Irish Aid is the Government of Ireland's programme of assistance to developing countries operating under Embassy of Ireland in Tanzania. The Irish Aid programme is an integral part of the foreign policy of the Government of Ireland and the Irish Department of Foreign Affairs and Trade. Irish Aid works in close partnership with recipient countries, with other donors and multilateral organisations and with non-governmental organisations and missionaries. The Embassy is seeking to recruit a qualified and experienced Development Advisor responsible for governance and cross cutting issues.
The Development Advisor will maintain responsibility for embedding governance and mainstreaming gender across the programme; and for support to domestic accountability in accordance with the Irish Aid Country Strategy Plan
(CSP) and results framework and the 2013 work plan.
The CSP is delivered through the following two key streams of activity:
Support to governance and accountability as well as gender equality through state and non state partnership under the three sectoral objectives of health, agriculture and nutrition
Cross programme support to governance reform, enhanced local service delivery and domestic accountability as articulated in the annual cross cutting work plan
It is against this background that Embassy of Ireland is recruiting a Development Advisor specializing in Governance and Cross-Cutting Issues for a contract period up to one (1) year.
The main responsibilities of the Development Advisor will include but not limited to:
Lead the cross-cutting team (Governance and Gender)
Drive the strategy of embedding governance and mainstreaming gender across the programme and in the delivery of the CSP objectives
Manage and ensure implementation of the cross-cutting work plan
Represent Irish Aid in dialogue on Governance and ensure Embassy wide coherence in this area
Contribute to broader Embassy work
Requirements:
Reporting directly to the Head of Development this position requires the following qualifications and competencies:
Relevant post graduate qualification;
Minimum five (5) years' relevant work experience;
Strong analytical and policy analysis skills;
Sound knowledge of the national policy environment in Tanzania, government systems and the good governance and development effectiveness agenda;
Ability to lead a team to plan, manage and deliver results, including effective budget management
Excellent oral and written English communication skills; Fluent Swahili will be an added advantage.
Ability to maintain strong and effective working relationships with Government, civil society organisations, UN and other development partners in Tanzania

The Coordinator of Intelligence Services has appealed for calm and vigilance in the population following recent shooting and gun-grabbing incidents at military barracks and a police installation.

On Sunday, Gen. David Sejusa, formerly known as Tinyefuza, gave an interview to the Daily Monitor in which he said the public shouldn’t panic because of what happened at Army General Headquarters in Mbuya on March 4, and outside the Army Land Forces headquarters at Bombo on the night of March 8.


RWANDA: Rwanda and World Bank Sign USD 50 Million Grant in Support of National Social Protection Program

The Government of Rwanda and the World Bank today signed an International Development Association (IDA) Grant of US$50 million to help Rwanda expand and manage its National Social Protection System. This was approved by the World Bank's Board of Executive Directors on 14th March 2013.


"This second support to the Social Protection System program, founded through the World Bank's International Development Association (IDA) will help the government of Rwanda to implement its National Social Protection Strategy specifically to boost Government capacity to expand and move towards managing various programs," said Rwanda's Minister of Finance and Economic planning Amb. Claver Gatete during the signing ceremony.

 Africa is one of the fastest growing economic regions in the world but a large portion of its population still lives in poverty. A recent panel discussion held at the ILO analysed the way forward from a business perspective.

GENEVA – Unemployment in Africa is only 9 per cent but of those who are employed, just 28 per cent have a stable job in the formal economy. Why is that? And how do we translate economic growth into business development, and then business development into job creation?


These were some of the key questions raised during a roundtable on “Sustaining growth and accelerating the pace of job creation in Africa”. The panel discussion, which took place during the ILO’s Governing Body, was organized by the International Organisation of Employers, (IOE), and brought together prominent business leaders from Africa.

“We need a job-creating growth. We all agree on the solution: access to finance; infrastructure; necessary regulation; the link between public and private sector; skills development,” said ILO Director-General, Guy Ryder, in his opening remarks.
Africa will create 54 million more stable jobs by 2020."
“The area of critical importance is the need to formalize jobs in the informal economy and in the rural economy. The core issue is to create stable wage-paying jobs at a faster pace,” he added.

“On current GDP projections, Africa will create 54 million more stable jobs by 2020. But drawing on the experience of other countries, such as Thailand, South Korea or Brazil, it has the potential to generate 72 million jobs over the course of the decade,” said IOE Secretary-General Brent Wilton.

“A normal path can’t do the job: by 2020, the African economy is projected to add 220 million people to the workforce, creating a continent-wide labour force of more than 500 million,” he added.

Participants agreed that there are positive demographic trends in Africa, but that the continent needs to create jobs at a faster pace to absorb its growing labour force.

Also, employment strategies should focus on sectors with the biggest job-creating potential. Retail, hospitality, manufacturing and agriculture, would account for the lion’s share of private-sector growth.
Boosting job creation

Linus Gitahi, CEO of Nation Media Group, (Kenya), insisted on the need to invest in innovation and new technologies: “Africa is not disadvantaged at all in this field. On the contrary,” he said.

Many of the panellists confirmed that the continent’s workforce is more educated than is commonly perceived but they said that African decision-makers, as well as business leaders, should create opportunities for individuals to gain work experience and develop the skills that businesses need.

The development of human capital was also highlighted by Jamal Belahrach, President of Manpower Morocco and French territories.

“27 per cent of young graduates are unemployed in Morocco. 8 million people are living under the poverty line. What are the jobs of tomorrow? A proper business forecast is fundamental,” he said.

“Focusing on these important issues, the ILO has the potential to help Africa move forward on the path of job creation and inclusive growth,” ILO Director-General Guy Ryder concluded.

Barclays Bank Tanzania Limited plans to increase investment in the country as part of the bank efforts to speedy the Tanzanian economic growth and reduction of poverty.
Tanzania’s economy has been resilient to shocks and is expected to remain buoyant with a GDP growth forecast of 6.8 percent in 2012 and 7.1 percent in 2013 – well above the regional averages.
According to economic analyst, services, industry and construction continue to be the driving forces. However, frequent power outages continue to hurt potential output.
The Chief Executive, Barclays Africa and Head of Africa Group Strategy, Kenedy Bungane told reporters recently in Dar es Salaam during the Barclays Africa Executives visit in Tanzania that the bank will continue looking for opportunities in Tanzania.
He said Tanzania is very potential in terms of natural resources taken into consideration the recent discoveries of gas and oil, the fast growing of agricultural sector as well as good working environment; put the country in a suitable position to be a better place for investment.
“Our commitment in this economy is to inject more working capital, Bungane said, adding that, we are planning to announce new investment in the next two to three months in the country.”
On his side, the bank’s Chief Executive, Retail and Business Banking for Africa, Craig Bond said that Barclays will be launching a series of new Small and medium enterprises (SMEs) banking into the country in the near future.
SMEs are critical for the economic and social development of emerging markets, Bond said and added that they play a major role in creating jobs and generating income for low income people; they foster economic growth, social stability, and contribute to the development of a dynamic private sector.
As such, he added access to financial services is vital in developing a vibrant SMEs sector in any economy. In many emerging markets, however, access to financial services for SMEs remains severely constrained, due to this, the Barclays bank move will be good news for them.
Commenting about competition from other banks, the bank’s Managing Director for Tanzania, Kihara Maina said that they understand the pressures of running a business in a competitive and changing environment.
“Leveraging off our global footprint and expertise, it is our job to provide innovative products and services, and personal support to help our customers succeed in starting and growing their businesses,” Maina said.

Position Description:
NFollowing the scale up of effective malaria prevention and treatment measures, Zanzibar has undergone a dramatic decrease in malaria endemicity with prevalence of Plasmodium falciparum estimated at below 1% in 2011. Zanzibar is currently strengthening its control measures in order to reach the malaria ‘pre-elimination’ phase, including increasing access to diagnosis and effective malaria treatment. Malaria diagnosis and treatment are widely available in the public sector and Zanzibar is working to close gaps in the private sector.
Over the past three years, CHAI has provided support to the Zanzibar Malaria Control Program to scale up access to high-quality treatment for malaria in the private and public sectors. More recently, the dramatic reduction in the malaria burden has highlighted the need to improve case management by targeting malaria treatments to patients with confirmed infection. In order to support and optimize the scale-up of diagnostics, since 2011 CHAI has supported the Zanzibar Malaria Control Program (ZMCP) on an operational research project to assess the feasibility of introducing low-cost rapid diagnostic tests (RDTs) into the private health sector. Findings from the study will help to inform future strategies for case management in the private sector in Zanzibar.
CHAI is currently seeking a highly motivated, entrepreneurial individual with outstanding research, problem-solving, managerial, analytical, and communication skills to support the implementation of the operational research study in Zanzibar and provide technical assistance to support Zanzibar’s case management efforts. In particular, for the operational research study, the Case Management Analyst would oversee the third and final data collection round and facilitate translating study results into policy. With regard to technical assistance, the Analyst would support Zanzibar in ensuring access to affordable diagnosis and treatment in the private sector, including utilizing Global Fund grants and/or resources from other donors.

The Case Management Analyst would serve for a period of 6-9 months starting from February 2012 and be located in Stone Town, Zanzibar with modest travel in the country (both in the mainland and Zanzibar) and in the region. The Case Management Analyst will report to a CHAI Tanzania Malaria Program Manager and will be supported by the CHAI Malaria Case Management and Evaluation Teams.
Main Tasks and Responsibilities:
Operational Research
Liaise with the Zanzibar government, international and in-country partners, and the private sector to ensure strong communication throughout the OR project; Support the Zanzibar Food and Drugs Board (ZFDB) to conduct regulatory activities to help target ACTs to confirmed malaria cases; Liaise with relevant private sector stakeholders, in particular the pharmaceutical importer serving as distributor for the project, to collect market intelligence on RDTs; Serve as primary point of contact for the subcontractor managing the data collection; Manage the subcontractor to carry out the third and final data collection round for the OR project, consisting of a household survey, health facility survey, mystery client survey and qualitative components; Oversee the subcontractor to clean and hand over a complete data set; Assist CHAI’s global malaria team to conduct data cleaning and analysis; Write project reports and draft policy memos as needed; Liaise with the Zanzibar government, international and in-country partners, and the private sector to ensure policy translation of OR results for Zanzibar’s case management strategy; Support other OR dissemination tasks as needed.
Technical Assistance
Provide support to the Zanzibar Malaria Control Program (ZMCP) and other partners in planning and implementing their private sector malaria case management strategy to – 1) Identify approaches to maximize available funding, 2) Outline critical supporting interventions, drawing from undisbursed funds and unallocated resources; Support Zanzibar to develop a robust, country-driven plan for sustaining continuous access to affordable, high quality ACTs and malaria diagnosis; Ensure that the ZMCP will be well positioned to implement any of these case management access plans from 2013 by building management and technical capacity; Ensure hand-over of technical assistance responsibilities, including any tools or documents developed by CHAI, to leaders/implementers at ZMCP; Contribute towards information gathering and documentation of programmatic best practices and lessons learned for national and global audiences.

  • Ensure Daily return are submitted from Unit manager, including Daily Invoices;
  • Reconcile on a daily basis stock movement;
  • Preparation of Pay roll;
  • Manage all bank transfers;
  • Complete Monthly bank reconciliations;
  • Reconcile petty cash and prepare Monthly petty cash spending analysis;
  • Pay all statutory taxes ( PAYE/SDL/NSSF/Provisional tax etc.);
  • Perform weekly Stock reconciliation, comparing Records as per report Vs Physical report;
  • Submit Monthly VAT returns.
  • Reconcile Z reports issues during the Month with Invoices raised;
  • Manage the filing of the records for the stores handled; and
  • Prepare landing cost sheet for consignment imported and determine appropriate selling process.

Qualifications
  • Minimum of diploma in accountancy
  • Experience in Tally and Quick Books
  • 1-2 years of working experience
  • Fluent in English, Kiswahili is a plus
  • Ability to be flexible, proactive, organized, meet deadlines, and ensure accuracy
  • Excellent communication and presentation skills
  • Have a very high level of personal and professional integrity and trustworthiness

Action 1
Ø  Scholarships to follow a top-quality Joint Master or Doctoral Programme in a broad variety of disciplines (Action 1)
