ALEX FERGUSON wants to become a director at Manchester United when he quits management.

The Red Devils boss, 71, is determined to stay after initially saying he would step away.
Fergie insisted: “There’s no getting rid of me. I will probably become a director.”
In an interview with new twentyfour7 Football magazine Ferguson was quizzed about his retirement day and said: “Nobody knows, neither do I. It won’t be a doctor that tells me to quit!”
As for his successor, he revealed: “They’ll ask me. But I think it’ll be a club decision not mine.”

THE Government has said that it has been delighted by the Tanzania Portland Cement Company (TPCC) move to invest billions of shillings in the cement production industry in Tanzania.

Speaking in Dar es Salaam during a brief ceremony to unveil the company’s future expansion of Cement Kiln Number Five, the Minister for Industry and Trade, Dk. Abdallah Kigoda said the new kiln would help to meet cement demand in the country.

“I am happy to learn the TPCC’s impact on cement sector in less than month since I launched Kiln Number Three at Wazo Hill. It is obvious that its completion, TPCC will increase job opportunities to Tanzanians,” said Dr. Kigoda.

The kiln plant at Wazo Hill site in the city will cost the company at least TSh 50bn and will be ready 18 months to come.

Dk. Kigoda said right now, Tanzania is winning confidence from the donors and that sooner the country will shift from agricultural dependency economy to industrialized country.

Previously, TPCC Chairman of Board of Directors, Mr. Jean-Marc Junon said after its completion, the kiln will increase cement production by 700,000 tons per year.

He said by then, the company will be able to produce 2,000,000 tons of cement per year and become the number one cement maker in the country, and the biggest cement production site in East Africa.

“This project will be completed by September 2014 and will help us to continue satisfying the domestic demand for the high quality product as well as looking for export opportunities,” said Mr. Junon.

The TPCC Director General, Mr. Pascal Lesoinne said right now, cement prices have been seen to stabilize due to different factors in the cement production industry, giving Tanzanians an opportunity to achieve their development goals.

“For about 10 years cement prices have remained stable, and due to the availability of gas, there is a possibility of lowering down these prices as the Government asked us,” he said.

 TPCC is trading under Twiga Cement and is the leading cement producer in Tanzania.

Kenya boy, 13, gains fame for protecting livestock from lions

Richard Turere, 13, had reason to despise lions while growing up with his family on a ranch in Kenya: The beasts routinely killed their livestock, which he was largely responsible for. Rather than fret, however, the clever boy put his mind to work and devised an invention that not only deters lions, but does so without killing or injuring them.

(Lions, whose numbers have shrunk to an alarming level, are vital to the ecosystem and valuable as a tourist attraction in nearby Nairobi National Park. The park boasts the world's largest concentration of lions, which often perceive livestock on nearby ranches as easy pickings.)

The invention, one what has proved remarkably successful after a series of other experiments had failed, stemmed from Turere's discovery, when he was 11, that lions became skittish at night when people walked around with flashlights.

"I discovered that the lions were scared of the moving light," he told CNN.

He gathered dozens of LED lights and rigged them to a battery and solar panel that powered the family television. He devised a way to make the lights flash and placed the bulbs on poles surrounding the livestock enclosure.

The nighttime livestock raids ended, and Turere's "Lion Lights" system is now widely used in the region, helping ranchers deal with the predators in a manner that no longer has to involve shooting them.

"I did it myself, no one taught me, I just came up with it," Turere said. "I had to look after my dad's cows and make sure that they were safe."

Because of his ingenuity, and his adeptness at engineering without training and with limited resources, Turere was invited to Southern California for this week's 2013 TED Conference, where he has shared a platform with other top innovators. He also received a scholarship to Brookhouse International School in Nairobi, where he now studies.

Turere shared two of his previous lion-deterring ideas at the conference. One involved fire but that backfired, he said, because "it was helping the lions see through the cowshed."

Another was a scarecrow. "I was trying to trick the lions. But lions are clever," he said, explaining that on the first day the lions saw the scarecrow and fled, but on the second they realized the scarecrow wasn't moving and killed several cows.

Of being invited to the TED Conference, according to an event blog post, Turere told the crowd: "A year ago I was a boy in a savannah grassland. I saw planes fly over and I said I'd be inside one day. I had a chance to come by plane for the first time for TED. My dream is to become an aircraft engineer and pilot when I grow up."

To be sure, for this bight kid, the sky seems to be the limit.

KENYA: Do not fight over land, says National Lands Commission

The National Land Commission on Wednesday took office with an appeal to Kenyans to avoid fighting over land during the General Election.

The Commission said it is equal to the task before it and therefore no Kenyan should lose his life on account of land grievances.

UGANDA: Improved performance as females post better results
The Uganda National Examinations Board reported an improved performance in last year’s Uganda Advanced Certificate of Education, with girls posting better results.
Out of 111,456 candidates who registered for the 2012 exams released yesterday, 109,974 sat for the exams compared to 102,296 who sat in 2011. According to Mathew Bukenya, the Uneb executive secretary, there was a lower failure rate, which has been declining over the years.

RWANDA: Over 3, 000 Teachers to Enter the Labour Market
More than 3, 000 primary teachers are expected to turn up on the labour market following the release of the Teacher Training Colleges National examinations results.
The exams were released by Kigali Institute of Education (KIE) after it assumed the responsibility of examining and coordinating teacher colleges. The task was formerly held by Rwanda Education Board (REB).

Leaders of the African Development Bank, European Bank for Reconstruction and Development, Inter-American Development Bank, International Monetary Fund, and the World Bank Group have pledged close collaboration to support development and growth.

The leaders emphasized the need for coordinated efforts to achieve the Millennium Development Goals by 2015, which aim to end poverty and hunger, increase access to education and health care, improve gender equality, and ensure environmental sustainability. 

“Nothing could be more important than ensuring young people get the right start in life. We aim to make 2015 the year in which children no longer negotiate access to basic education, mothers to the most basic health care, households to water and sanitation, or girls to the most fundamental opportunities for schooling, work, or voice in their communities. And we aim to ensure these gains are permanently sustained in the post-2015 era” said Donald Kaberuka, President of the African Development Bank.

The leaders pledged strong support for and collaboration with the UN-led process of defining the Post-2015 Development Framework. 

They voiced support for an approach that integrates concepts of economic, social and environmental sustainability. Noting that even recent gains in social indicators are at risk in the absence of a long term financing plan, leaders pledged to work together to develop options for long term  investment to strengthen the foundations of growth. 

They called for a renewed focus on financing for development - with greater leveraging of official development assistance and private sector investment, as well as better domestic resource mobilization and management and stronger institutions. 

They pledged cooperation to build the statistical capacity of governments, to enable better policies, for example by deploying the latest techniques for monitoring poverty and inequality, and factoring natural wealth accounting into decision making.  

“We are at a critical time where working together, we can bend the arc of history - eliminating absolute poverty, boosting shared prosperity, and defining a pattern of growth that demonstrates that we care for our planet and all its people” said Jim Yong Kim, President of the World Bank Group.

“In these tough economic times, we’ll only reach our goals by pulling together. We will work with a wide variety of partners to reach our goals, thoughtfully and creatively. Civil society, business, and government need to think and work together. 

“Our institutions aim to create an atmosphere for open dialogue and imaginative solutions to emerge” added Luis Alberto Moreno, President of the Inter-American Development Bank.
Issues of inclusive growth, environmental sustainability, and long term financing are global in nature. They affect richer and poorer countries alike. 

Recognizing this, the leaders of the Institutions welcomed the G-20 and G-8 analysis of related issues, and committed to harnessing their own institutions’ analytical and convening power to identify solutions to such pressing global issues, and making developing country issues thoroughly and clearly understood.

“Recent economic crises, which have put so many people at a risk of falling into poverty, mean we need to do more to promote macroeconomic stability, and to build strong and transparent financial systems.
The very large gaps in development finance mean we’ll need to search for ever better ways to encourage investment, including building more resilient and effective financial systems to support more effective domestic resource mobilization and management” said Min Zhu, Deputy Managing Director of the International Monetary Fund.
The leaders committed to excellence in management and organization of their own institutions. In this respect they shared experiences with organizational change, and reiterated their commitments to the highest standards in serving clients, excellence in staffing and professional development, and collaboration on the ground among the Institutions.

“The development challenges we face at the global and national levels are of such scale that we must work together. It’s not only a question of financial resources, but of ensuring we can deliver the best available knowledge, best people, and best models of cooperation to our clients.
They expect nothing less, and we aim to deliver nothing short of their expectations” said Suma Chakrabarti, President of the European Bank for Reconstruction and Development.

The Aga Khan Health Services in Dar es Salaam plan to start performing heart surgery, a step forward that will provide relief to patients, who are currently forced to seek such treatment  abroad, at high cost.
This AKHS initiative will complement efforts by the Muhimbili National Hospital, which is also in the final stages of preparations for operating on heart patients. 

AKHS medical director Dr Jaffer Dharsee said at the weekend that the AKHS would provide a full range of cardiac imaging. 

He said such a procedure involved what in medical terms are called angiography, angioplasty and ballooning, stenting and (eventually) open heart surgery. 

Although he could not expand on the potential cost of heart surgery, reports indicate that the price for heart bypass surgery in India varies between $5,500 (Sh8.8million) and $ 7,800 (Sh12.4million).
In Kenya, Tanzania, Uganda and other East-African countries, where the condition of medical facilities is quite grim, medical tourism to India is a boon for these countries, reports say. 

Dr Dharsee explained further that they hoped that for each operation on the heart which was conducted locally, Tanzanian patients would reduce their medical costs by half.

He explained that the AKHS and the MNH saw the necessity of providing home services to fight cardiovascular diseases, hence doing away with dependence on outside countries.
He was speaking at a symposium about 2013 cardiology updates, and the status of cardiac services in East Africa and in Dar es Salaam.
He said they planned to start providing the service by June next year, while the MNH would begin in the next two months.
“With this move, there are signs that over the next three years we will achieve a big step in treating cardiovascular diseases in this country,” he said. 

It was noted that the provision of such services here would cut costs for patients who had been seeking the services abroad. 

He also said their decision was a response to President Jakaya Kikwete’s appeal to local experts to bring heart-surgery to this country. 

While rates of cardiovascular disease, including coronary heart disease and stroke have been declining in most industrialised countries, including the United States and the UK, they are rising in most developing countries. 

Stroke mortality rates in Tanzania are three times higher than in the UK. There were nearly 46,000 deaths due to cardiovascular disease in 2002, this number was expected to rise to 63,000 in 2015 and 85,400 in 2031.
Chronic diseases create large adverse, quite underrated, economic effects on families, communities and countries. 

In 2005 alone, it was estimated that Tanzania lost $100 million in national income from premature deaths due to heart disease, stroke and diabetes. 

These losses are projected to continue to increase, cumulatively. Tanzania stands to lose about $3 billion over the next 10 years from premature deaths due to heart disease, stroke and diabetes.

 Dr Dharsee further said that the prevalence of  cardiovascular diseases such as hypertension and obesity was much higher in urban areas than in rural areas, with the highest rate in Dar es Salaam region.
It was projected that cardiovascular diseases would become the single most common cause of death in the developing and developed world, with Africa experiencing an overall steady rise in non-communicable diseases. 

Risk factors include hypertension, smoking, diabetes, obesity, unhealthy life-style habits and the ageing of the population. 

These factors combined with rapidly increasing urbanization have contributed to the overwhelming rates of cardiac-related diseases in this country.

Liaising with the warehouse, you will process orders and ensure that any customer issues are dealt with in a timely manner. You will also make outbound calls to generate sales from new leads as well as engaging with existing customers to maximise retention.

Reporting to the brand manager, you will help to prepare and arrange trade exhibitions, ordering and preparing the required garments. Organising transport for the clothing and stand, you will also attend trade fairs when necessary.

Your other duties will include:

- Ensuring that customer details are accurately inputted on all systems (Icept, ERP and Sage)
- Assisting with sending promotional material to customers
- Preparing marketing collateral for trade shows
- Liaising with stand builders regarding design and any requirements for trade shows
- Providing administrative, marketing and office support

To be considered for this role, you must have at least two years' customer service and administration experience. Equally as important is a good level of computer literacy, particularly with Microsoft Office applications.

As a Customer Services / Marketing Administrator, you must be highly organised with a methodical nature. You must also be able to work efficiently under pressure and possess excellent communication skills.

HATIMAYE upande wa Jjamhuri katika kesi ya uchochezi na kuiba malighafi zenye thamani ya Sh. milioni 59 inayomkabili Katibu wa Jumuiya na Taasisi za Kiislamu, Sheikh Ponda Issa Ponda na wenzake 48, umetangaza rasmi kuifunga kesi yake.

Hayo yalisemwa na Wakili Mwandamizi wa Serikali, Tumaini Kweka mbele ya Hakimu Mkazi Victoria Nongwa wa Mahakama ya Hakimu Mkazi Kisutu Dar es Salaam, muda mfupi baada ya shahidi wa 17 wa upande wa Jamhuru D/C F8586 Ismail wa kituo cha Polisi Chang’ombe kumaliza kutoa ushahidi wake ambapo jana jumla ya mashahidi watatu kwa mpigo walitoa ushahidi wao.

Wakili Kweka alieleza kuwa hadi kufikia jana upande wa  Jamhuri ulikuwa umeleta mashahidi 17 na vielelezo 13 ambavyo vilipokelewa mahakamani kama vielelezo vimetosheleza upande wa Jamhuri kufikia uamuzi huo wa kuifunga kesi yao.

Baada ya wakili Kweka kutoa maelezo hayo wakili wa Ponda, Juma Nassor aliiomba mahakama iwapatie muda hadi Machi 4 ili waweze kwenda kujiandaa na kufanya utafiti utakaowawezesha kuwasilisha maombi ya kuwaona wateja wao wote 49 hawana kesi ya kujibu.

Hata hivyo, Hakimu Nongwa alisema jukumu la kupanga tarehe ya kuja kufanya majumuisho ya mawakili wa pande hizo mbili katika kesi hiyo ya kuwaona washitakiwa wanakesi ya kujibu au la ni vyema ikaachiwa mahakama. Hakimu huyo akatoa amri kuwa majumuisho hayo yatafanyika Februali 27, 2013, saa mbili asubuhi  na kuutaka upande wa utetezi  kuwa wa kwanza kuwasilisha majumuisho yao kwa njia ya mdomo.

Kabla ya Hakimu Nongwa kukubali ombi la upande wa Jamhuri majira ya saa nane mchana, la kuifunga kesi yake, alisikiliza ushahidi wa mashahidi watatu wa waliokuwa wameletwa na upande wa Jamhuri ambao ni shahidi wa 15 ambaye ni F3929 D/C  Constebo Eliaeli (35), shahidi wa 16 ambaye ni Stationi Sajenti  Amos wa kituo cha Polisi Kati na Shahidi wa 17 ambaye ni askari mpelelezi Na. F8586 D/C Ismail.

Kwa upande wake shahidi wa 17, D/C Ismail aeleza mahakama kuwa Oktoba 17 mwaka jana, alipewa kazi na Mkuu wake wa kazi  na saa 2-9 alasiri alikuwa katika kituo cha Polisi Kijinyoma alipewa jukumu la kuwahoji washitakiwa ambao walikamatwa katika kiwanja cha Chang’ombe Marskas  wakikabiliwa na makosa ya kuingia kwa jinai katika kiwanja hicho .

Ismail alidai kuwa yeye alimhoji mshitakiwa aitwaye  Fiswaa ambaye alimweleza kuwa kati ya tarehe, mwezi na saa isiyofahamika akiwa nyumbani kwake Mlandazi Mkoani Pwani, akiwa anasikiliza Redio Iman, alisikia tangazo lilokuwa likiwataka waumini wa dini ya Kiislamu kwenda kuongeza nguvu ya kujenga msikiti katika kiwanja cha Chang’ombe Markas ambacho ni mali ya waislamu na si BAKWATA, lakini kilikuwa kimevamiwa.

Shahidi huyo alidai kuwa, mshitakiwa huyo alimweleza kuwa  aliitikia wito huo na kufunga safari toka nyumbani kwake Mlandizi na kwenda hadi kwenye kiwanja hicho kilichopo Dar es Salaam, na kuungana na wenzake ambapo kiongozi wao aliyekuwa akiwaongoza walipokuwa kwenye kiwanja hicho ni mshitakiwa wa kwanza ambaye ni  Sheikh Ponda.

“Sululu, mapanga vilitumika kama vifaa vya kujengea msikiti wa muda  katika kiwanja hicho  na ndipo usiku wa kuamkia Oktoba 17 mwaka jana, tukiwa tumekaa kwenye kiwanja hicho nikasikia sauti ikisema kuwa panda kwenye gari, panda kwenye gari na sikuwa na kumbukumbuku yoyote...,’ alidai Ismail kuelezwa na Fiswaa. Maelezo ya mshitakiwa huyo yalipokelewa kama kilelezo cha 13 na hakikupingwa na mawakili wa utetezi.

Kwa upande wake shahidi wake Shahidi wa 16, Station Sajenti Amos, alidai kuwa Oktoba 17 mwaka jana alipewa jukumu la kumhoji mshitakiwa Hussein Ally  ambaye mshitakiwa huyo alimweleza kuwa alipokea maelekezo kutoka kwa Masheikh wake wa Msikiti wa Kinyerezi yakimtaka afike katika kiwanja cha Markas na alienda akakutana na wenzake ambapo walianza kufanya usafi  ili waweze kujenga msikiti na walikuwa wakiongozwa na Sheikh Ponda kufanya ujenzi na usafi katika kiwanja hicho ambacho tayari mashahidi wengine kutoka BAKWATA walishasema kiwanja hicho ni mali ya kampuni ya Agritanza Ltd, na siyo BAKWATA tena. Maelezo ya mshitakiwa hayo yalipokelewa kama kielelezo cha 12.

Aidha, shahidi wa 15 , D/C Constebo Elieli  alidai kuwa Oktoba 17 mwaka jana, alipewa jukumu na mkubwa wake wa kazi la kuandika maelezo ya mshitakiwa Mohamed Ramadhan ambaye alimweleza kuwa siku hiyo yeye alikwenda kusali katika eneo la kiwanja hicho akitoa Oysterbay Dar es Salaam. Elieli alieleza kuwa mshitakiwa huyo alimweleza kuwa alifikia uamuzi wa kwenda kusali swala ya alfajiri hapo Chang’ombe Markas kwa sababu alikuwa anauguliwa na ndugu yake anayeishi Keko. Yeye mshitakiwa hakutaka kwenda kuswali Msikiti ya Keko kwa sababu hali ya usalama ilikuwa mbaya na hivyo akaamua kwenda kusali katika eneo hilo la Markas.

“Mshitakiwa huyo akanieleza eti baada ya kusali hapo alfajiri ya Oktoba 17 mwaka jana, ndiyo ghafla alishitukia anakamatwa na mapolisi. Nilipomhoji kama analifahamu vuguvugu la Waislamu kudai haki zao, mshitakiwa huyo alikubali kulifahamu vuguvugu hilo na kwamba yeye pale kwenye lile eneo alipokamatiwa alikuwa katika kutetea  na kudai haki yao ya kurejeshewa kiwanja kile ambacho ni mali ya Waislamu na si BAKWATA,” alidai Elieli. Hata hivyo, mahakama ilikataa kuyapokea maelezo hayo kama kielelezo kwa sababu yana dosari nyingi za kisheria.

Awali Oktoba 18 mwaka jana, ilidaiwa kwa mara ya kwanza mahakamani hapo na wakili Kweka mbele ya Hakimu Nongwa kuwa washitakiwa hao wanakabiliwa na makosa matano likiwemo kosa la kula njama,wizi wa malighafi zenye thamani ya Sh. milioni 59 na uchochezi ambalo linamkabili Ponda na mshitakiwa wa tano, Sheikh Mkadam Swalehe ambao wanaendelea kuzuiliwa gerezani kwa sababu Mkurugenzi wa Mashitaka, DPP, Dk Eliezer Feleshi bado hawajaondolea hati ya kuwafungia dhamana.
