About GRIPS

The National Graduate Institute for Policy Studies (GRIPS) was founded in 1997 as a stand-alone national graduate university focused on policy studies. Future policy leaders and researchers from all over the world gather here, forming an international research hub.

Online Application Procedures

We accept online applications for admission 2013 for the following programs:
  • One-year Master’s Program of Public Policy (MP1)
  • Two-year Master’s Program of Public Policy (MP2)
  • Macroeconomic Policy Program (One year and Two years)
  • Doctoral Programs
  • Policy Analysis Program

*Online application for the Public Finance Program will be opened once sponsorships have been finalized.

To complete the online application, simply follow the steps below. Please note that you will not be registered as an ‘applicant’ until we have received all the supporting documents.

Please read the following carefully and proceed according to the steps described below.

Step 1: Fill out and submit the online Entry Form

The Admissions Office will get back to you with your ID and password by e-mail.

Deadlines for 2013 admission:

The application deadline is subject to change on short notice, through directive from the Japanese Government (MEXT). This change is exclusively for MP1, PA and Ph. D. applicants.

  • November 14, 2012: Policy Analysis Program and Doctoral Programs
    Note: Please make sure to obtain ID & Password for the online application by submitting the Entry Form no later than November 7, 2012.
  • December 7, 2012: *One-year Master’s Program of Public Policy (MP1) and Two-year Master’s Program of Public Policy (MP2) /*If you apply for scholarships allocated through GRIPS – MEXT, ADB Scholarship.
    Note: Please make sure to obtain ID & Password for the online application by submitting the Entry Form no later than November 26, 2012.
  • December 7, 2012: **MP1 and MP2 / **If you finance yourself (including applicants supported with any other scholarship than the MEXT and ADB scholarship)
    Note: Please make sure to obtain ID & Password for the online application by submitting the Entry Form no later than November 26, 2012.
  • December 10, 2012: **Macroeconomic Policy Program / ** If you finance yourself (including applicants supported with any other scholarship than the IMF Scholarship)
    Note: Please make sure to obtain ID & Password for the online application by submitting the Entry Form no later than November 26, 2012.
  • May 13, 2013: **MP1, MP2 and Macroeconomic Policy Program / ** If you finance yourself (including applicants supported with any other scholarship than the MEXT, ADB and IMF Scholarship)
    Note: Please make sure to obtain ID & Password for the online application by submitting the Entry Form no later than April 30, 2013.
  • To be announced: Public Finance Program

Step 2: Fill out and submit the on-line application form by using the ID and password.


Step 3: Download and prepare the following supporting documents

Certificate of Application**
One photograph (30 x 40 mm)
Two letters of recommendation** in sealed envelopes
Official Certificate of Employment** describing the applicant’s present job title and employer details.
Information on civil servant qualifications (e.g. BCS, IAS, IRS, CSS) should also be included, if applicable. The Certificate of Employment must bear an official seal and signature obtained from the employer.

1. TOEFL or IELTS original score report
*Test scores are valid for two years from the test date (GRIPS TOEFL institution code is. 9040, a photocopy is not acceptable).

If you finance yourself

Applicants who do not need scholarship allocated through GRIPS should provide a Financial Statement and pay Application Fee.

1. Financial Statement

You are required to submit one of the following documents to indicate sufficient assets to cover the schooling and living expenses in Japan by the following deadline. We estimate Total Study Cost (School Expenses + Minimum Living Expenses) for the initial year at JPY 2,700,000.

  • Official proof of available funding in a form of bank statement or an original letter from a bank showing liquid funds in Japanese yen or US dollars and dated within the past two months.
  • An original award letter from a scholarship provider (agency, company) showing total sum in US dollars or Japanese yen as well as general terms and conditions of the agreement.
  • Verification from a different sponsor (such as relative) with proof of ability to provide you with support in the form of an original bank statement or an original letter from a bank showing liquid funds in Japanese yen or US dollars and dated within the past two months.

Deadline:
  • November 7, 2012: Policy Analysis Program and Doctoral programs
  • November 26, 2012: MP1 and MP2 / for applicants who wish to submit their applications by December 7, 2012.
  • November 26, 2012: Macroeconomic Policy Program / for applicants who wish to submit their applications by December 10, 2012.
  • April 30, 2013: MP1, MP2 and Macroeconomic Policy Program / for applicants who wish to submit their applications by May 13, 2013.

2. Application Fee

You should pay Application Fee to the following account later according to our instructions. If you fail to do so, your application can not be considered.

  • Please do NOT pay the Application Fee before we advise you to do so.
  • Please pay transfer charge at your expense. Checks cannot be accepted.

Notes
  1. Letters of recommendation must be submitted in sealed envelopes, signed across the seal. Recommendations should be written by people who have supervised the applicant either in an academic or work capacity. Preferably, one letter should be written by a university professor.
  2. An official copy means a certified true copy of the original document with an official seal obtained from the administration office of the university attended. A true copy of the original document certified by a notary public may also be accepted. Copies attested by organizations/persons not having notary/legal functions will not be accepted or considered for screening.
  3. All documents must be presented in English. Translations in English without an official seal obtained from the administration office of the university attended or without a signature of the recommender or the drawer of the document are not acceptable.
  4. Faxed documents and digital copies sent through e-mail are not acceptable.
