Civil society’s organizations in Africa have been warned not to leave the issue of tax administration in the hands of the governments alone; instead they should form parallel institutions to monitor the same. It has revealed.

This call was made recently in Dar es Salaam during an International Training in Tax Administration.

The training to representatives of civil societies drew attendants being trainers and other participants from East Africa, West Africa and Southern Africa.

In the workshop that was convened by the Policy Forum NGO. It was learnt that tax collection is turned into a political weapon by many African countries Tanzania inclusive.

It was learnt that the political oligarchy tend to muzzle through tax collection the commercial people who are contrally to their tastes and they tend to give offers in various forms like havens, holidays, and exemptions those in their favour.

But this nasty game which has long term calculated moves to evade tax involves the multinational companies no wonder there are changes of names and ownership in some big companies in order to evade capital gain tax.
For instance in Tanzania there have been such changes with Serena Hotel which previously had various names from Sheraton, to Royal Palm, Moven Pick and now Serena.

In mobile phone companies there have been changes of names with Celtel, Zain and now Airtel just like it was with Mobitel, Buzz and now Tigo.

It was with such changes that the civil society and investigative journalists were counseled to investigate the motives behind such changes.

During his opening remarks the Policy Forum (PF) Coordinator Semkae Kilonzo said that tax administration has caused a lot of problems in African countries.

This is due to evasions which are manipulated through various corrupt means. He delineated that a lot of revenues are left untapped and therefore denying people adequate services.

“If taxes are not collected properly it means some of the Government’s revenues are left outside and hence denying the people income through services which are essential,” he commented.

He added that it was the duty of the civil society to ensure that reports are published and there is transparency on who should to pay what.

“The tax regime is poor in Tanzania and many other African countries because the whole issue has been left to the civil servants hence corruption and capital fight out of Africa have become common phenomenon,” he added.

Jack Ranguma a tax expert from Kenya said that he has conducted a lot of researches just to find that proper collection of taxes can be effective if various community groups are involved in the monitoring programmes.

Ranguma who is former Commissioner of Kenya Revenue Authority is currently working as a consultant with the Kenyan Tax Research Institute.

He mentioned such groups as parliamentary groups, villagers, and distribution functionaries with the aim of ensuring that there is justice in tax administration and that there is enough capacity building in order to create awareness. 

“If people are reluctant to pay tax then it means that they do not see the direct benefit of paying taxes to their government and this is a reflection that either tax rates are too high, or the tax authorities are weak,” he commented.

Ranguma said that the main problem with developing countries like Tanzania is the fact that they give priority to the expenditure side than to the income generation one.

He challenged that this trend eventually deprives some important projects like hospitals, schools, infrastructures and hence leading to the vicious cycle of poverty.

He further explained that once there is proper collection of taxes there will be stable economy of a country. He warned that without this stability the rich tend to manipulate the economy much to their advantage.

“I am convinced that Africa, and other poor countries need to discuss with the International Monetary Fund (IMF) and the Organisation for Economic Co-operation and Development (OECD) more seriously, and constructively for both sides,” he commented.

The tax expert also argued that the failure to monitor social security funds and pensions which are other forms of tax, denies the weaker equity while at the same time these are more beneficial to the high ranking officials.

“Even social security fund is a tax but in a different name, that is why there are a lot of political involvements in these funds. These are meant for re-investment while other employees pay for the retirees,” he added.
Vituz Azeem who presented a paper on the link between tax justice and development said that tax is meant to support development, and if there is poor collection of the same this will be reflected in the national budget.

He warned that many African countries fall prey of corrupt officials in the customs and excises to the extent that big amounts are pocketed to their personal accounts than to the governments.

“Tax administration needs a lot of ethics, if you are working with the tax authority you need to declare your property, also these workers need to report their properties periodically,” he cautioned.
On the issue of tax leakages was Savior Mwambwa who presented a paper on the role of multinationals in tax exemptions, competition, and capital flight.

He said that exemptions are always issued in the pretext of attracting more foreign direct investments, reducing poverty and creation of jobs as well as to allow big growth of the economy.

But in many cases these exemptions are issued through ill motives. However he warned that a good number of such exemptions in various names be it haven, holidays etc, are doing harm to Africa economies than good.

“In many cases tax exemptions is just a creation of a room for corruption, there is a need to create independent body for scrutiny and independent prosecutors who can handle the matters in the court,” he counseled.

Dereje Alemayehu presented a paper on how to mobilize domestic resources in order to avoid dependency. He counseled that citizens must be induced to like payment of tax because in many cases a good number of people do not like payment of such.

“If citizens realize that there is a value for their money they will just be attracted to pay without any kind of harassments or intimidations,” he commented.

Alemayehu mentioned that there are four measures to make people tax willingly; to make state income transparent, to make equity in the provision of services, and minimize the externalization of costs.
Another method is to give voice to the citizenry in regard to public expenditures, on how incomes are generated and spent.

On his side Michael Otieno from the Kenya’s National Taxpayers Association (NTA) said that there is a need for the civil society to institutionalize mechanisms of verifying how tax is collected and spent in a country.

He counseled that through civil society advocacy people must understand that paying tax is amoral obligation and duty which has benefit to their lives.

Insurance agents have been advised to exploit the growing insurance industry in the country to improve their service delivery.

Chief Executive Officer, NIKO Insurance (Tanzania) Limited Manasseh Kawoloka, made the remarks recently in Da res Salaam at a workshop for insurance agents.

“We would like to invite each one engaged in insurance sector to join NIKO insurance in efforts to make a difference in this market because we can build a platform to service our insurance clients better,” he said, stating, “

The company will continue supporting all other companies engaged in insurance to serve our clients better,” he said.

He quoted the Tanzania Insurance Regulatory report of December 2011, as indicating that in 2011 there were 26 registered insurance companies, 89 insurance brokers and 572 insurance agents.
“This calls for each of us to do better in order to keep the existing customers and attract more customers.” he noted.

He said the insurance industry is now experiencing a new wave of aggressive marketing.
He said although the insurance market in Tanzania continues growing at an average rate of 20 percent it contributes below 1 percent to the National GDP.

“It is however expecting that market will continue growing in the years to come because the prevailing National Economic Growth Indicators show that Tanzanian’s economy was growing.
“As agents we need to ensure that we comply with all the laws which govern our business and we just have to play by the rules,” he said.

Highlighting on NIKO achievements, he said NIKO was planning to launch new products towards the end of this year. 

The company is now undergoing recapitalization process to reach the market of USD 3 million paid up capital by mid-2013 and this will boost the capacity of the company to underwrite major risks without problems and also improve service delivery.

Elaborating on mobile technology, he said according to World Bank Reports, Tanzania is one of the best countries when it comes to use of mobile technology.

“It is high time we start thinking of using this technology to boost our business,” he said.

The Swedish International Development Cooperation Agency (Sida) and Alliance for a Green Revolution in Africa (AGRA) announced recently a USD 10 million grant support the development of Africa-based innovations to boost African agricultural growth a move that will fight against poverty.


SIDA representative Henrik Riby, and President of AGRA Jane Karuku formalized the agreement this week in a signing ceremony at the African Green Revolution Forum held here in Arusha recently. 

The grant, awarded by Sida, will be directly channeled to the African Agribusiness Window of African Enterprise Challenge Fund (AECF), a fund hosted by AGRA.


Administered by the AECF, the grant will enable Africa-based entrepreneurs to submit new and innovative business solutions to accelerate the development of the agricultural sector in Africa.  


Between 10-12 winners will be selected and provided with funding to develop their ideas into practical projects that are both commercially viable and will have a broad developmental impact on the rural poor.

The projects will have a significant focus on the empowerment of women and environmental sustainability.

The grant is part of SIDA’s program area focused on inclusive business and pro-poor economic growth, with investments that must significantly contribute to poverty reduction and rural development.  


The grant is expected to benefit at least an additional 60,000 households (300,000 people) with extra income, employment, market access and transfer of know-how.


“We know that a more effective and professional agriculture sector can make a real difference for millions of people living in poverty in sub-Saharan Africa, “said Henrik Riby, SIDA. “By sharing the financial risks of private investments in agribusiness, we hope to encourage new sustainable ways of raising rural incomes.”

“The African Enterprise Challenge Fund is an important contributor to AGRA’s goals and strategy, and its impact will be enhanced with this grant from the Swedish International Development Cooperation Agency,” said Jane Karuku adding that “These projects benefit millions of Africa’s rural poor in very practical ways such as jobs, increased income, knowledge transfer and market access.”


Sida, is a government agency under Sweden’s Ministry for Foreign Affairs and its goal is to contribute to making it possible for poor people to improve their living conditions where as

AGRA is an Africa based organization working in partnership with governments, agricultural research organizations, farmers, private sector, civil society and other rural development stakeholders to significantly and sustainably improves the productivity and incomes of resource poor farmers in Africa.

THE Government has been urged to protect local industries so that to wide chances for them to increase Corporate Social Responsibilities (CSRs) programmes that contribute to the diversity of social development in the country.


Responding to a question from this paper on challenges that Tanga Cement Company Limited (TCCL) meets while giving back to society part of its benefits through CSR Programmes, the company’s Managing Director, Mr. Erik Westerberg said society needs more than what it is given.


“Our policy is to give back to society one per cent of the profit, so we would be in good position of giving bigger than what we do if our benefit was big,” he said


Mr Westerberg said one of the Government’s roles is to protect the interests of TCCL and other local companies so that they get more profit, hence they give back more to society to support the Governemt’s efforts to improve social services.

"The Government invests a lot on its efforts to look for foreign investors but it should understand that it is also obliged to prepare fair competition ground to protect local industries for the benefits of Tanzanians,” he said.

He reinstated his statement he issued in Dar es Salaam last week that TCCL and other local cement producers were doing businesses on unfair and hard condition due to smuggling into Tanzania of 70 per cent of cement through Zanzibar channel.

"It is due to this fact that I doubt whether we will be able to continue efficiently with our CSR proggrammes that have benefited are good number of Tanzanians. There is no fair competition in the cement industry hence jeopardizes our efforts to improve lives of Tanzanians,” said Mr. Westerberg.

In the same spirit of giving back to society part of TCCL’s profit, Mr Westerberg handed over one renovated police residence house of Makorora Police Station to the Tanga Regional Police Commander (RPC), ACP Constantine Massawe.

Dar Charity Goat Races Needs Your Support


‘Just One Goat Can Make A Difference’                                   



The Dar Charity Goat Races is appealing for public support for its chosen organisations and charities this year.



So far nine organisations have been chosen to benefit from the money raised by the 2013 Goat Races, including a mobile health clinic, a minibus for disabled children, computers for orphans and training for disabled women to learn how to make top-end jewellery.



Goat Race organisers hope to be able to support even more local organisations and charities. But they warn this will depend on how many people attend the event on June 1, and the amount of money raised on the day.



Organising Committee Chair Karen Stanley said: “The funding the goat races provides can be crucial to the survival of small organisations who otherwise struggle to find enough money for key projects.



“Last year we raised a record 115m TZS thanks to the record 4,200 people who came through the gates. This was enough to be able to extend our support to 15 organisations.



“We hope to do even better this year and raise enough to provide vital funding to even more deserving organisations, but it all now depends on how many people come out to support us on the day.”



Since it was first launched in 2001, the annual family fun day has raised more than 660m Tanzanian Shillings for more than 60 small Tanzanian charities and organisations. 



This year’s goat races will also help to provide specialist equipment for children born with cerebral palsy, water pumps and water storage for orphans and women living in poverty and an HIV/Aids programme for youths. (See below for a list of the charities’ names.)



Mrs Stanley said: “Every year we try to ensure that the collective fundraising opportunity the Goat Races represents is shared among as many deserving local causes as possible.



“While the charities are our focus, it would be impossible without the dedicated support of our race sponsors Southern Sun, Coca-Cola, Tanzanian Breweries Limited, Mantra Tanzania, Erolink, FNB and Symbion. Wakati wabunge hao wakieleza hayo, wengine wamesisitiza kuwa kwa kuwa nchi ni moja Tanzania, rasilimali zote ni mali ya Watanzania wote.

Wabunge wanaotaka rasilimali zinufaishe kwanza maeneo zinakotoka. Wanasema pamoja na ukweli kwamba Tanzania ni moja, watu hao wana haki ya msingi kupata huduma hizo kwanza kuliko wengine.

Mbunge wa Msalala (CCM), Ezekiel Maige alisema anashangaa kwa nini fomula ya rasilimali kuyaendeleza maeneo iliyopatikana, inatumika kwenye Idara ya Wanyamapori na haitumiki katika sekta ya nishati na madini.

“Wananchi walichosema rasilimali tugawane mrabaha. Zinufaishe wao kwanza. Kwenye wanyamapori, tunafanya hivyo kwa nini kwenye madini tunasema taifa litagawanyika? Alihoji.

Maige alisema Tume ya Bomani ilishauri kuwa asilimia 40 ya mapato itumike kuendeleza maeneo ilikopatikana rasilimali hizo na asilimia 60 zikaendeleze maeneo mengine, lakini ushauri huo haufanyiwi kazi.

Mbunge wa Mpanda (Chadema) Said Arfi alitaka hekima kutamalaki katika suala la mgororo wa gesi Mtwara ili taifa iendelee kuwa na hali ya amani na utulivu

“Naishauri Serikali wawashirikishe wananchi katika mambo yanayohusu mustakabali wa maendeleo yao. Elimu ya kutosha ingalikuwapo na ushirikishwa ulio mpana, tusingalifika hapa. Kadiri tunavyochelewa kulitatua tatizo hili, ndivyo tunavyorudi nyuma katika maendeleo,” alisema.

Kwa upande wake Mbunge Mlalo (CCM), Hassan Ngwilizi, alisema anaunga mkono msimamo wa Rais Jakaya Kikwete kuwa rasilimali za taifa ni mali ya Watanzania wote, hivyo ni mwafaka kwa watu kudhani kuwa wanastahili kunufaika na rasimali kwa sababu zimetoka kwao.

“Wale wote wanaofikiri kuleta chokochoko, wajue nchi hii inavyo vyombo vya dola. Kinachowatokea au kuweza kuwatokea, wajilaumu wenyewe,” alisema Ngwilizi na kusisitiza;

Hamad Ali Hamad (CUF) alisema gesi iliyopatikana Mtwara isiwe laana bali ionekane kama baraka. “Serikali ikazungumze na watu wa Mtwara na hili naomba serikali msione tunafanya jambo baya. hakuna lisilozungumzika,” alisema.

Christopher Ole Sendeka wa Simanjiro (CCM) alisema: “Amani ya Tanzania ni tunu isiyoweza kuchezewa na mtu yeyote yule na kwa sababu yeyote ile .

“Natambua kuna haja ya baadhi ya mambo wanayodai kuangaliwa kwa makini, lakini nawashauri Wanamtwara waendelee kuleta madai yao na Serikali iwasikilize kwa sababu wao ni watu wazima, hawawezi kupiga kelele hivi hivi tu,” alisema.

Ole Sendeka alitaka Waziri asikubali kuendelea kudanganywa na watalaamu wake kwa kuwa watamharibia.

“Usikubali kuuziwa mbuzi kwenye gunia,” alisema Sendeka na kuendelea, “ mwaka jana ulidanganywa na watalaamu wako ukalidanganya Bunge kuhusu nguzo za Tanesco na misumari.”

“Mwaka 2010 Rais Kikwete aliahidi kuwapa mgodi wa Tanzanite One wachimbaji wadogo lakini leo tunaambiwa wakifunga, mgodi huo utakabidhiwa kwa Stamico. Sasa Rais Ni Muhongo au Dk Jakaya Kikwete?”

Kamati yaundwa

Bunge limeunda kamati maalumu kwa ajili ya kuchunguza vurugu zilizotokana na mradi wa kusafirisha gesi, kutoka mkoani Mtwara kwenda jijini Dar es Salaam.

Spika wa Bunge Anne Makinda, alisema kamati hiyo itakayoongozwa na Mbunge wa Muleba Kaskazini, Charles Mwijage, itakuwa na hadidu nne za rejea.

Spika Makinda alisema kamati hiyo ambayo hata hivyo hakuipa muda maalumu, itakuwa na jukumu la kufuatilia mambo manne muhimu yanayochangia vurugu hizo.

“Kamati itakuwa na jukumu la kujua nini chanzo cha vurugu, kujua hatua zilizochukuliwa na Serikali, kukutana na wadau mbalimbali ili kupata maoni yao na kuangalia mambo yote yenye uhusiano na vurugu hizo,” alisema.
