Hussein Kamote Director of Policy and Advocacy from Confederation of Tanzania industries.
He said that corruption, bureaucracy and red tape are the major setback of investment, especially foreign direct investment in Tanzania.
“Some of the business people nowadays turn to neighboring countries such as Rwanda, Namibia, Mozambique and Zambia, where bureaucracy is very low and opportunities available,” says Kamote.
Kamote cited an example of the business people who were investing in the textile industry but have decided to shift from Tanzania to Mozambique due to the red tape which is continuing rampant in that key sector.
He said that in Tanzania the process of registering companies or getting business licenses is too cumbersome compared to other East African countries such as Rwanda, which for the last two years has attracted foreign investors into tourism, construction and other key sectors.
Kamote said that these IMF and the World Bank reports on doing business in Africa is a great opportunity for the African people to start restructuring and revamp their overall system.
For his part the corporate lawyer Christopher Singa told the “Guardian” that the IMF and the World Bank are development partners in every key sector such as construction, mining, telecommunication and public services.
He said that according to IFC and the World Bank report on doing business, for 2012/2013 it applauded the East African governments including Tanzania for implementing proper regulatory reforms that improve the environment for local businesses.
Singa added that continuous improvement of the business environment is important for economies seeking to benefit from increased trade and investment through regional integration.
The latest report of those two giant world financial institutions shows that the business environment for entrepreneurs in all five economies of the East African Community:  Burundi, Kenya, Rwanda, Tanzania and Uganda have improved.

Waziri Mkuu, Pinda, huku akishangiliwa alisema:
