Position Description:
Culture and Development East Africa (CDEA) is a new organization that was incorporated in October 2011 and has an office in Dar es Salaam, Tanzania. We aim to support civil society organizations to make the connection between Culture and Development. Our conception of culture and development in contrast with the way in which culture has often been analyzed as only a means to development, defines culture as a way of life with values and norms rather than just material achievements of intellectual and artistic creativity. We define development as the expansion of choices not just growth of material production. Therefore, we see culture as the purpose of development and not just a facilitator or an impediment to economic growth. CDEA has three programmes namely: Culture and Governance; Documentary and Future; and, Institutional Strengthening.

CDEA seeks a qualified, energetic and capable Tanzanian candidate to serve as a Programme Officer, Culture and Governance. The Culture and Governance Programmeaims at strengthening Civil Society Organizations (CSOs) in the cultural and development sector in Tanzania in the area of evidence-based policy advocacy. Key activities will be anchored within the local governance framework of mainland Tanzania, the UNESCO 2005 Convention, the East African Community Market Protocol and Cultural and Human rights.
Job Specification for the Programme Officer:
Performance Objectives:
Capacity Development
1. In collaboration with the National Arts Council of Tanzania (BASATA), support 4 Arts Federationsto advocate for the implementation of the 2005 UNESCO Convention in Tanzania.
2. Support 4 Arts Federations to advocate for a system of cultural indicators that will supportplanning, budgeting and resource allocation for the Arts and Culture Sector in Tanzania.
3. Support ‘Culture’ and ‘Development’ CSOs
to advocate interweaving of cultural policies and other public
policies, supported by cultural indicators as the basis for achieving
sustainable development.
4. Moderate a reading club in collaboration with BASATA focusing on key issues in the 2005 UNESCO Convention and its implementation in East Africa.
Research
1. Conduct research that can support evidence-based advocacy for
the recognition of the economic dimension of culture by integrating
cultural statistics in Tanzania National Statistical System and in East
African Community regional trade protocol.
Networking and Advocacy
1. Participate in strategic positing meetings with the Ministry of Information, Culture, Youth and Sports (MICYS) and UNESCO Tanzania.
2. Develop and maintain professional networks in the area of culture and governance
3. Participate in different cultural forums in Tanzania, including the East African Community culture meetings.
4. In Consultation with/support from the Executive Director, organize dialogues
between artists and the general public, between the worlds of culture,
politics and development and among the various cultural disciplines in
collaboration with Universities, Think Tank organizations, Embassies and
Development organizations in Tanzania.
1. Identify resource mobilization opportunities and share information with the Executive Director and CDEA Board of Directors.
2. Participate in strategic visioning and resource mobilizing
through writing project position papers, strategic plans and proposals.
Other RoleSupport minority groups to advocate for the domestication of cultural and minority rights that are guaranteed by international laws and treaties
Qualifications and Skills:
· BA in Culture and Heritage; MA in a relevant field is a plus
· Four years’ experience in fields of capacity development and policy advocacy
· Excellent written and verbal communication and interpersonal skills for an outreach role
· Strong organizational skills, report writing and budgeting skills
· Interest in learning and growing in a young dynamic organization
· Proficiency in English and Kiswahili
