Position Description:

Irish Aid is the Government of Ireland's programme of assistance to developing countries operating under Embassy of Ireland in Tanzania. The Irish Aid programme is an integral part of the foreign policy of the Government of Ireland and the Irish Department of Foreign Affairs and Trade. Irish Aid works in close partnership with recipient countries, with other donors and multilateral organisations and with non-governmental organisations and missionaries. The Embassy is seeking to recruit a qualified and experienced Development Advisor responsible for governance and cross cutting issues.
The Development Advisor will maintain responsibility for embedding governance and mainstreaming gender across the programme; and for support to domestic accountability in accordance with the Irish Aid Country Strategy Plan
(CSP) and results framework and the 2013 work plan.
The CSP is delivered through the following two key streams of activity:
Support to governance and accountability as well as gender equality through state and non state partnership under the three sectoral objectives of health, agriculture and nutrition
Cross programme support to governance reform, enhanced local service delivery and domestic accountability as articulated in the annual cross cutting work plan
It is against this background that Embassy of Ireland is recruiting a Development Advisor specializing in Governance and Cross-Cutting Issues for a contract period up to one (1) year.
The main responsibilities of the Development Advisor will include but not limited to:
Lead the cross-cutting team (Governance and Gender)
Drive the strategy of embedding governance and mainstreaming gender across the programme and in the delivery of the CSP objectives
Manage and ensure implementation of the cross-cutting work plan
Represent Irish Aid in dialogue on Governance and ensure Embassy wide coherence in this area
Contribute to broader Embassy work
Requirements:
Reporting directly to the Head of Development this position requires the following qualifications and competencies:
Relevant post graduate qualification;
Minimum five (5) years' relevant work experience;
Strong analytical and policy analysis skills;
Sound knowledge of the national policy environment in Tanzania, government systems and the good governance and development effectiveness agenda;
Ability to lead a team to plan, manage and deliver results, including effective budget management
Excellent oral and written English communication skills; Fluent Swahili will be an added advantage.
Ability to maintain strong and effective working relationships with Government, civil society organisations, UN and other development partners in Tanzania
