Position Description:
The Organisation:
The Tanzania Posts Corporation (TPC) is a national designated public postal operator established by Act of Parliament No. 19' of 1993 and became operational on 1st January, 1994. The Corporation is wholly owned by the Government ofthe United Republic of Tanzania. The principal function of the Corporation is to provide universal postal and allied services within and between places outside the United Republic of Tanzania.
The Corporation is looking for a suitably qualified Tanzania citizen of high personal integrity to fill the position of Manager Corporate Finance & Accounts.
Reporting Relationship:
The successful candidate will be stationed at the Corporation's Headquarters in Dar-es-Salaam and will report directly to the General Manager/Corporate Resources Management.
The Manager Corporate Finance & Accounts will manage and supervise the following Section: Management Accounting, Financial Accounting and Centralized Cash Management System
Objectives:
To coordinate the maintenance of corporate books of accounts and preparations of corporate periodic and annual financial reports as well as costing and budgeting system.
To maintain in liaison with other departments smooth finance/cash management and ensure that the Finance & Accounts Department exploit and optimize the new technologies in search for lower costs and greater efficiency.
To ensure that the Corporation meet performance standards in terms of profitability as provided for in the performance contract between the Government and the Corporation and/or as may be set from time to time in the annual budgets.
Duties and Responsibilities:
Coordinates the maintenance of proper books of accounts and preparation of periodic and annual financial accounts relating to TPC functions in accordance with international financial reporting standards.
Ensures timely consolidation of the quarterly and annual budget of the Corporation.
Consolidate short and long term financial plans of the Corporation.
Coordinate the preparation and implementation of financial accounting policies, rules and regulations of the Corporation.
Responsible for consolidation of the annual accounts for submission to external auditors within 3 months after the close of the financial year.
Prepare and keep fixed asset register/inventory record and ensures that physical count of movable assets is undertaken at the close, of each financial year.
In collaboration with other Head of Departments and Regional Postal Managers, monitors Corporation's revenue and expenditure, also provide adequate advice to management on all matters pertaining to finance.
Handle all tax matters, follow up Corporation's debtors, and ensure the Corporation's liquidity ratio is in sound condition.
Carries out other reasonable and job related duties assigned by the Higher Management of the Corporation.
Supervise all accounting and finance members of staff.
Academic Qualifications Required:
Possession of certified/ accredited accountancy qualifications> that is CPA (T) or ACCA. Must be registered with NBAA in the category of Authorized Accountant.
A postgraduate or master's degree in business administration/ finance management/economics would be an added advantage.
Other personal attributes:
At least ten years experience in a large commercial organization in a senior management position.
Proven ability in leadership, planning and organizing/coordination skills.
Good communication skills and interpersonal relations.
Ability to analyze issues and make credible advise/decisions to achieve pre-determined objectives.
Honesty, credibility and high level of integrity.
Innovative, creative, dynamic and self disciplined.
Ability to negotiate successfully in favor of the Corporation.
Well developed computer skills.
Ability to meet and influence people in favor of the Corporation.
