KATIBU Mkuu wa Chadema, Dk Willibrod Slaa, amesema kauli iliyotolewa na Waziri wa Ushirikiano wa Afrika Mashariki, Samuel Sitta ni nzito, hivyo anajipanga kuijibu.

Dk Slaa aliliambia gazeti hili jana kuwa asingependa kuzungumzia kauli hiyo sasa kwa kuwa yuko ziarani vijijini, lakini ataitolea tamko wakati mwafaka ukifika.Habari ambazo baadaye gazeti hili lilizitapa zinasema kuwa Dk Slaa huenda akamjibu Sitta leo, atakapokutana na waandishi wa habari mjini Iringa.

Dk Slaa mwenyewe jana jioni alithibitisha kwamba atakutana na waandishi wa habari leo mjini Iringa, lakini hakuwa tayari kueleza kama atazungumzia kauli ya Sitta au la.

Ofisa Habari wa Chadema, Tumaini Makene akizungumza na gazeti hili jana alisema mkutano wa Dk Slaa na waandishi wa habari utalenga kueleza jinsi Chadema kinavyoendesha Operesheni Vuguvugu la Mabadiliko (M4C), baada ya kuzuiwa kwa mikutano yake ya hadhara.

“Kwenye mkutano na wanahabari, mambo mengi yanaweza kutokea. Kwa hiyo siwezi kukujibu moja kwa moja kama hilo unaloulizia (kauli ya Sitta) nalo litajibiwa au la,”alisema Makene. 


Sitta alipokuwa akizungumza na baadhi ya viongozi wa CCM wa wilayani Karagwe Mkoa wa Kagera juzi, alisema kuna upungufu mwingi katika safu ya uongozi ya Chadema, kutokana na kutokuwa na watu wenye uzoefu wa kufanya kazi za Serikali, badala yake wana baadhi ya watu wenye uzoefu wa kuongoza kumbi za muziki.

Sitta alisema ukimwondoa Dk Slaa, hakuna kiongozi mwingine anayeweza kufanya kazi ya kukiongoza na kukifanya chama hicho kikubalike kwa umma.

“Hawa jamaa hawana hazina ya viongozi kama tulionayo CCM, ambapo tunaweza kusimamisha wagombea 20 wa urais wenye sifa zinazofanana tofauti na wao wanae Dk Slaa tu ambaye inasemekana aliukimbia upadri,” alisema Siita na kuongeza:

“Wote hapa mnasikiaga kwamba Mwenyekiti wao, Freeman Mbowe ni mjuzi wa disko za usiku, sasa huwezi kulinganisha na CCM hata akitoka mtu mmoja chama chetu hakiwezi kuyumba.”


Kuhusu M4C

Katika hatua nyingine, Dk Slaa alizungumzia Operesheni inayojulikana kama M4C akisema Chadema imewabwaga polisi, kutokana na chama hicho sasa kubuni mbinu nyingine ya kujiendesha.

"Tuko huko Mufindi tunajenga chama, vikao kila wakati," alisema Dk Slaa alipoulizwa yuko wapi na anafanya nini.

Dk Slaa alisema CCM na Serikali yake, itajuta kuzuia mikutano ya hadhara ya Chadema kwani baada ya uamuzi huo, chama hicho kimekuja na njia nyingine ya kujijenga maeneo ya vijijini.

"Hawa watajuta (CCM na Serikali) kuzuia mikutano yetu. Sisi tumekuja na njia nyingine ya kukijenga chama vijijini," alisema Dk Slaa ambaye hata hivyo, hakubainisha njia gani anayotumia sasa kukijenga chama hicho cha upinzani.

Alipoulizwa atamaliza lini ziara yake hiyo ya kukijenga chama kwa njia mbadala, alijibu," Tulipanga kutumia siku 44 katika mikoa mitano, lakini nadhani siku hizo zitaongezeka baada ya mikutano yetu kuzuiwa.”

Mwanzoni mwa mwezi huu, Chadema kilianza ziara ya kutembelea maeneo mbalimbali nchini katika kile wanachokiita Movement for Change (M4C).

Hata hivyo, wakiwa mkoani Morogoro, chama hicho kiliingia katika mgongano na polisi katika vurugu zilizosababisha kifo cha mfuasi wake mmoja na majeruhi wawili.

Baadaye Mkuu wa Jeshi la Polisi Nchini, IGP Said Mwema aliipiga marufuku mikutano na maandamano ya chama hicho iliyopangwa kufanyika mkoani Iringa kwa kile kilichoelezwa kuwa ni kupisha Sensa ya Watu na Makazi.

Mahakama ya Hakimu Mkazi Kisutu jijini Dar es Salaam imewaachia huru wanafunzi 51 wa Chuo Kikuu cha Dar es Salaam (UDSM) waliokuwa wakikabiliwa kwa pamoja na mashitaka ya kufanya mkusanyiko usio halali tarehe Novemba 11 mwaka 2011, eneo la Mlimani la Chuo Kikuu cha Dar es Salaam na kusababisha uvunjifu wa amani eneo la chuo hicho.

Wanafunzi hao waliachiwa jana na Hakimu Walialwande Lema aliyekuwa akisikiliza kesi hiyo baada ya upande wa mashitaka ulioongozwa na Wakili wa Serikali, Ladslaus  Komanya kushindwa kuleta mashahidi mahakamani huku wakitoa sababu mbalimbali. Komanya alidai kuwa  washtakiwa hao wakiwa kwenye mkusanyiko huo haramu kwa lengo la kufanya mgomo, askari wa Jeshi la Polisi waliwataka watawanyike, lakini hata hivyo wanafunzi hao walikaidi amri hiyo na kudai kuwa upelelezi wa kesi hiyo umekamilika.

Hata hivyo washitakiwa hao ambao walifikishwa mahakamani hapo chini ya ulinzi mkali wa jeshi la polisi, walikana mashtaka hayo na waliachiwa huru baada ya kukamilisha masharti ya dhamana ya kuwa na mdhamini mmoja wa kuaminika ambaye alisaini bondi ya Shilingi milioni moja.

Baada ya kuachwa huru, wanafunzi hao waliondoka mahakamani hapo kwa furaha huku wakikumbatiana na wengine wakisali.

Akitoa uamuzi huo jana, Hakimu Lema alisema kuwa anatupilia mbali maombi ya upande wa mashitaka yaliyokuwa yakiomba ahirisho la kesi hiyo kwa mara nyingine wakidai kuwa mashahidi wao ambao ni askari wako katika Sensa ya Watu na Makazi.

Lema alisema kuwa sensa ni muhimu kama ilivyo kesi hiyo, lakini maombi yao hayakufuata taratibu za sheria ambapo kwa mujibu wa kifungu cha sheria cha 225 (4) Sheria ya  Mwenendo wa Mashauri ya Jinai (CPA), sura ya 20 kwa sababu upande wa mashtaka ulishindwa kuliendesha shtaka hilo.

“Agosti 13 mwaka huu kulikuwa na ahirisho ambapo sababu ilikuwa hakuna mashahidi kwa sababu wako katika mgomo wa madaktari, leo tena mnaleta sababu kuwa wako katika sensa inaonesha mmedharau amri ya Mahakama,” alisema Hakimu.

Alisema amri ya mwisho aliyoitoa ilikuwa ahirisho la Agosti 13 mwaka huu hivyo upande wa mashitaka umedharau amri ya Mahakama na kwa maana hiyo anawaachia huru washitakiwa wote chini ya kifungu cha sheria ya Mwenendo wa makosa ya jinai kifungu cha 225 (5) sura ya 20.

Awali wakili wa upande wa mashitaka, Prosper Mwangamila alidai kuwa kesi ilikuja kwa ajili ya kusikilizwa akaomba iahirishwe hadi Jumatatu. Wakili wa washitakiwa hao, Reginard Martin akijibu hoja hiyo aliiomba Mahakama kutokubali ombi hilo na badala yake kesi ifutwe washitakiwa waachiwe huru.

Jakaya Mrisho Kikwete ametuma Salamu za Rambirambi kwa Familia ya aliyepata kuwa Mkuu wa Wilaya ya Mbarali, Mama Hawa Ngulume kufuatia taarifa za kifo chake kilichotokea katika Hospitali ya Jeshi Lugalo, Jijini Dar es Salaam alikokuwa amelazwa kwa matibabu akisumbuliwa na ugonjwa wa Saratani.  Mama Hawa Ngulume amefariki leo tarehe 30 Agosti, 2012.

Taarifa za kampuni hiyo kukubali kufanya biashara na Tanzania zimekuja baada ya kuwepo taarifa, kwamba kampuni hiyo haiko tayari kufanya biashara na Tanzania, ingawa ndiyo iliyoiuzia rada hiyo wakati wa awamu ya tatu ya utawala wa Rais Benjamin Mkapa.

Akizungumza na MTANZANIA Dar es Salaam jana, Mkurugenzi wa Usafiri wa Anga Tanzania (TCAA), Mhandisi Fadhili Manongi, alisema kuwa Agosti 20 mwaka huu, alipokea barua kutoka Kampuni ya BAE ikiwaahidi kuwauzia kifaa kiitwacho Power Supply Unit, kilichokuwa kimeharibika.

Alisema kifaa hicho ambacho ni kwa ajili ya rada hiyo ya kuongozea ndege katika Uwanja wa Ndege wa Julius Nyerere Dar es Salaam, kinanunuliwa kwa gharama ya pauni 9,000 za Uingereza.

Mhandisi Manongi alisema kutokana na barua hiyo kuwahakikishia kuuziwa kifaa hicho, tayari mipango ya manunuzi inaendelea ili kifaa hicho kiweze kununuliwa na kuletwa nchini haraka.

“Kifaa cha rada kilichokuwa kimeharibika pale uwanja wa ndege tulikipeleka Afrika Kusini ambapo Kampuni ya Tellumat imeweza kukitengeneza kwa gharama ya Dola za Marekani 2,516 na kimerejeshwa nchini na kufungwa. Hivi sasa hali ya uongozaji ndege imerejea kama ilivyokuwa awali na tunaendelea kusubiri taratibu za ununuzi wa kifaa kipya kutoka Kampuni ya BAE, napenda kuwahakikishia Watanzania wote, kwamba anga ya Tanzania ni shwari. Unajua watu wengi hawafahamu rada yetu inaongoza ndege hadi nje ya nchi, rada hii inaongoza ndege za Burundi na Rwanda ambapo sasa ufanisi katika kazi umeongezeka na hakuna athari zilizojitokeza wakati kifaa hicho kikiwa kibovu,” alisema.

Manongi alisema Tanzania na Uingereza zina uhusiano mzuri, licha ya kuwapo mvutano wa urudishaji wa chenji ya rada hiyo baada ya kubainika taratibu na sheria hazikufuatwa katika ununuzi, hali iliyosababisha Serikali ya Uingereza kuitaka Tanzania kuwafikisha waliohusika mahakamani.

Alisema kwamba, wakati kifaa hicho kilipokuwa kimeharibika, wafanyakazi wa TCAA walikuwa makini kuongoza na kuhakikisha abiria wanakuwa salama katika safari zao, ikiwa ni pamoja na kufanya uchunguzi wa ndege mara kwa mara.

Aliongeza kwamba kuharibika kwa kifaa hicho kumetoa somo kwa TCAA kujiandaa kuwa na akiba ya vifaa vya rada, ili kuwa na uhakika katika shughuli zao.

Agosti 17, mwaka huu, Mhandisi Manongi alitoa taarifa kwenye vyombo vya habari, kwamba kifaa cha Power Supply Unit cha rada iliyoko JNIA, kimeharibika na kwamba wakati huo ndege zilikuwa zinaongozwa kwa simu na redio.

Rada hiyo ilinunuliwa kutoka Kampuni ya BAE kwa pauni za Uingereza milioni 29.5, sawa na Sh bilioni 70 za Tanzania. Hata hivyo ilibainika kwamba, mchakato uliotumika kuinunua haukuzingatia taratibu na sheria, kitendo kilichosababisha mvutano kati ya Serikali ya Tanzania na kampuni hiyo.

Many plans were laid down by the government on the drive including adequately and timely distribution of agricultural inputs on grounds that when these are met, the skyrocketing inflation rate and food insecurity would be a history in the country.
The distribution of agricultural inputs such as fertilizers were must for the drive, however,  the exercise was, and continue to be marred by several hitches including high prices, untimely and inadequate distribution of fertilizers, poor and counterfeit inputs as well as inability by the agriculture input’s agents to adequately supply them and reach the farmers on time.
A recent investigation conducted in Mvomero district, Morogoro region, revealed that the inputs for maize and rice were sold at very high prices, prompting farmers’ especially small holder farmers to cultivate and grow their crops without some inputs.
In separate interviews, the farmers said that lack of inputs have affected their production mainly in maize and rice crops.
Nuru Saidi, one of the Dakawa rice irrigation scheme small producers, said that the farm cannot yield desired fruits because of lack of inputs.
“There are no inputs, and even if they come, they are very expensive for poor farmers like me to afford. That’s why you find that in most cases the farmers opt to grow without using the fertilizers” she said.
She said 50 kg of subsidized fertilizer   was sold at Tsh.65,000 shillings adding that despite the skyrocketing prices, the fertilizer usually reach them very late.
At Kilosa district, the farmers have same feelings and experiences. Most of them complained that the government’s subsidized fertilizers could not help them because they were poor to afford the high prices.
They said normally the agricultural input’s agents tend to lure some poor farmers by asking them to fill in the forms but they never give them the fertilizers.
“Because the voucher system is not well coordinated and supervised, the government is loosing a lot of money because despite being inefficient, it ends up benefiting the agents instead of small holder farmers” said Tatu Msuya, a small holder farmer in Kilosa district.
For his part, the Executive Officer for Dakawa village, Ali Yusuph Kibeku said that his village has a total of 3400 villagers but in the past agricultural season that started from January 2012, farmers who were able to get the vouchers were only 1900.
However, he said, even those who received the fertilizers, they could not use them on time because they arrived late, prompting most of them to plant without fertilizers.
“With this system, the farmers will never get more yields. I  advise the government to increase its budget in agriculture especially on input supplies so that it can contribute significantly to the economy of the nation” he said.
Reached for comments, the acting Agriculture, Irrigation and Cooperation in Kilosa district, Kathbeth Milaho, said the farmers are not effectively and efficiently producing because of low knowledge on the use of the inputs.
He said that usually many of them opt to farm without fertilizers on grounds that their farm lands still have fertility.
However, he admitted on the delayed fertilizer, better seeds, and chemicals saying they were minor hitches that the government was working on.
“There is a problem of low purchasing income among small famers which limits them from purchasing the inputs. I can also tell you that some agricultural input’s agents have no adequate capital and expertise as such, they are incapable of running the exercise” he said.
He said low expertise and inability of the agents to supply the inputs on time have also contributed to difficulties in the fight against counterfeit inputs and farm weeds.
For her part, the Mvomero District Executive Director Sara Linuma said that inability of the agents to adequately supply the inputs on time was a major challenge as it derailed agriculture which employs a good number of people in the district.
“These agents have failed even to open shops for the distribution of the inputs near farmers locations. If they did so, it would have helped most farmers to get the inputs on time”.

Few days after Dar es Salaam residents had finished the first exercise of filling in the forms for the national identity cards, followed by the population and housing censures, it has been revealed that a good number of the youth have not taken part in the two exercise, Mirror digest can reveal.

The youth, most of them living in Dar’s suburbs of Mwananyamala, Sinza, Kijitonyama, Buguruni, Manzese, Mburahati, Mabibo, and Tandale and deriving their daily income from crime- related activities such as thieves, drugs abuse, and touts, could not fill in the forms and be enumerated as per the requirement of the law on ground that it was government’ strategy to easily arrest them when they commit crime.

In an interview with Mirror digest in separate occasions this week, the youth who normally don’t have permanent residence and who preferred anonymity, they said the government was very clever because it deliberately conducted the two exercise, in order to arrest them or simply smoke them out of the city of Dar es Salaam which has more opportunities for them to survive than any other region in the country.

“We have never seen two exercises been conducted at ago, and where people are being asked their three names, common or popular names, place of birth, mobile phone number, three names of all the parents, and addresses of permanent residence, is this not targeting us? For this, our mind doesn’t tell us to participate, we are sorry” they said.

According to them, many particulars in the forms scared them because filling in the forms was like digging their own grave, something which they will never do.

Sought for comments, a local government chairman for Kijitonyama Philip Komanya confirmed to have not seen them filling in the forms for the national identity cards although he knew many of them in different streets in his area. He said even his counterparts in other areas could not see them as well.

He said when he tried to ask them why they did not participate in the two exercises, they simply answered that they were scared of what they called “controversial particulars in the forms”.

“Yes, I have several jobless youth in my streets but until closing date of the exercise for Dar es Salaam region, they have never shown up for fear of being arrested. I tried to allay fears of the exercise but they maintained that if they filled in the forms, they would end up in prison” said the Local government Chairman.

The local government chairman advised that they needed education first on the importance of the national identity cards.

In Mburahati, Mwanayamala and Buguruni, the youth said that they also wanted to the national identity cards and be enumerated but the nature of their work cannot guarantee their safety.

“When you look at the particulars in the forms, there is a place where one should write his or her work, if employed or not, there is also area for signature, is that not touching a live electrical wire for us who are jobless in the city? They asked.

Although the national identity cards exercise and the population and housing censures have been conducted peacefully, there have been several hitches and irregularities, something which might not give correct and accurate statistics.

As the constitution review commission begins its second phase of collecting people’s views on the new constitution this week, the Tanganyika Law Society (TLS) has reminded lawyers in the commission to be keen in capturing people’s views in the rural areas saying although some views were minor or not important to them, but they had meaning and reflected their real problems in their local settings.

The TLS said rural communities faced many challenges such as infringement of their rights, corruption, diseases, lack of water, education, gender violence, health issues, roads, infrastructures, agriculture, mining, land and investments issues which the lawyers and other commission members should carefully study and capture them all, and translate in a simple legal language that would be understood and address their problems in the new constitution.

Speaking in an exclusive interview with this paper, the Society’s Acting Chief Executive Officer Stanslaus Nyembea, said that because many Tanzanians were ignorant of the current constitution, the lawyers should not only rely on the views that criticize the current constitution, rather, they should pay attention to problems and grievances faced people in their respective areas and break them down, in simple language that every body will understand without infringing their rights and compromising our peace and harmony.

He said the rural communities would mention everything they experienced whether good or bad, and that it was the obligation of the lawyers to fine-tune them in a manner that would enhance their development in all spheres of life without infringing their rights.

 “For many years, the rural communities have been underprivileged and left behind in many fronts of life, but they have no body to defend them or address their problems. This is their time. The lawyers in the commission should leave no stone unturned” he said

In another development, he also said that the TLS was aware that many people faced problems to access legal assistance and that his society had opened doors for such assistance.

For his part, TLS legal Officer Alphonce Gura, called on women and other marginalized groups not only in rural communities but also in urban and townships to come in big number and give out their views saying it was a unique opportunity that would not happen again in the near future. .

According to the commission’s Chair Justice Joseph Warioba, in the first phase of collecting peoples views, the commission successfully conducted 386 meetings in Coastal Region, Dodoma, Manyara, Tanga, Shinyanga, Kagera , Unguja South, and Pemba South. The exercise started on July 2 to  July 30 during which a total of 188,679 were reached.

The second phase that started on 27 August will end on Sept 28, and would  involve seven regions of Mbeya, Morogoro, Lindi, Ruvuma, Kigoma, Katavi, and Mwanza.  

The new constitution is supposed to be ready by April, 2014 before the general elections slated for October 2015.

City boss Roberto Mancini has targeted the England flier after Swansea blocked his bid for Scott Sinclair.
Walcott, 23, is in the final year of his contract and has been linked with a move to Liverpool.
But Mancini is desperate to sign a wideman before the transfer window shuts on Friday after losing Adam Johnson to Sunderland last week.

WAKATI Serikali ikielekeza nguvu nyingi kutekeleza mkakati wa kuendeleza sekta ya kilimo nchini uliopewa jina la Kilimo Kwanza, aliyewahi kuwa Waziri Mkuu, Edward Lowassa ameibuka na kusema haungi mkono mkakati huo.Alisema mkakati huo wa Kilimo Kwanza umekosa mashiko hivyo ili auunge mkono, kuna haja ya kubadili dhana yake na kuwa, elimu kabla ya kilimo kwanza.

“Ni vyema nikaeleweka hapa. Ninachomaanisha ni kuongeza elimu katika Kilimo Kwanza ili wananchi wawe na elimu kwanza ndipo waweze kuboresha kilimo,” alisema Lowassa.

Akizungumza katika Kipindi cha Dakika 45 kilichorushwa na Kituo cha Televisheni cha ITV juzi usiku, Lowassa alisema pamoja na Serikali kuwa na nia nzuri ya kumkomboa mwananchi kwa kuboresha mazingira ya kilimo, jambo hilo litakuwa si chochote kama hatapatiwa elimu itakayomwongoza kwenye mapinduzi hayo ya kijani.

“Mpango huu wa Kilimo Kwanza umekosa nguvu kwa sababu kuanzishwa kwake hakukuzingatia dhana ya ukombozi wa mwananchi wa kawaida. Tangu awali ndani ya chama (CCM) nilieleza kuwa sitaunga mkono hoja hiyo mpaka kuongezwe mashiko na kuwa Elimu Kabla ya Kilimo Kwanza,” alisema Lowasa na kuongeza:

“Hayati Baba wa Taifa, Mwalimu Julius Nyerere alitoa uamuzi mgumu na wenye busara, ndiyo maana kilimo cha pamba, kahawa, mkonge na mazao mengine vikaanzishwa. Hivyo ipo haja ya kufanyika mchakato wa kuona mbali zaidi ili viongozi wetu waweze kutoa uamuzi sahihi katika hoja hii ya Kilimo Kwanza, kwani nguvu nyingi pasipo elimu inaweza kuligharimu taifa.”

Alisema kuwa ili mwananchi wa kawaida aweze kunufaika na Kilimo Kwanza, anahitaji kupatiwa elimu ya kutosha ya namna ya kuandaa mazingira ya kilimo na uelewa wa vifaa na pembejeo za kilimo ikiwemo mbolea na dawa.

Alisema pamoja na kuwa na mabwana shamba wachache, wananchi wamejikuta wakitumia mawazo yao kufanikisha miradi ya kilimo katika maeneo yao na matokeo yake wanapata mazao kidogo ambayo hayawakwamui kiuchumi.

Alitoa mfano wa nchi ya Indonesia akisema inaendesha uchumi wake kwa kilimo cha michikichi, ambayo mbegu zake zimetoka Tanzania... “Lakini Tanzania iliyotoa michikichi hiyo sasa ni moja ya wateja wa mafuta hayo yanayotoka Indonesia.”

Alishauri Serikali kuanzisha mashamba ya michikichi maeneo mbalimbali nchini kwa kuwa ardhi ipo ya kutosha hivyo kujitosheleza kwa mafuta hata ya kuuza nje.

“Ningelikuwa na uwezo wa kutoa uamuzi, vijana wetu wa JKT (Jeshi la Kujenga Taifa), ningewapa kazi ya kuanzisha mashamba ya michikichi nchi nzima kwani nchi yetu imejaliwa kuwa na ardhi kubwa na yenye rutuba, mapori yapo mengi,” alisema Lowassa.

Alisema wananchi wanaweza kupewa matrekta na pembejeo mbalimbali za kilimo, lakini bila kupewa elimu elekezi ya namna ya kuzitumia pembejeo hizo kuzalisha mazao bora, itakuwa kazi bure kwa kuwa ongezeko la mazao litakuwa dogo kama ilivyo kwa kilimo cha jembe la mkono.

Alitoa wito kwa Serikali kutumia fursa zilizopo za miradi ya kilimo kuwaelimisha Watanzania ili baadaye waweze kupewa au kukopeshwa zana za kilimo, akieleza kuwa nguvu kazi na elimu, ndivyo vitakavyomkomboa mwananchi katika umaskini wa kipato.

Kabaka: Kilimo lazima
Alipotakiwa kuzungumzia kauli hiyo, Waziri wa Kazi na Ajira, Gaudencia Kabaka alisema kilimo ni lazima na Lowassa lazima akubaliane na mpango wa Serikali wa kutekeleza Kilimo Kwanza.

“Lowassa lazima akubaliane na msimamo wa Serikali wa kutekeleza Kilimo Kwanza. Kilimo ni lazima,” alisema Kabaka na kuongeza kuwa sekta hiyo ndiyo inayotoa ajira kwa watu wengi kuliko nyingine.

Alisema Tanzania ina wahitimu zaidi ya 800,000 wa elimu ya juu wa fani mbalimbali ambao moja ya ajira ambazo wanapaswa kujiunga nazo ni kilimo na hakuna ambaye anaweza kutafuta elimu akiwa na njaa... “Serikali itaendelea kusimamia Kilimo Kwanza na tunamtaka Lowassa atuunge mkono.”

Waziri huyo alisema Serikali haipuuzi elimu, lakini ukweli unabaki kuwa sekta ya kilimo ilisahaulika kitambo hivyo kupitia Kilimo Kwanza ukiacha ajira za wakulima wa kawaida, pia maofisa ugani wa kada mbalimbali wanaajiriwa.

“Hata huko kijijini huwezi kusema unampelekea elimu mtu ambaye ana njaa. Huwezi kueleweka, lakini tunajua watu wakishiba wataweza kufanya mambo mengine hivyo kauli yake kuwa kwanza ingetolewa elimu haina tija,” alisema.

Profesa Lipumba, Mbatia wamshangaa
Kauli hiyo ya Lowassa imeonekana kumkera mchumi maarufu nchini na Mwenyekiti wa CUF, Profesa Ibrahim Lipumba na Mwenyekiti wa NCCR Mageuzi, James Mbatia. Kwa nyakati tofauti jana, viongozi hao wa vyama vya upinzani walihoji mamlaka ya kimaadili aliyonayo Lowassa ya kusema hayo.

Profesa Ibrahim Lipumba alimponda akisema anachofanya kada huyo wa CCM ni kujipapatua kisiasa kwani Kilimo Kwanza ni muhimu kwa maendeleo ya Taifa.

Profesa Lipumba alisema kauli hiyo ya Lowassa inaonyesha kana kwamba hafahamu vizuri mkakati huo wa Kilimo Kwanza hivyo ni bora akachukua muda kujifunza kabla ya kutoa kauli hizo.

Profesa Lipumba alisema katika kutekeleza Kilimo Kwanza, elimu pia hutolewa hivyo haiwezekani kusema kuwa itolewe kwanza elimu kabla ya kutekeleza mpango huo, kwa kuwa vyote vinakwenda pamoja.
“Huwezi kusema kuwa eti utoe elimu kwanza kisha ndiyo uanze utekelezaji. Hivi vyote vinatakiwa kwenda pamoja labda kasoro zilizopo ni kuwa Kilimo Kwanza kimewalenga wakulima wakubwa wakitarajiwa wawainue wadogo jambo ambalo haliwezekani,” alisema.

Alisema utekelezaji wa Sera ya Kilimo ni jambo jema kutokana na ukweli kuwa katika kipindi cha zaidi ya miaka 10 iliyopita, wakulima wamesahaulika na kufanya ukuaji wa kilimo kuwa asilimia nne, kiwango ambacho ni cha chini kwa mahitaji ya ongezeko la watu ambalo ni wastani wa asilimia moja kwa mwaka.
“Kilimo ni muhimu katika ukuaji wa uchumi wa taifa lolote duniani na kitendo
cha kuwategemea wakulima wakubwa ni kasoro ambayo inapaswa kufanyiwa kazi katika utekelezaji wa mpango huu wa Kilimo Kwanza,” alisema Profesa Lipumba.

Mbatia alisema anamshangaa Lowassa kupingana na uamuzi wa chama chake kwa kuwa mkakati wa Kilimo Kwanza ulipitishwa na chama chake... “Lowassa ni Mjumbe wa Halmashauri Kuu ya CCM, hivyo Kilimo Kwanza ni uamuzi wa CCM. Anapingaje wakati hata alipojiuzulu alisema anafanya hivyo kulinda masilahi ya chama, leo anapinga mipango ya chama hichohicho?”

Alisema kama anaona haendani na mambo yanayofanywa na CCM ni vyema ajiondoe na kujiunga na chama kingine au kuanzisha chake ili awe na fursa nzuri ya kupinga kazi za chama tawala.

Ajira

Lowassa pia alizungumzia suala la ajira akisema viwanda vikifufuliwa vitanufaisha Watanzania wengi kwa kupata ajira na hivyo kuondoa dhana ya kuwepo kwa wahitimu wengi wa vyuo vikuu wasiokuwa na ajira.
“Unapotangaza kazi ya watu 20, barua za maombi ya kazi zinakuja 2,000, tusisubiri maandamano, tutatue tatizo hili sasa,” alisema Lowassa na kuongeza:

“Hili suala linahitaji ufumbuzi wa haraka ingawa tumechelewa. Nilimshangaa sana yule waziri niliposema kuna shida ya ajira, akasema hakuna tatizo hilo.”

Tangu mwaka jana, Lowassa amenukuliwa na vyombo vya habari mara kadhaa akisema ukosefu wa ajira kwa vijana ni tatizo kubwa nchini, akilifananisha na bomu linalosubiri kulipuka ikiwa halitatafutiwa ufumbuzi.
Hata hivyo, Machi 21 mwaka huu, Kabaka katika mkutano na wanahabari alipinga kauli hiyo ya Lowassa akisema:
“Hali halisi ya ukuaji wa uchumi nchini ni nzuri lakini, haiwezi kuonekana kama wananchi wake ni maskini na hawana ajira. Hata hivyo, Serikali imekuwa ikichukua hatua mbalimbali kushughulikia suala hilo ikiwamo la kuhimiza uwekezaji nchini,” alisema Kabaka na kuongeza:

“Kitendo cha wanasiasa kuendelea kusema tatizo la ajira kwa vijana ni bomu linalosubiri kulipuka, siyo kweli na kudai Serikali haijafanya kitu wanakuwa hawaitendei haki. Tatizo limepungua kutoka asilimia 12.9 mwaka 2000/01 hadi asilimia 11.7, mwaka 2006.

Mbio za urais 2015
Alipotakiwa kueleza iwapo ana mpango wa kuwania urais mwaka 2015, Lowassa alisema suala hilo halipaswi kuzungumzwa sasa kwani linaweza kufungua uwanja wa malumbano.

“Waingereza wana msemo mmoja unaosema, ‘tutavuka daraja tutakapolifikia.’ 2015 bado ni mbali ukisema chochote sasa utafungua uwanja wa malumbano, tusubiri 2015 bado ni mbali,” alisema Lowassa.

The Melbourne International Research Scholarships (MIRS) is awarded to international students wishing to undertake graduate research degree studies at the University of Melbourne. MIRSs are funded by the University with each faculty having a limited number to award.

Each year the University offers about 200 new Melbourne Research Scholarships (MRSs), of which about 150 are normally awarded to international students as MIRSs.

Benefits provided by the MIRS include:

Eligibility criteria

To be considered for a MIRS, applicants need to apply for scholarship and candidature in a graduate research degree course (eg. masters by research, PhD or other research doctorate) at the University of Melbourne. Please click on the following link for further information concerning the eligibility criteria.
Both commencing and currently enrolled international research higher degree students may apply.

Closing date and timelines

MIRS applicants should submit their application for admission and scholarship by 31 October. Applications received after this date will only be considered for any MIRSs that remain at the time the application is assessed for scholarship.
For University of Melbourne students who are currently enrolled in the course for which they would like MIRS cover, please apply via the Student Portal.
Applicants are encouraged to submit their application and all required documents well before the closing date. Applications submitted after this date will only be considered for any MIRS that remain at the time the application is assessed for scholarship.

    On behalf of Human Rights Watch, an international organization that seeks to promote and protect human rights in more than 90 countries, we write to express our deep concern with the recent police raids on the offices of the Gays and Lesbians of Zimbabwe (GALZ). On August 20, 2012, police officers entered and occupied the offices of GALZ in Harare for six hours producing a warrant only after the GALZ lawyers demanded it. They confiscated documents, advocacy materials and computers. GALZ advocates for the rights of lesbian, gay, bisexual, and transgender (LGBT) people in Zimbabwe.
    In the past decade, Zimbabwean authorities have intensified attacks against members of GALZ including intimidation, arbitrary arrests and beatings. President Robert Mugabe, in office since 1980, has been at the forefront of anti-gay harassment, repeatedly using his office to insult and denigrate gay and lesbian Zimbabweans. He has vowed not to allow the inclusion of LGBT rights in Zimbabwe’s new constitution, which is being drafted.
    The August 20 incursion was the second raid on GALZ this month. On August 11, police raided the group’s office without a warrant after the group issued its 2011 LGBTI Rights Violations Report and a briefing on the draft constitution. During the raid, police briefly detained 44 GALZ members, assaulting them with batons, slaps, and punches. A number of injured members needed medical treatment. Police took the names and addresses of all 44 members before releasing them without charge. The following week, police went to some of the members’ homes and took them to police headquarters for further questioning
    In May 2010, police arrested two GALZ staff members on spurious charges, including “insulting the president,” after the group displayed a letter from the mayor of San Francisco criticizing Mugabe for being homophobic. Police assaulted the two and detained them for six days, pressing them to provide a list of GALZ members. Both were acquitted six months later. One has since fled the country out of concern for her safety.
    In July 2012, the police summoned the director of GALZ to confirm that they were continuing to pursue the “insulting the president” charge because the letter is still on display. Under section 33 of the Criminal Law (Codification and Reform) Act, it is an offense to insult the president or bring the office of the president into disrepute. Police said they would prosecute the GALZ director for displaying the letter unless GALZ volunteered the name of another member who would take liability for this action.
    The government’s actions against GALZ are contrary to basic rights in both Zimbabwe’s existing constitution and the draft constitution under review. They violate Zimbabwe’s obligations under the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights, which guarantee the rights to non-discrimination, liberty and security of the person and privacy, freedom of expression and thought, and association and peaceful assembly.
    Human Rights Watch welcomes the ongoing constitutional review process and urges your coalition government to honor the coalition government’s Global Political Agreement to allow all Zimbabweans to participate freely in all national processes. They should ensure that the review of the constitution results in a document that is tolerant and promotes equality and human rights for all without regard to sexual orientation or gender identity.

    We hope that our recommendations will prompt the government to take concrete steps to stop the harassment of LGBT activists and honor its human rights obligations.
