World AIDS Day, 1 December 2012

This World AIDS day commemoration carries a unanimous hope that the world can bring an end to AIDS. This belief is upheld by the significant progress achieved in preventing new infections and increasing access to HIV treatment, care and support.

 The ILO has fully played its part in this global endeavour by promoting the understanding of AIDS as a workplace issue, mobilizing action in the world of work and strengthening the capacity of its constituents to adopt policies and sustain effective programmes.

Yes, progress has been made but challenges  remain  as AIDS related illnesses are still threatening the lives of many workers and those who depend on them; families, communities and enterprises. The current economic and financial crisis in many industrialized countries and the subsequent slowdown in emerging economies has resource implications for Getting to Zero. We have to protect the gains achieved while concentrating our limited resources in regions with the highest needs to maximize impact.

Today the ILO reaffirms its commitment to using the workplace as a gateway to “Getting to zero new HIV infections, Zero discrimination and Zero AIDS-related deaths” in close collaboration with its constituencies: governments, employers’ and workers’ organizations, UNAIDS, civil society, including organizations of people living with HIV, and all development partners. The central role of our social partners facilitated by the use of social dialogue should allow the workplace policies and programmes to contribute significantly towards Getting to zero.

The ILO’s Recommendation No 200 on HIV AIDS and the World of Work, together with our Code of Practice, provide sound guidance on workplace action in “Getting to zero”. 

We are launching a campaign on Getting to zero at work”. Heads of  UNAIDS cosponsoring agencies and the Secretariat have joined in, recognizing  the vital role that the workplace plays in the global struggle to limit the spread and effects of the epidemic.

Together, we are committed to protecting the human rights of people living with HIV, including the right to work which is not only a right but an integral part of the treatment. Now,  when early diagnosis and access to treatment allows millions of people living with HIV worldwide to continue to work and live long productive lives, “Getting to zero at work” assumes much more significance, particularly for the youth. Young people account for over 40% of new HIV infections globally each year.  These figures tell us that while we must ensure decent jobs for young people we must also strongly advocate that a positive HIV status should not be a barrier to accessing employment.

“Getting to zero” is also about addressing gender inequalities. In addition to the burden of caring for people living with HIV, women experience violence and economic inequalities that make them more vulnerable economically and challenge their access to health services. The involvement of men is critical in these efforts to promote responsible behaviour in sexual and reproductive health and to eradicate violence against women.

 The recent UNAIDS report ‘Together we can end AIDS’ is encouraging. Protecting the most productive segment of society should be at the heart of the response if we want to end AIDS.

Established in 1905, the Aga Khan Mzizima Secondary School is a private, co-educational day school located in Upanga, close to the downtown business area of Dar es Salaam.  The school offers two curriculum pathways: the international pathway of Pre-IGCSE in Years 7-9, IGCSE in Years 10 & 11, and the International Baccalaureate Diploma Programme in Years 12 & 13; or the national pathway of the national curriculum of Tanzania (NECTA) in Forms 1-6. The school has an enrolment of 720 students and 50 teachers, and is a May session school. The Aga Khan Mzizima Secondary School is operated by the Aga Khan Education Service, Tanzania (AKES,T); a non-profit organization that operates four schools in Dar es Salaam across four different campuses: two Aga Khan Nursery Schools, the Aga Khan Primary School, and the Aga Khan Mzizima Secondary School.
ROLE AND RESPONSIBILITIES
The IBDP Coordinator will work in collaboration with the NECTA Coordinator to provide overall leadership and management of the Senior Secondary School.  The IBDP Coordinator is a senior pedagogical leader and role model, who will report directly to the Head of School as a member of the Senior Management Team (SMT). They will also work in collaboration with the Heads of Department and all Year Level Coordinators as part of the Management Team (MT), and they will be allocated a 50% teaching load. The IBDP Coordinator will be the key advocate for the IBO, informing a wide variety of constituencies about the IBO's philosophy, mission and pedagogical practices.  They will have a significant role in marketing the Diploma (and indeed the school) to both current and incoming students/parents/teachers.

  • to teach at least one IB subject class, at HL
  • to supervise at least one CAS activity

KATIKA maisha yetu bila shaka tuna watu wengi au wachache ambao toka

mabaya kila siku. Miongoni mwao ni marafaki, wafanyakazi na ndugu zetu.

Pamoja na kuwepo kwa chuki ya asili ambayo nayo hufanya kazi kwenye maisha
ya mwanadamu, lakini wengi wetu tuna chuki zinazotokana na orodha ya
mabaya tuliyowahesabia wenzetu.

Mfano Mume anaweza kuwa na orodha ndefu ya matendo machafu ya mkewe tangu
walipooana miaka saba iliyopita, ambapo kila siku anapomtazama tu huwa
kama anatazama CD ya matukio yaliyopita na kuifanya chuki yake kukuwa kila
siku.

Kwa bahati mbaya, wanadamu wengi wako hai kwenye mabaya, uwezo wao wa
kukumbuka makosa ni mkubwa zaidi kuliko wema wanaofanyiwa. Tabia hii
inatokana na ukweli kwamba, akili zina tabia ya kukosoa muonekano na
taarifa ya vitu, lengo ni kuweka ulinganifu wa jinsi mtu anavyojitambua.

Kwa kutambua hilo, kinachotujengea chuki juu ya wenzetu ni ‘USISI’ ambao
kila mtu anao. Wako wenye usisi wa udini, ukabila, rangi, jinsia, uwezo,
elimu na tabia. Hali hii ndiyo inayowafanya wawaone wenzao kama wakosaji.

Unamchukia mumeo kwa sababu unataka awe kama unavyopenda, hupendani na
mfanyakazi mwenzako, jirani yako, mke mwenzako kwa vile unajenga msukumo
wa usisi kwenye mtazamo wako juu yake.

Ifahamike kwamba msingi huu wa maisha ni hatari kwa vile umekuwa mzigo
mzito kwenye maisha ya wanadamu wengi. Watu wengi wamepata matatizo
makubwa kwenye maisha yao kwa sababu walishindwa kujigundua kuwa wana
usisi na hivyo kulazimisha ulimwengu ufanye watakavyo, jambo ambalo ni
gumu.

Ni ukweli ulio wazi kwamba, hatuwezi kuishi kwenye mtazamo wa kutaka
mapenzi yetu yatimizwe na kuwa na msukomo wa lazima wa kuifanya jamii
inayotuzunguka itumikie mtazamo wetu. Kamwe hatuwezi kuwafanya wenzetu,
watembee, waongee, wawe na tabia kama zetu.

Wajibu wetu mkuu kwenye maisha ni kujitambua na kuacha wengine nao
watumikie kujitambua kwao kama binadamu. Tusiingie kwenye uhasama wa bure
kushindania mtazamo. Tukumbuke mpaka tunaondoka duniani hali ya kila mmoja
kujitambua mwenyewe haitafutika.

Mama Teresa aliacha neno la msingi kwenye maisha yetu lisemalo: “If you
judge people, you have no time to love them.” Kama utakuwa mwenye kuhukumu
wengine hutakuwa na muda wa kuwapenda.

CRDB limited has recorded an impressive financial performance of Tsh 80 billion during the eleven months of the current calendar year which went up to 60 percent.

Dr Charles Kimei CRDB Managing Director has said that during an event to mark the bank’s family day at the weekend in Dar es Salaam that the country’s largest bank by assets made a profit after tax of TSh50 billion during the first eleven months of the 2011 calendar year.
“Basically, 2012 has been a year that was full of challenges to financial institutions. However, we managed to make a profit of Sh80 billion between January and November 2012. In a similar period last year, we made a profit after tax of Sh50 billion,” Kimei attributed.
CRDB attributes its success to innovative services and the bank’s massive branch expansion drive across the country and made the most bank that have many branch network in Tanzania.
Currently CRDB has a branch network of 85 outlets.
Its SIM Banking service, launched in 2010 was recently improved to cover many other areas that help clients in meeting their financial needs.
And, having registered a splendid performance in 2012, the bank now looks to a bright 2013, banking its hopes at further increasing the number of its branch network and coming up with more and more innovative ideas.
According to Dr Kimei, for this year the bank has employed more than 300 new employees across the country.
“The Labour force that has joined us recently would enable us to continue improving our service and also to enable the bank to be among the best successful banks in East Africa,” said Dr Kimei.

Plan International pumps $100 million in development projects in Tanzania
Dar es Salaam, Tanzania, 27th November, 2012: Global children’s charity Plan International (Plan) has pumped more than US$100 million in development projects in Tanzania over the past two decades, a top of official of the organisation has said.

CEO Nigel Chapman said in Dar es Salaam today that his organisation plans to spend additional US$65 million over the next five years up-scaling its development projects in some of the poorest and remote regions in Tanzania. He was briefing media ahead of Plan Board’s week-long tour of the organization’s projects in Tanzania.

“Plan has been working in Tanzania for the past 20 years supporting under-privileged children and poor communities gain access to health, education, clean water and sanitation. To date, nearly 1.6 million have benefited from our programmes,” he said.

Chapman said Plan had joined hands with other organisations to introduce Village Savings and Loans Associations (VLSAs) to support a plethora of rural communities access loans to shore-up agricultural productivity and help them venture into small business enterprises.

“Currently there are more than 4,000 VSLA groups that have been established across the country with more than 80,000 members. The majority of them are women. VSLAs are proving to be hugely popular in the country as they offer cheap loans to rural communities,” Chapman said.

Chapman said Plan was also involving children in VSLAs to inculcate a culture of saving among children and youth. The number of savings clubs run by children has swollen to 300 as 9,000 children in Tanzania are currently involved in these schemes.

“The involvement of children in VSLA is helping instil a savings culture among children and youth as they learn about money management at an early stage in life,” he said.

Among others, Mr. Chapman said Plan supports community-led total sanitation (CLTS) projects, which inspire communities to shun open defecation because of its negative impact on health. CLTS has been introduced in more than 100 villages and many of them now regarded as ‘open defecation free’

Plan has also been supporting the Tanzanian Government to develop policies that stem the high incidence of violence against children, especially teenage pregnancies and child labour. This has led to a decline in cases of child abuse in the country, Chapman said.

In addition, he said Plan is promoting the concept of pre-school learning known as Early Childhood Care and Development to prepare a strong foundation for children’s mental development ahead of being enrolled in school.

Fastjet, Africa’s first low-cost airline, has on Tuesday this week unveiled its first fully branded aircraft ahead of commencing flights operations in Tanzania in two days’ time.

Speaking to reporters in a news conference in Dar es Salaam this week, Fastjet Chief Executive Ed Winter said that from Thursday, 29th November, Fastjet will operate twice daily flights on its first two routes, Dar es Salaam to Kilimanjaro and Dar es Salaam to Mwanza.

He said that tickets went on sale two weeks ago and fastjet has recorded strong demand, outstripping its initial expectations.

Winter added that average fares are expected to be USD80 but now start from as low as USD20 one way (excluding taxes and charges) for customers who book early.

“Today is an incredibly exciting day not just for fastjet, but for Tanzania and Africa as a whole. For years, the African aviation-market has been significantly underserved, lagging a very long way behind the rest of the World,” winter said.

He further said that the airline is committed to become a large scale local employer and will recruit and train people on the ground and it has already hired over 70 local people in Tanzania.

“Fastjet’s decision to base its fleet on A319 is testament to the aircraft’s efficiency, reliability and suitability for the low-cost operations in Sub-Sahara Africa,
“With the market leading modern Airbus single-aisle aircraft, fastjet will be introducing new levels of comfort and affordability to an African market which is set to double over the next 20 years,” he attributed.

On his part Deputy Minister for Transport Dr Charles Tizeba said that the government will continue to create a conducive environment in the aviation sector to attract more investors in the aviation sector in the country.

He noted that the government is ready to strength partnership with the private sector as part of the efforts to foster social and economic development across the country.

Purpose: Ensure overall coordination of FZS activities within Serengeti National Park
Serengeti National Park forms the core area of the Serengeti Ecosystem. At 14,763 km2, it comprises nearly half of the entire ecosystem.  FZS has been involved in the Serengeti for over 60 years and is the longest serving NGO in the ecosystem.  In order for FZS to manage its diverse Serengeti intervention portfolio effectively, it has become necessary to establish a Project Leader position responsible for coordinating the activities of the Society, and in particular the Serengeti Rhino Repatriation Project and the implementation of the Serengeti Security Plan.
Technical Responsibilities:

  • Working with TANAPA (Tanzania National Parks) management to implement the park security plan.
  • Ensuring a suitable monitoring plan is developed and implemented for the rhinos in Serengeti.
  • Working with TANAPA management to ensure Serengeti National Park rangers are trained and fit to ensure adequate security in the Park.
  • Assisting the park to set up and operate intelligence-gathering mechanisms and use them for effective law enforcement purposes.
  • Ensuring availability and serviceability of key law enforcement equipment and facilities necessary for effective law enforcement in the Park.
  • Spearheading the configuration and use of the digital VHF communication system for effective law enforcement in the rhino range of Serengeti.
  • Ensuring the identification, removal and monitoring of invasive plant species
  • Providing oversight of the garage and ensuring the proper maintenance and management of the FZS and TANAPA fleet of approximately 50 vehicles. 
  • Ensuring that all projects activities fall within the guidelines of the SENAPA GMP and the park regulations.
  • Preparing and submitting required financial and technical reports in a timely manner.
  • Preparing budgets in collaboration with relevant stakeholders and submitting them to Programme Manager in a timely manner.
Fundraising Responsibilities:

  • Raise third party funds in support of project objectives
  • Support the Africa Director in top donor liaison, assist with facilitation and logistics of guests to ARO

Terms

Every year, over 3 million newborns continue to die, most from preventable or treatable causes. The London School of Hygiene & Tropical Medicine is seeking an overseas Research Fellow or Lecturer to be based in Tanzania to coordinate the Improving Newborn Survival In Southern Tanzania (INSIST) trial, an ongoing multi-disciplinary study which will evaluate the impact of a community-based intervention on newborn survival.
The successful applicant will be physically based at the Ifakara Health Institute in Mtwara, Tanzania, where they will be responsible for organisation and planning of a large endline household survey as well as day to day management and co-ordination of the study and mentoring of Tanzanian scientific staff.
The ideal candidate would hold a doctoral degree from in epidemiology or demography, and have proven experience in the design and management of large-scale household surveys in a rural African setting. They would have experience of statistical analysis of health research studies, experience of postgraduate teaching and mentoring research students, an ability to work with people from a range of disciplinary and cultural backgrounds, the ability to communicate effectively and to write and present clear scientific reports to a wide range of audiences, excellent management, organization and problem solving skills, be willing to live in Mtwara, Tanzania, and have excellent written and oral communication skills in English. Knowledge of Swahili and experience of living and working in east Africa would be an advantage, as would peer-reviewed publications in design, monitoring and evaluation of public health interventions, or clinical trials.
The post is a full-time appointment until April 2014 and the salary is on the Academic Pathway Grade 6, Research Fellow /Academic Pathway Grade 7, Lecturer scale from £35,661 -  £47,652 per annum inclusive plus overseas allowances and benefits if applicable.

CHAWEKA UTARATIBU MAALUMU KWA WANACHAMA WAKE KUGOMBEA
CHAMA cha Demokrasia na Maendeleo (Chadema), kimeitafutia dawa migogoro inayotokana na baadhi ya makada wake kuonyesha nia ya kuwania urais na ubunge mwaka 2015, baada ya kuanzisha utaratibu maalumu wa wanachama wake kugombea nafasi mbalimbali za uongozi.

Kwa mujibu wa taarifa zilizolifikia gageti  hili, mpango huo unakuja wakati Naibu Katibu Mkuu wa chama hicho, Zitto Kabwe ametangaza nia ya kugombea urais katika uchaguzi mkuu ujao, kitendo ambacho kiliwashtua vigogo wa chama hicho akiwamo mwasisi wake, Edwin Mtei.

Mara kadhaa Mtei amekuwa akimwonya Zitto kuwa kitendo chake cha kutangaza nia yake ya kugombea urais kitasababisha mzozo na mpasuko ndani ya chama hicho.

Mtei amekuwa akisema kuwa Zitto anatakiwa kuwaunganisha wanaChadema na siyo kuwagawa, au kuwavuruga na kwamba siyo shida kuonyesha hisia za kuwania urais, lakini tatizo ni kuwa hali hiyo inatengeneza mzozo mkubwa.

Mtei ambaye aliwahi kuwa Waziri wa Fedha na Gavana wa Benki Kuu (BOT) enzi za utawala wa Mwalimu Julius Nyerere, alisema wakati mwafaka ukiwadia, Chadema kitaamua ni nani mwenye sifa za kugombea urais akisema kina utaratibu wake wa kuwapata wagombea mbalimbali wa uongozi.

Akizungumza wakati akijibu hoja mbalimbali katika mtandao wa Jamii Forum katikati ya wiki hii, Zitto ambaye pia ni Mbunge wa Kigoma Kaskazini, alisema viongozi wa chama hicho walikutana mjini Morogoro hivi karibuni na kutengeneza utaratibu wa watu kutangaza nia wanapotaka kugombea nafasi yoyote ya uongozi.

“Nadhani huu ni uamuzi mzuri wa chama maana watu wengine wana wasiwasi usio na msingi wowote kwamba kuwa na wagombea wengi kwenye chama ni kuvuruga chama,” alisema Zitto na kuongeza:

“Lakini watu haohao wanashangilia kweli wakiona demokrasia inavyotekelezwa kwenye nchi nyingine kama Marekani.”

Alisema kuwa tatizo la Watanzania wanapenda kuona demokrasia inatekelezwa, lakini wao wanaogopa kuitekeleza, hivyo mwongozo kwa wagombea ambao walipitisha Morogoro utasaidia sana.

“Uamuzi wa Morogoro kuhusu mwongozo kwa wagombea utatusaidia sana kuondoa mashaka kama haya,” alisema Zitto.

Mwananchi Jumapili lilipomuuliza Mkurugenzi wa Habari na Uenezi wa chama hicho, John Mnyika kuhusu jambo hilo  alionyesha kutofahamu lolote kuhusu utaratibu huo, wala ulipofanyika huo mkutano wa Morogoro.

“Mkutano upi wa Morogoro?” alihoji Mnyika. Alipoelezwa kuwa suala hilo lilizungumzwa na Zitto katika Mtandao wa Jamii Forum alisema: “Muulize kwanza Zitto akupe ufafanuzi ni kikao gani cha chama, pia juu ya huo utaratibu, akikueleza ndiyo urudi tena kwangu.”

Juhudi za kumpata Zitto kueleza kwa undani kuhusu utaratibu huo hazikuzaa matunda, kwani simu yake ya mkononi ilikuwa ikiita bila majibu, baadaye kuzimwa kabisa.

Akizungumzia azma yake ya kuachana na ubunge kama alivyoahidi mwaka 2005 kuwa, atagombea vipindi viwili pekee Zitto, alisema kuwa aliwaambia wapigakura wake kwamba nia yake ni kuwa rais wa nchi.

“Nia yangu ni kupisha wengine nao wakimbize kijiti cha maendeleo ya jimbo letu na mkoa wetu,” alisema Zitto na kufafanua, “ Nimeshasema mara kwa mara kwamba ukiachana na siasa kazi ninayoipenda zaidi ni ualimu.”

Alisema kuwa akiachana na ubunge atakwenda kufundisha kwa kuwa anapenda kufanya tafiti, kusoma, kuandika na kufundisha.

“Hivi sasa tunaandaa mpango wa kuanzisha Chuo Kikuu cha Ziwa Tanganyika (Lake Tanganyika) mkoani Kigoma, nitafurahi kama nitakuwa mmoja wa wahadhiri wa mwanzo wa chuo hiki,” alisema Zitto.

Katika uchaguzi Mkuu wa mwaka 2005, Mwenyekiti wa Chama hicho, Freeman Mbowe alisimama kugombea nafasi ya urais akishindana na Rais Jakaya Kikwete ambaye alikuwa akisimama kwa mara ya kwanza.

Mwaka 2010, Katibu Mkuu wa chama hicho, Dk Willbrod Slaa aligombea nafasi hiyo na kuibuka mshindi wa pili kwa kupata asilimia 26.34 nyuma ya Rais Kikwete ambaye alipata asilimia 61.17.

Hivi sasa tayari kumetokea maneno ya chinichini miongoni mwa wabunge waliopo madarakani wakiwatuhumu baadhi ya wanachama wa chama hicho ambao wameaanza kuingia katika majimbo yao kutaka kugombea viti hivyo katika uchaguzi mkuu wa mwaka 2015.

Wabunge hao wanahoji kama wanachama hao wanaofanya hivyo wanataka kugombea ubunge katika uchaguzi ujao ili kukifanya chama kiongeze idadi ya wabunge bungeni, kwa nini wasiende kugombea katika majimbo ambayo hayana  wabunge wa chama hicho?

Vilevile, chama hicho kilipata msukosuko katika mchakato wa kupata wabunge wa Viti Maalumu katika uchaguzi uliopita na kulazimika kuweka vigezo ambavyo viliondoa manung’uniko hayo.

Baadhi ya vigezo hivyo ni elimu, mchango wa mgombea katika chama, wanawake waliogombea katika majimbo na uzoefu katika ubunge.

Tukio hilo lilitokea juzi mkoani Mtwara ambako Kinana na mawaziri hao walikuwa katika ziara ya chama kujibu kero mbalimbali za wananchi.Mawaziri waliokumbwa na dhahama hiyo ni Christopher Chiza wa Kilimo, Chakula na Ushirika, Hawa Ghasia (Tawala za Mikoa na Serikali za Mitaa - Tamisemi) Naibu wake, Aggrey Mwanri.

Chiza ndio alikuwa wa kwanza kukumbana na zomeazomea hiyo, lakini mambo yalikuwa magumu zaidi kwa Ghasia ambaye alizomewa tangu alipoanza kuzungumza mpaka alipomaliza.Ghasia ambaye pia ni mbunge wa Mtwara Vijijini, alirushiwa makombora na Rukia Ismail Athumani ambaye alimshutumu yeye pamoja na Mbunge wa Mtwara mjini, Asnein Murji kwamba waliruhusu gesi kupelekwa Dar es Salaam wakati wananchi wa mkoa huo hawajafaidika nayo.

“Ghasia na Murji kwanini mnaudanganya umma kwa kupeleka gesi Dar es Salaam, sisi hatuna ubaya na chama ila hatutaki gesi iende huko” alisema Athumani huku akishangiliwa na mamia ya watu waliohudhuria mkutano huo.Kabla ya dada huyo kuteka hisia za wananchi kwa kuwasilisha kero hiyo, Kinana alimruhusu mwananchi mwingine, Issa Kambona ambaye pia alieleza kuwa hakubaliani na suala la gesi hiyo kupelekwa Dar es Salaam.

Kinana alisema amesikia hoja hizo za wananchi na kwamba atamueleza Waziri wa Nishati na Madini azungumze na wananchi wa Mtwara kuhusu gesi hiyo.Baada ya mambo kuzidi kuwa magumu, Ghasia alilazimika kupanda jukwaani kujibu makombora aliyokuwa akirushiwa na wananchi waliofika katika mkutano huo.

“Sio kweli kwamba hatutetei maslahi yenu, gesi iliyopo ni nyingi hamuwezi kuitumia na kuimaliza, kuna futi za ujazo trilioni 20,000 na tunaweza kuitumia kwa zaidi ya miaka 90, hata hivyo, Wizara ya Nishati na Madini imetoa ofa ya kuwalipia chuo vijana 150 kila mwaka,” alisema Ghasia, lakini wananchi hao waliendelea kumzomea.“Uongo, uongo, hatutaki, hatutaki, huyoo, huyooo” walisikika wakisema wananchi hao, hali iliyomfanya Katibu wa Itikadi na Uenezi wa chama hicho, Nape Nnauye kuingilia kati, kujaribu kuwatuliza.

“Kila mtu amelelewa katika mazingira tofauti, hilo halinihusu…watu wangu wa Mtwara vijijini wamenielewa,” alisema Ghasia na kuteremka jukwaani hali iliyozidisha kelele za kumzomea.Nape alisawazisha mambo kwa kusema, hoja ya wananchi hao imechukuliwa na itawasilishwa kwa Serikali ili kuona namna ambavyo inaweza kukaa na wananchi hao na kuweka maslahi yao mbele.

Ilivyoanza
Panzia la zomea zomea lilifunguliwa na Chiza alipopanda jukwaani kujibu hoja ya kuyumba kwa soko la zao la korosho, ambapo wananchi walimpinga baadhi ya kauli alizozitoa.“Tatizo la korosho ni baadhi ya viongozi wa vyama vya ushirika na wengine ni watendaji wa Serikali …nipo hapa na wala siondoki, nitalishughulikia hili ili korosho zinunuliwe” alisema Chiza huku sauti za wananchi zikimpinga kwa kusema “uongooo”.

Hata hivyo, Chiza aliweza kukabiliana na hali ya zomeazomea jukwaani baada ya watuliza wananchi kwa kusisitiza kuwa ataendelea kuwapo Mtwara, kushughulikia tatizo hilo ili ununuzi uendelee.Naibu Waziri wa Tamisemi, Mwanri alipata wakati mgumu mara alipopanda jukwaani na kuanza kuzungumzia namna ya kumaliza kero ndogondogo zinazoletwa na mamlaka zake, wananchi walikuwa wanazoea “huyoo…hatutaki” lakini baada ya kuanza kuongea alionekana kuiteka hadhira na mambo yakawa shwari. “

“Tumesema wauza vitumbua, wasibughudhiwe … mkurugenzi njoo jukwani, nakuagiza kuanzia leo marufuku wanafunzi kurudishwa shuleni kwa sababu ya michango” alisema Mwanri huku akishangiliwa.Awali Kinana alisema mkutano huo unalenga kuzipatia ufumbuzi kero za wananchi ambazo zinawezakuwa kikwazo kwa chama hicho kuingia madarakani mwaka 2015.

Katibu mkuu huyo wa chama tawala alisema umefika wakati wa chama kusimamia utendaji wa Serikali kutatua kero za wananchi wa mkoa wa Mtwara ikiwa ni pamoja na kuyumba kwa soko la korosho na gesi.“Najua hapa kuna kero kubwa mbili, korosho na gesi, nimekuja na Mawaziri hapa watatoa majibu leo” alisema Kinana huku akishangiliwa na umati mkubwa wa watu ulioudhuria mkutano huo.

Sifa mgombea urais
Katika hatua nyingine, Kinana amevunja ukimya kuhusu mbio za urais mwaka 2015 na kusema CCM itamtosa bila kumuonea haya mwanachama yeyote atakayeomba kuteuuliwa kugombea urais kwa tiketi yake, huku akiwa kinara wa kutegemea makundi kumwigiza katika nafasi hiyo.Badala yake akaeleza kuwa chama hicho kitamteua mgombea mwadilifu, anayekubalika na watu na asiye na makundi.

Mbali na sifa hizo Kinana pia ameeleza kuwa mgombea huyo wa CCM atakuwa msafi, makini, mchapakazi, mzalendo ambaye anajali maslahi ya wananchi na kwamba Mei 2015 wataanza kutoa fomu kwa wana CCM wanaowania nafasi hiyo.Kinana alisema hayo jana katika kijiji cha Isesa, Sumbawanga Mjini wakati akifungua tawi la CCM na kuzungumza na wanachama.

Katika kipindi cha kuuliza maswali, wanachama hao walitaka kufahamu namna chama hicho kilichojipanga kumpata mgombea urais makini ambaye hatakuwa mzigo kumnadi dhidi ya wapinzani.“Tumejipanga vizuri, atapatikana mgombea urais bora, vigezo vipo wazi tunataka mgombea urais mwadilifu, makini, mchapakazi, mzalendo ambaye anakubalika na wananchi,”alisema Kinana.

Aliongeza kwamba chama hicho kitatoa fomu kwa wanaotaka kuwania nafasi hiyo na vikao vya chama ndivyo vitakavyoamua,”alisema Kinana.“Tuna utaratibu mzuri wa kupata wagombea urais bora kwa sababu vigezo vyote viko wazi na kwamba wagombea hao watapimwa kwa vigezo hivyo,” alisema Kinana.

Alisema Wanasumbawanga wasiwe na wasiwasi watampata mgombea ambaye atakuwa mwiba kwa vyama vya upinzani.Alisema kiongozi mwenye makundi na asiyekuwa mwadilifu hatakuwa na nafasi ya kuteuliwa na chama hicho kugombea urais.“Haya si maneno yangu bali ni vigezo vya chama vilivyo wazi ambavyo vinatumiwa kwa kila mgombea wa nafasi hiyo kubwa kushinda zote,” alisema

Alisema anakifahamu chama hicho na kwamba kitavitumia vigezo hivyo ili kupata mgombea urais ambaye wananchi wanamkubali.Awali wanachama wa chama hicho wakiongea kwa hisia kali, walisema wanataka chama hicho kimsimamishe mgombea urais atakayekuwa mwiba kwa wapinzani.

“Tunayasikia majina ya watu wanaowania nafasi hizo, chonde chonde katibu mkuu tunaomba apatikane kiongozi ambaye hatatupatia kazi ya kumnadi, awe mwadilifu ambaye akitangazwa watu wafurahi bila kunung’unika,” alisema Peter Lilata.Alisema, “tukikosea kuteua kiongozi bora tutakuja kujuta hapo baadaye.”

Vijana CCM, Chadema nusura wazipige
Katika ufunguzi wa tawi la CCM la Isesa nusura vijana CCM na wa Chadema watwangane makonde baada ya vijana wa Chadema kuwatuhumu CCM kwamba wamewaibia bendera ya chama chao.

Mabishano kuhusu bendera hiyo yaliendelea katika kipindi chote ambacho Kinana alikuwa akizungumza na wanachama wa tawi hilo.“Hawa CCM wameng’oa bendera yetu hapa huo siyo ustaraabu ni lazima mturudishie bendera yetu vinginevyo patakuwa hapatoshi,” mmoja wa vijana wa Chadema alisikika akisema.
Hata hivyo, busara za askari polisi waliokuwa katika mkutano huo zilisaidia kuzima hasira zavijana wa Chadema.

Governments and businesses must give local people more control over forests to maximize social, economic and environmental benefits, says a new book by the International Institute for Environment and Development (IIED) and the G3 — a global network whose members manage a quarter of the world’s forests.
 
The book, was launched at IIED’s Fair ideas conference in Rio de Janeiro recently, makes the business case for investing in forest communities by showing that when local people control their forests they are more likely to conserve and use them sustainably.
 
 Millions of hectares are already owned by, or designated for use by, local communities and families.
 
 Södra — a cooperative of 52,000 family forest owners in Sweden — has annual revenues of 18 billion Krona (US$2.7 billion). The cooperative, which was formed in 1938, produces pulp, sawn timber, furniture and biofuels and sells them largely to an international market.
 
In Nepal , community-owned forest makes up around a fifth of all forested land, with 17,685 local community groups managing more than 1.6 million hectares. The Amrithdhara community forest is managed by 814 households who together earn 3,000,000 Nepalese Rupees (US$36,179) every year — money which is re-invested in forest management or used to support local community development projects.
 
 “Community forestry turned Nepal ’s forests from barren wastelands into the green and productive areas that they are today”, said Ghan Shyam Pandey, coordinator of the Global Alliance of Community Forestry.
 
 In 2009, the Global Alliance of Community Forestry joined forces with the International Alliance of Indigenous and Tribal Peoples of the Tropical Forest and the International Family Forestry Alliance to create the G3 – or Three Rights Holders’ Group, a global network of family, community and Indigenous foresters.
“Together, the G3 provides a platform and a united voice for local forest-dependent people across the world who all-too-often are not included in national policy-making or international decisions” said Peter deMarsh, a family forest owner in New Brunswick, Canada, and chair of the International Family Forestry Alliance.
 
Despite the proven track record of locally controlled forestry and constant reports of social conflict between local communities and big companies over forests across the world, money continues to flow into the bigger international corporations rather than into support for locally-controlled forestry.
 
The new book urges governments and investors to approach business from a different angle in order to reap a wider range of benefits and on a long-term basis. 
“Instead of being led by resources, investment models for locally controlled forestry must be led by rights, based on right-holders managing forest resources and seeking capital and partnerships“, says Duncan Macqueen, Forest Team leader at IIED.
 
“We cannot afford to ignore practical and fair solutions such as locally controlled forestry when the stakes are so high and the benefits so clear”

KENYA: High voter turnout possible, says poll
 Kenyans will heed calls by the Independent Electoral and Boundaries Commission (IEBC) and turn out in large numbers to register as voters, a new poll suggests.
The poll by research firm Ipsos Synovate, an overwhelming majority of Kenyans – 91 per cent – have indicated that they will participate in the exercise and ultimately vote on March 4, 2013.
This is expected to come as a boost to the electoral commission which intends to register at least 18 million voters within a 30 day period using the Biometric Voters Registration (BVR) kits.
RWANDA: Rwanda: Mugesera Requests for Postponement Again
Genocide suspect Leon Mugesera yesterday reappeared at the High Court and requested for 48 more days before the trial against him starts in substance.
This is the second time he is requesting for a postponement after initially asking for two months to prepare. Yesterday, he told court that he did not use the two months given to him by court because the running system of his laptop was installed on November 6.
 
UGANDA: Uganda: Police Stop Visits to Inmates Over Ebola
 
The Police have halted visitation of inmates in all prisons across the city and neighbouring districts:
 
The move is aimed at curbing the spread of the deadly Ebola haemorrhagic fever among inmates and other people.
 
Addressing the media at a weekly Police briefing yesterday, Kampala Metropolitan Police spokesperson Ibin Ssenkumbi yesterday said the visitors will only be given access to the suspects if the reason is serious enough.
 

Another big land clashes is escalating between the villagers of Galangala village, Basutu ward, Hanang district in Manyara region and illegal invaders of the former Basutu plantations in the ward, the Mirror digest can reveal.
 
Recently more than 700 irate villagers stormed into the former Basutu plantations distributing the land among themselves with the maim of forcing out what they called “illegal occupiers” of the land in the ward.
 
The villagers said, their move follows illegal acquisition of their land by a huge number of business tycoons and government officials from in and outside the district, something which denies the local residents their right to own land.
 
However, they have vowed to leave no stone unturned against any foreigner investor who would resist from getting out of the plantations.
 
In a telephone interview with the angry villagers, they said, since the Basutu plantations were abandoned in the 1990’s, the villagers have witnessed a huge number of business tycoons and other government officials illegally occupying the land and distributing among themselves while the villagers had serious shortage of land.
 
Speaking to this reporter, one of the villagers Martha Laurent said that the illegal occupiers of their land come from Karatu, Singida, Dongobeshi, and other places.
 
 The Basutu Plantations have very fertile land which is suitable for wheat agriculture, but the poor villagers said they have never benefited because they cannot afford to buy because they have no money.
 
“These rich people are flocking here on daily basis and we only see them buying huge chunks of lands without consulting the villagers” she said.
 
She added that they have decided to distribute the land among themselves, between 20 to 30 hectares of lands each, in a bid to prevent the jobless youth from becoming criminals due to lack of land which is number one employment opportunity in rural areas .
 
When contacted for comments, the village Chairman, Ibrahim Orii distanced himself from the shoddy land deals, blaming the business tycoons instead  for not following proper process and procedures of land acquisition.
 
“I understand that any investor must approach the village council for recommendations and their requests are brought to the village assembly for approval. But I have never seen any investor following these procedures. I only see them distributing among themselves the land” he said.
 
The district authorities could not be reached to comment on the matter. However, efforts to get them are underway.
 
In recent years, Tanzania has witnessed a series of land conflicts caused by foreigner investors, some of which have resulted into deaths of innocent civilians.

Tanzania has experienced a dramatic move in the ICT industry following a newly ICT program launched last week on education which will foster the industry development and talent among young people in the country, thanks for the Huawei Technologies Tanzania.

On his part The Huawei Tanzania Managing Director, Bruce Zhang said: The program will be known as “Huawei ICT Star program for Tanzania education”. It will support primary and secondary schools as well as universities, to develop ICT interests, which will contribute to the development of ICT industry in Tanzania
“For the primary and secondary schools, the program will contribute in improving the learning infrastructures that gives a better learning environment for the students in their earlier stage. And the program will raise ICT awareness among students as well,” Says Zhang.
He said that for universities, they are going to set up “Huawei ICT Star” scholarship. After that, they will provide specific free packages of ICT training to excellent students in Huawei Africa Training centers.
Zhang noted that the program will provide ICT knowledge transfer and ICT talent trainings; make ICT students practice the latest ICT technologies.
“By doing this, we expect to enriching the backbone of ICT talent in Tanzania ICT industry in long term basis,” he said.
 On his part the Chinese Ambassador to Tanzania Lu Youqing said that the Tanzania Development Vision of 2025 envisages a nation filled with well educated and learning society as well as a strong and competitive economy capable of producing sustainable growth and shared benefits.
He said that the “Huawei ICT Star” program for Tanzania education expect to bring innovative technologies and approaches that will trigger ICT development in Tanzania.
