The government of Tanzania, through the Ministry of Information, Culture, Youth and Sports plans to establish a Youth Bank as part of government efforts to foster youth entrepreneurship skills and development.
The Assistant Director of Youth Development in the Ministry of Information, Venerose Mtenga, said this last week in Dar es Salaam during International Volunteer Day, that the Ministry is keen on the development of youngsters in the country.  
To be known as Tanzania Youth Bank, it would be supported by shares contributed by young people countrywide.
She said that the government will pave the way for the young across the country to have loan access through their own financial institutions, which will help them to pursue the small trade activities.
“This will be a great opportunity for young people in Tanzania because it will allow them to enter into entrepreneurship scenarios,” she said.
Mtenga told participants that although the process of introducing it was initiated by the CCM Youth Wing, the bank would not be owned by the party’s young people, but by the shareholders of different cadres and ideologies.
She added that the establishment of the youth bank in the country will be a stepping stone for youth who wants to be business people even at their early age.
Among other things, the participants discussed issues pertaining to financial banking services and poverty reduction.
She said that the bank would offer loans to individual youngsters, groups, credit societies and sponsor training on entrepreneurship in various activities, including agriculture and fisheries, and providing equipment for them as well as scouting for markets for them.
Generally the bank would dish out loans to sectors such as agriculture, pastoralism, fisheries, entrepreneurship, arts and mining, he said.
The bank has already been recognised by the World Youth Bank based in the US, that it would seek financial assistance from it as soon as it secures a licence.
For his part, Phillipe Poinsot, Country Director, UNDP Tanzania, said that the main of focus of the IVD 2012 is awareness and recognition for volunteers and volunteer organizations.
“The purpose is to recognize this commitment, to inform people about the impact of volunteering on peace and sustainable development,” he said.

The Government of Tanzania has set aside Tsh 1.5 billion to put into the special youth basket fund, which will revive youth development plans and strategies with the aim of empowering them across the country.
This was said by the Assistant Director for Youth Development in the Ministry of Information, Culture, Youth and Sports Venerose Mtenga, that the government wants youth in the country to establish their own Saccos through groups in their municipalities, in order to obtain loans.
She said the government recommended the allocation of the funds after an earlier attempt to restore operations of youth development, plans and strategies that will favour young people in this country.
The Assistant Director said that the government has decided to set aside those funds in order to foster social and economic development among youngsters countrywide.
“The young are unable to cope with the financial institution challenges, such as capital and various criteria, but the government is keen to ensure their growth,” she said.
For his part, Alfred Magehema, Executive Director of Young Tanzanians for Community Prosperity said that through Public Private Partnerships the young people of this country have been recognized in the local and international arena.
He said that youth in Tanzania have been groomed into the values of solidarity and mutual trust and volunteering, which have made the government set aside funds to assist them economically.

The DCB Commercial Bank PLC has opened two more branches in the city as it strengthens its network here.The new branches in Ukonga and Chanika launched at the weekend gives DCB Plc  six branches in the city, including those of Arnautoglo, Tabata, Magomeni and Temeke.
 
DCB was upgraded from community bank to a full-fledged commercial bank this year, a strategy that enables the bank to work not only in Dar es Salaam but also in other regions of the country.
 
DCB Commercial Bank managing director Edmund Mkwawa said that with the new licence, the bank will continue extending its outreach to other parts of the country. He said the bank’s achievements include deposits worth Sh77.9 billion, disbursement of loans valued at Sh246.1 billion to more than 251,315 entrepreneurs and offering Sh41 billion solidarity group-lending to more than 127,518 groups, 78 per cent of who are women.
 
 He said next year the bank will set aside Sh15 billion as housing loans.
In a ceremony held in Ukonga and Chanika, Minister for Finance Dr William Mgimwa who launched the branches said that the bank had succeeded in reducing poverty in Dar es Salaam region by identifying groups, institutions and individuals of medium and low income who have borrowed from DCB.
 
“The government recognises DCB as an important tool to reduce poverty in the country through the service it provides to sustain the social life of Dar es Salaam people and contribute to the economy of the country”, said Dr Mgimwa.
 
Dr Mgimwa urged the DCB board and workers to be more innovative so as to create different services which are applicable in the bank’s marketing competence.  He told the DCB officials to open more branches in the city as well as in the whole country.
Because the license they have now allows them to do so.

He assured them that the Ministry will resolve the problem of three Municipals of Dar es Salaam, who are avoiding using the DCB.
Dr Mgimwa said the problem is in the whole country, where the Municipals are not using the banks they established.
In another initiative the Chairman of Directors, Ambassador Paul Rupia, said the DCB will open the window to corporate customers, a process they expect will enhance the increasing of deposits.
 
He said in the last 10 years, DCB had faced a challenge of lack of deposits to lend to entrepreneurs. Ambassador Rupia said to overcome the challenge they borrowed from social funds at a high cost, which reduces the profit of the bank.

The Position

The Policy and Partnership Manager for AKF in East Africa will be based in Nairobi.     Posit: Project Leader
    Location: FZS office at Serengeti National Park (SENAPA) HQ, Seronera, Tanzania.
    Purpose: Ensure overall coordination of FZS activities within Serengeti National Park
    Serengeti National Park forms the core area of the Serengeti Ecosystem. At 14,763 km2, it comprises nearly half of the entire ecosystem.  FZS has been involved in the Serengeti for over 60 years and is the longest serving NGO in the ecosystem.  In order for FZS to manage its diverse Serengeti intervention portfolio effectively, it has become necessary to establish a Project Leader position responsible for coordinating the activities of the Society, and in particular the Serengeti Rhino Repatriation Project and the implementation of the Serengeti Security Plan.
    Technical Responsibilities:

    • Working with TANAPA (Tanzania National Parks) management to implement the park security plan.
    • Ensuring a suitable monitoring plan is developed and implemented for the rhinos in Serengeti.
    • Working with TANAPA management to ensure Serengeti National Park rangers are trained and fit to ensure adequate security in the Park.
    • Assisting the park to set up and operate intelligence-gathering mechanisms and use them for effective law enforcement purposes.
    • Ensuring availability and serviceability of key law enforcement equipment and facilities necessary for effective law enforcement in the Park.
    • Spearheading the configuration and use of the digital VHF communication system for effective law enforcement in the rhino range of Serengeti.
    • Ensuring the identification, removal and monitoring of invasive plant species
    • Providing oversight of the garage and ensuring the proper maintenance and management of the FZS and TANAPA fleet of approximately 50 vehicles. 
    • Ensuring that all projects activities fall within the guidelines of the SENAPA GMP and the park regulations.
    • Preparing and submitting required financial and technical reports in a timely manner.
    • Preparing budgets in collaboration with relevant stakeholders and submitting them to Programme Manager in a timely manner.
    Fundraising Responsibilities:

    • Raise third party funds in support of project objectives
    • Support the Africa Director in top donor liaison, assist with facilitation and logistics of guests to ARO
    Presentation, networking and co-operation Responsibilities:

    • Network with relevant partners and stakeholders
    • Undertake activities to help strengthen FZS visibility in Serengeti
    • Undertake activities to help strengthen networking, cooperation and learning processes between FZS projects
    • Develop co-operations with scientific institutions for conservation purposes 
    Terms
    A fixed-term salaried position of 30-35,000 Euros per annum (tax free) will be offered, based on qualifications and experience. The position will be based in the Serengeti National Park with occasional travel to other areas within Africa as needed.

    KENYA: Peaceful election key to economic growth- World Bank

    The next General Election will play a key role in determining the extent Kenya will go in achieving the projected economic growth of five per cent, a new report shows.
    According to the 2012 Kenya Economic Update Report launched by the World Bank Wednesday, political risks to economic growth are ranked equally to growth risks posed by shocks in the global economy such as the persistent debt crisis in the European markets.
    "The conduct of the national elections in 2013 will determine international perceptions of Kenya for the years to come and greatly influence Kenya's medium-term economic prospects," reads the report in part.

    UGANDA: Government plans budget cut over aid freeze
    The government will review this financial year’s Budget to make adjustments in light of hundred-million dollar cuts in direct aid by the country’s development partners. Until yesterday, some government functionaries had been maintaining that the government would somehow manage even without the development partners’ financial support.
    The State Minister for Economic Monitoring, Mr Henry Banyenzaki, however, told the Daily Monitor that the government would have to check wasteful expenditure. “We need to tighten our belts, seal all loopholes and cut our wasteful expenditure,” Mr Banyenzaki said.
    RWANDA: Government Issues FDLR Warning
    The government yesterday warned the Congo-based Democratic Forces for the Liberation of Rwanda (FDLR) that their attacks on Rwanda are intolerable.
    Speaking at a news briefing in Kigali, the Minister of Foreign Affairs, and Government Spokesperson, Louise Mushikiwabo, said Rwanda would respond accordingly if the militia attacks continue.
